THE ATTORNEY GENERAL DID PUT OUT A STATEMENT OVER THE WEEKEND, AND I JUST SAY FOR THE PUBLIC THAT THIS BOARD AND THIS BODY, EVEN THOUGH I DID A VIDEO LAST YEAR, I WANT TO PUBLICLY THANK MY COLLEAGUES FOR BEING ENGAGED AND SUPPORTIVE, AND WE WERE ALL THERE TOGETHER, AND I'LL JUST READ THIS STATEMENT. A YEAR AGO THIS WEEK, WE WERE ALL SHOCKED TO SEE THE VIDEO OF TWO POLICE OFFICERS RESPONDING TO A FIGHT BETWEEN TWO TEENAGE BOYS AT BRIDGEWATER MALL WHERE THE POLICE TACKLED, RESTRAINED AND HANDCUFFED THE AFRICAN AMERICAN TEEN, BUT ALLOW THE LARGER BUT SEEMINGLY WHITE PARTICIPANT TO SIT ALONE OFF TO THE SIDE. IT WAS ONE MORE AMERICAN INCIDENT OF SEEMINGLY UNBALANCED TREATMENT OF PEOPLE OF COLOR BY LAW ENFORCEMENT, AND MANY WERE JUSTIFIABLY OUTRAGED AND DEMANDED CHANGE. WHILE THE DISPOSITION OF THE POLICE OFFICERS INVOLVED IN THE INCIDENT IS THE RESPONSIBILITY OF BRIDGEWATER POLICE AND THE STATE ATTORNEY GENERAL'S OFFICE, WE AT THE COUNTY ALSO SEE IT AS OUR ROLE TO HELP REPAIR THE DAMAGE TO THE RELATIONSHIP BETWEEN LAW ENFORCEMENT AND THE PUBLIC. EVEN PRIOR TO THIS INCIDENT, SOMERSET COUNTY HAD CREATED THE COMMUNITY POLICING ALLIANCE AND HIRED A LICENSED SOCIAL WORKER TO EMBED WITH THE BRIDGEWATER POLICE AND PROVIDE SUPPORT FINDING MENTAL HEALTH, SUBSTANCE ABUSE AND OTHER RESOURCES TO REPAIR RELATIONSHIPS AND LIVES, AND TO REDUCE THE NEED FOR LEGAL SYSTEM TO GET INVOLVED. FOLLOWING THE INCIDENT, I REACHED OUT TO THE FAMILIES, COMMUNITY LEADERS AND LOCAL, COUNTY AND STATE OFFICIALS TO BEGIN A DIALOG THAT RESULTED IN A WELL ATTENDED PUBLIC SESSION TO PROVIDE TRANSPARENCY AND AIR ALL CONCERNS TOGETHER. THE DISCUSSIONS WERE FRANK AND SOMETIMES DIFFICULT, BUT ALL WERE VITAL TO THE HEALING. SINCE THAT TIME, SOMERSET COUNTY HAS CONTINUED ITS COMMITMENT TO DIVERSIFY LOCAL LAW ENFORCEMENT AND BRING ITS DEPARTMENTS MORE IN LINE WITH THE COMMUNITIES THAT THEY SERVE. IN PARTNERSHIP WITH PROSECUTOR JOHN MCDONALD. WE CREATED A POLICE SCHOLARSHIP PROGRAM TO ALLOW TALENTED, DIVERSE YOUNG COUNTY RESIDENTS TO ATTEND THE POLICE ACADEMY WHO OTHERWISE MAY NOT HAVE HAD THE OPPORTUNITY OR RESOURCES TO DO SO. THE GOAL IS TO BRING MORE POLICE OFFICERS WHO GREW UP HERE IN THE COUNTY AND REFLECT THE DIVERSE NATURE OF OUR POPULATION INTO LOCAL LAW ENFORCEMENT TO BUILD BETTER RELATIONSHIPS WITH THE COMMUNITY. WE HAVE IDENTIFIED THE FIRST TWO SCHOLARSHIP WINNERS, BOTH GRADUATES OF NORTH PLAINFIELD HIGH SCHOOL, WHO WILL WORK IN LOCAL DEPARTMENTS AND ARE OPENING UP THE SECOND ROUND OF APPLICATIONS IN THE COMING WEEKS AT THE BEHEST OF ANOTHER FOUR LOCAL DEPARTMENTS. OUR