ADEQUATE NOTICE OF THIS MEETING WAS PROVIDED AS REQUIRED BY LAW.
FOR PUBLIC ACCESS PLEASE EMAIL YOUR QUESTIONS TO COUNTY BOARD MEETING AT CO.SOMERSET.NJ .US.
PLEASE RISE FOR THE PLEDGE OF ALLEGIANCE AND REMAIN STANDING FOR REFLECTIONS.
I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL.
MAY WE CONTINUE TO PROVIDE GOOD GOVERNANCE FOR ALL IN SOMERSET COUNTY AT ALL TIMES.
MAY WE CONTINUE TO BE A BEACON OF LIGHT FOR THOSE WHO SEEK US FOR GUIDANCE.
MAY WE CONTINUE TO BE THE BEST THAT WE ARE CALLED TO BE AND CALLED TO DO? AND AS WE PRAY FOR AND REFLECT ON THE GOOD THINGS IN SOMERSET COUNTY.
HERE. DEPUTY DIRECTOR SINGLETERRY.
OUR DIRECTORIES ARE READY AND AVAILABLE FOR 2023.
SO THOSE OF YOU IN THE PUBLIC OR THE AUDIENCE NEEDING TO GET A COPY, PLEASE DO SO.
IT IS A PLETHORA OF INFORMATION ABOUT COUNTY AND MUNICIPAL OFFICES WITHIN THE COUNTY.
I'D LIKE TO REPORT AND GLAD THAT NICHE HAS RATED THE TOP TEN COUNTIES IN THE STATE OF NEW JERSEY AND SOMERSET COUNTY IS NUMBER ONE.
[APPLAUSE] SO CONGRATULATIONS TO ALL THE HARD WORK OF THE STAFF AND MEMBERS OF THIS GREAT BODY.
AND IT'S A TESTAMENT TO WHO WE ARE AS A COMMUNITY.
AND THEN CELEBRATING 25 YEARS OF AMERICA'S FAVORITE PASTIME, WHICH IS BASEBALL.
WE WERE PRESENTED WITH THE 2022 EASTERN LEAGUE CHAMPIONSHIP RING AND IT WILL BE NICELY DISPLAYED IN OUR LOCKED DISPLAY CASE HERE ON THE THIRD FLOOR.
BUT WHAT A GREAT WAY TO START OFF THE SEASON.
WE ARE LOOKING FOR ANOTHER WINNING SEASON AND THE PATRIOTS OWNERS AND THE MANAGERS WERE SAYING WE PROBABLY NEED TO PREPARE FOR A BIGGER CASE BECAUSE THEY ANTICIPATE DOING CHAMPIONSHIP AFTER CHAMPIONSHIP AFTER CHAMPIONSHIP.
AND SO WE ARE ROOTING THEM ON FOR THIS 2023 SEASON.
AT THIS TIME, I HAVE NOTHING ELSE TO REPORT.
GOOD EVENING. SO RARITAN VALLEY COMMUNITY COLLEGE IS GOING TO BE HAVING AN INFORMATION SESSION ON A NEW PROGRAM THEY HAVE AN ASSOCIATE'S DEGREE IN MECHANICAL ENGINEERING TECHNOLOGY PROGRAM.
THIS INFORMATION SESSION IS GOING TO BE ON APRIL 19TH AT 6:00 P.M.
AT THE WORKFORCE TRAINING CENTER AT THE SCHOOL'S BRANCHBURG CAMPUS.
AND STUDENTS WHO OBTAIN A DEGREE IN MECHANICAL ENGINEERING TECHNOLOGY, THEY CAN EITHER GO STRAIGHT INTO THE WORKFORCE OR THERE'S AN AGREEMENT WITH THE NEW JERSEY INSTITUTE OF TECHNOLOGY WHERE THEY CAN TRANSFER THEIR CREDITS AND GO THERE AS A JUNIOR.