ADMINISTRATOR MAHR AND I VISITED STAFF THROUGHOUT THE COUNTY AND WAS VERY PLEASED TO SEE AND TAKE PICTURES OF THE ALMOST UNIVERSAL ADOPTION OF RED CLOTHING IN HONOR OF THE CAMPAIGN, AND YOU CAN LEARN MORE ABOUT HOW TO PROTECT AGAINST CARDIOVASCULAR DISEASE AT GO RED FOR WOMEN DOT COM, AND FINALLY, HIGHLIGHTS FROM THE YOUTH SERVICES COMMISSION, THE JUSTICE COMMISSION STATE COMMUNITY PARTNERSHIP GRANT FOR THE FIRST TIME SINCE THE MID 1990S. IT IS A FORMULA GRANT THAT EACH COUNTY YOUTH SERVICES COMMISSION RECEIVES. CURRENTLY THE YSC HAS REQUESTED FOR PROPOSAL HAS REQUESTED FOR A PROPOSAL OUT AND AVAILABLE FUNDING IS UP TO $106,266. PROGRAMS ARE TO START JUNE 1ST AND THEY END ON DECEMBER 31ST AND PROPOSALS ARE BEING SOUGHT FOR YOUTH PREVENTION PROGRAM FOR SOMERSET COUNTY YOUTH AGES 10 TO 17. THE FAMILY CRISIS INTERVENTION UNIT REPORTED OUT ON ITS2022 STATISTICS, AND WE SAW THE LARGEST INCREASE OF FACE TO FACE SERVICES ON RECORD DUE TO THE INCREASED NEED OF MENTAL HEALTH CRISIS AND TRUANCY. TOWNS WITH THE MOST REFERRALS WERE BRIDGEWATER, FRANKLIN, HILLSBOROUGH, SOMERVILLE, MANVILLE BOUND BROOK AND PLAINFIELD. THE EDUCATION AND TRAINING SUBCOMMITTEE HELD A VERY SUCCESSFUL VIRTUAL WORKSHOP IN DECEMBER ON SCHOOL AVOIDANCE. THE PRESENTATION WAS GIVEN BY IRA HARP, CLINICAL DIRECTOR OF [INAUDIBLE], AND OVER 200 PEOPLE ATTENDED THE WORKSHOP. THE NEXT COMMUNITY CONNECTIONS WORKSHOP IS PLANNED FOR FEBRUARY 24TH. THE TOPIC WILL BE YOUTH IN HUMAN TRAFFICKING 101, AND THAT IS TO BE PRESENTED BY STEPHEN M. DELUCA, SJD. MR. DELUCA IS A LAWYER AND CO CHAIR OF THE OPERATING COUNCIL AND A MEMBER OF THE BOARD OF TRUSTEES LEGISLATIVE COMMITTEE. A PRESENTATION WAS GIVEN ON THE CHILDREN'S HOPE INITIATIVE, ALSO KNOWN AS CHI. IT IS A 501(C)(3) ORGANIZATION HEADED BY RETIRED SUPERIOR COURT JUDGE TOM DILTS, THOMAS DILTS EXCUSE ME. [00:10:04] THEIR MISSION IS TO MEET THE UNMET NEEDS OF ABUSED OR NEGLECTED CHILDREN AND THEIR FAMILIES BY PROVIDING RESOURCES OF EXISTING ORGANIZATIONS IN SOMERSET COUNTY. THIS ORGANIZATION BRINGS AWARENESS ON HOW TRAUMA MANIFESTS IN CHILDREN AND FAMILIES AND STRIVES TO BRING RESOURCES TO THOSE ENTITIES THAT SUPPORT THIS WORK. THEY WILL BE GOING THROUGH THEIR THREE YEAR NEEDS ASSESSMENT THIS YEAR TO DETERMINE ADDITIONAL SERVICES, AND FINALLY, THE COUNTY COUNCIL ON JUVENILE JUSTICE SYSTEMS IMPROVEMENT MET ON JANUARY 31ST, AND SOMERSET COUNTY WAS ONE OF FIVE COUNTIES STATEWIDE TO PARTICIPATE IN A NEW JDAI INITIATIVE OF ENGAGING COMMUNITIES IN JUVENILE JUSTICE WORK. WE ARE IN THE BEGINNING OF THE ASSESSMENT AND ON TODAY THE RACE EQUITY AND INCLUSION SUBCOMMITTEE MET TO DISCUSS THE STATISTICS ON YOUTH DETENTION, SPECIFICALLY ON YOUTH OF COLOR IN JUVENILE DETENTION, AND ALL ARE INVITED TO THE PUBLIC MEETING OF THE YOUTH SERVICES COMMISSION, WHICH WILL TAKE PLACE ON TUESDAY, FEBRUARY 28TH AT NOON. SO THAT IS MY REPORT. THANK YOU. ON JANUARY 27TH, I HAD THE PRIVILEGE OF SPEAKING AT THE SOMERSET COUNTY FIRE ACADEMY GRADUATION. THIS WAS THE FIRST IN-PERSON GRADUATION WE'VE HAD AT THE ACADEMY SINCE COVID-19 HIT. THERE WERE 38 GRADUATES REPRESENTING 24 FIRE DEPARTMENTS IN SOMERSET COUNTY AND TO GRADUATE FROM THIS. THESE STUDENTS, THEY UNDERWENT 200 HOURS WORTH OF TRAINING ESSENTIALLY IN ORDER TO DO WHAT'S A VOLUNTEER JOB. SO I JUST WANTED TO CONGRATULATE AND THANK ALL OF THEM. LAST WEEK I ATTENDED THE ANNUAL MEETING OF THE GREATER SOMERSET YMCA. THERE WAS A LOT OF GRATITUDE EXPRESSED FOR THE CAMP SOAR PARTNERSHIP THE COUNTY HAD WITH THEM LAST SUMMER. THAT WAS A CAMP FOR CHILDREN FROM BOUND BROOK, SOUTH BOUND BROOK, MANVILLE AND FRANKLIN TOWNSHIP, AND I THINK THERE'S DEFINITELY A LOT OF INTEREST FOR FOR FURTHER ENGAGEMENT BETWEEN THE COUNTY AND THE YMCA. ONE THING I MEANT TO MENTION AT THE LAST MEETING I ATTENDED THE JANUARY SOMERSET COUNTY GOVERNING OFFICIALS ASSOCIATION MEETING AND THE SPEAKER THERE WAS MAYOR RAY HECK. MAYOR RAY HECK, WHO IS THE YOU KNOW, HE'S THE PRESIDENT NOW OF THE LEAGUE OF MUNICIPALITIES, AND IT WAS NOTED THAT HE'S THE FIRST MAYOR FROM SOMERSET COUNTY TO BECOME PRESIDENT OF THE LEAGUE OF MUNICIPALITIES, REALLY, IN SEVERAL DECADES. SO I JUST WANTED TO CONGRATULATE MAYOR HECK FOR THAT ACHIEVEMENT. LET'S SEE, THE RARITAN VALLEY WORKFORCE DEVELOPMENT. THE COMMISSION ON THE STATUS OF WOMEN WILL ALSO BE COLLABORATING WITH WORKFORCE DEVELOPMENT, LED BY PAUL GRZELLA ON THEIR JOB FAIR. THE COMMISSIONERS WILL BE CONTACTING LOCAL SCHOOLS, WOMEN'S ORGANIZATIONS, NON-PROFITS AND MANY MORE TO ATTRACT MORE APPLICANTS TO THE SOMERSET COUNTY WORKFORCE. OVER AT THE SOMERSET COUNTY BUSINESS PARTNERSHIP. WE HAD WOMEN IN BUSINESS MORNING NETWORKING ON THURSDAY, FEBRUARY 9TH, WHERE WOMEN IN BUSINESS IS DIRECTED AT THE SPECIFIC NEEDS AND CHALLENGES WOMEN FACE IN THE BUSINESS, IN THE BUSINESS WORLD. ITS PURPOSE IS FOR WOMEN TO LEARN MORE ABOUT OTHER BUSINESSES AND HOW THEY CAN SUPPORT ONE ANOTHER. FOCUS AREAS INCLUDE CAREER NETWORKING, FINANCES, MIND, BODY, SOCIETY AND FAMILY. WE HAVE HAD A GROWING GROUP, SO IF THIS IS SOMETHING OF INTEREST TO YOU, YOU KNOW IT IS SOMETHING THAT'S FLEXIBLE. IT'S FROM 8:30 TO 10:00 AM, SO IT DOESN'T REALLY GET IN THE WAY OF THE MAIN PART OF THE WORKDAY. THINGS I ATTENDED THIS PAST COUPLE OF WEEKS. THE RUTGERS WEBINAR ON CLEAN ENERGY, GREENHOUSE GAS EMISSIONS REDUCTION AND RAPID DECARBONIZATION IN THE PENNSYLVANIA, NEW JERSEY AND MARYLAND REGION. THIS REALLY WAS DRIVING HOME HOW NEW JERSEY IS ON TRACK AND COMPLETING OUR EMISSIONS REDUCTIONS GOALS BY 2035, AND HOW THE INFLATION REDUCTION ACT HAS REALLY CONTRIBUTED TO ACCELERATING THAT PROCESS. SO THANKS AGAIN TO THE FEDERAL GOVERNMENT FOR PASSING THAT AND TAKING CLIMATE CHANGE SO SERIOUSLY AND ADDRESSING IT. I ALSO WENT TO THE SOMERSET PATRIOTS CELEBRATION OF THEIR 2022 CHAMPIONSHIP SEASON AND A KICKOFF FOR THEIR 2023 SEASON. I BELIEVE TICKETS ARE ON SALE, SO GET THEM NOW EARLY IN ADVANCE AND PLAN YOUR NIGHT AT THE BALLPARK. I'VE ALSO ATTENDED THE TRAINING CLASS LAST NIGHT, HOSTED BY OUR OWN LISA WERNER, THE DIRECTOR OF EMERGENCY MANAGEMENT. THIS WAS A TRAINING CLASS FOR LOCAL ELECTED OFFICIALS ON EMERGENCY PREPAREDNESS RESPONSIBILITIES, LAWS AND DISASTER RESPONSE. SO VERY, VERY WELL DONE CLASS LAST NIGHT AND ALWAYS TAKING INTO ACCOUNT OUR PREPARATION. IF A DISASTER STRIKES IN ANY SHAPE OR FORM, OUR PUBLIC WORKS, OUR SHARED SERVICES DEPARTMENT, I'M HAPPY TO SAY THAT OUR 2022 ESTIMATED SHARED SERVICES SAVINGS WAS ABOUT $575,000 THAT WAS SPREAD ACROSS SOMERSET COUNTY. SO KUDOS TO OUR TEAM ON WORKING TO COORDINATE THAT. IT'S MONEY WELL SPENT BY OUR GRANT PROGRAM WITH THE STATE OF NEW JERSEY TO HAVE A SHARED SERVICES COORDINATOR HERE IN-HOUSE. THERE IS NO COST TO THEM TO DO THIS UPGRADES BECAUSE WE ARE PUTTING IN FOR A GRANT, BUT IT IS VERY BENEFICIAL TO THE MUNICIPALITIES AND WOULD SAVE EACH ONE OF THEM, PROBABLY A FEW HUNDRED THOUSAND TO BUILD THEIR OWN RINSING, NOT NOT AS SOPHISTICATED AS OURS, BUT EVEN A MINOR RINSING STATION WITH WATER RECIRCULATION. SO IT IS A VERY GOOD SAVINGS TO MUNICIPALITIES TO JOIN IN TO THIS PROGRAM. 23-408 WAS AUTHORIZING SOMERSET COUNTY TO APPLY FOR AND ACCEPT A $400,000 LEAP IMPLEMENTATION GRANT TOWARDS BUILDING A NEW STREET SWEEPING COLLECTION FACILITY. SO AS YOU KNOW, MOST MUNICIPALITIES DO SWEEP THE ROADWAYS AND YOU NEED A PLACE TO STORE IT AND TO MEET DEP REQUIREMENTS IT HAS TO BE AN ENCLOSED STRUCTURE. SO SOMERSET COUNTY IS PUTTING IN FOR A GRANT TO BUILD THIS STRUCTURE ON OUR PROPERTY IN HILLSBOROUGH AND ALLOW THE MUNICIPALITIES TO BRING THEIR STREET SWEEPINGS THERE. WE STORE THEM AT NO CHARGE. HOWEVER, THEY WILL HAVE TO PAY FOR DISPOSAL WHEN WE DO DISPOSE OF THEM, SO THERE WILL BE A CHARGE FOR THAT, BUT BUILDING IT AND STORING IT, THERE WILL BE NO CHARGE TO MUNICIPALITIES.