ALSO, RVCC HAS A NEW ADULT LEARNERS COLLEGE FOR ADULTS AGED 25 AND OVER STARTING THIS FALL, IT CAN BE FOR WORKFORCE TRAINING A DEGREE OR A CERTIFICATION, AND IT HAS MORE FLEXIBLE SCHEDULES FOR THESE STUDENTS. IF YOU'RE INTERESTED, YOU CAN CALL 908-526-1200 EXTENSION 8553.
AND LET'S SEE, THIS WEEK IS COUNTY GOVERNMENT MONTH.
AND BETWEEN APRIL 10TH, YESTERDAY THROUGH APRIL 17TH, THERE'S GOING TO BE INFORMATION AT THE BRIDGEWATER LIBRARY WHERE RESIDENTS CAN GET INFORMATION ABOUT THE COUNTY'S VARIOUS FREE SERVICES AND JOBS OPPORTUNITIES.
[00:05:02]
AND THAT'S MY REPORT.WE HAD PAUL GRZELLA COME INTO OUR MEETING TO MAKE SURE THAT WE ARE ALL ON THE SAME PAGE FOR THE SOMERSET COUNTY HIRING A COMMUNITY RESOURCE EVENT WHICH WILL BE TAKING PLACE ON SATURDAY, MAY 6TH, FROM 11 A.M.
THIS IS AN IN-PERSON HIRING A COMMUNITY RESOURCE EVENT.
IT'S PRESENTED BY THE NEW JERSEY DEPARTMENT OF LABOR AND WORKFORCE DEVELOPMENT AND THE GREATER RARITAN WORKFORCE DEVELOPMENT BOARD IN COLLABORATION WITH THE SOMERSET COUNTY COMMISSION ON THE STATUS OF WOMEN.
IN ADDITION TO EMPLOYER AND AGENCY RESOURCE INFORMATION, THERE WILL BE A DRESS TO IMPRESS CORNER FOR WOMEN REENTERING THE WORKFORCE ORGANIZATION BY COMMISSION MEMBERS.
THERE IS NO COST TO PARTICIPATE.
IF YOU ARE A BUSINESS OWNER, WE ENCOURAGE YOU TO PLEASE REACH OUT.
WE WANT TO MAKE SURE THAT THERE ARE DIFFERENT TIERS OF EMPLOYMENT OPPORTUNITIES.
WE ALSO HAVE A JOB FAIR ON TUESDAY, MAY 16TH AT 10 A.M.
TO 2 P.M. AT THE HINDU TEMPLE AND CULTURAL SOCIETY OVER AT.
THE PARTICIPATION REQUIREMENTS.
ALL EMPLOYERS MUST HAVE SEVERAL JOB OPENINGS FOR TALENT TO FILL.
THE POSITIONS CAN BE FULL TIME OR PART TIME OR INTERNSHIPS.
AND ONCE AGAIN, THERE'S NO COST TO PARTICIPATE.
SO IF YOU MISS THE ONE ON MAY 6TH, YOU COULD GO TO THE ONE ON MAY 16TH.
AND AS DIRECTOR ROBINSON MENTIONED, WE HAVE OUR CELEBRATION OF 25 YEARS OF BASEBALL.
SO IF YOU HAVEN'T SEEN IT YET, WHOEVER TOOK THESE PHOTOS DID A REALLY GOOD JOB.
IF YOU CAN'T RECOGNIZE THIS FROM THERE.
BUT IT REALLY GOES THROUGH SOME OF THE HIGHLIGHTS FROM OUR TEAM HERE AT SOMERSET COUNTY AND OUR PRIVATE PARTNERS WITH THE [INAUDIBLE] FAMILY, WITH THE PATRIOTS STADIUM, WE CELEBRATED OUR 8 MILLIONTH FAN FOR THE PATRIOTS THE PAST GAME ON FRIDAY AND HAD A NICE CELEBRATION ON THE FIELD. I HAD THE PLEASURE OF PASSING OUT A SIGNED BAT FROM ALL THE PATRIOTS PLAYERS WITH SOME OF THE TEAM MEMBERS THERE.
AND RICHARD HALL, PARTNERS WITH ZUFALL TO OFFER MEDICAL DENTAL SERVICES.
SO IT KIND OF GIVES YOU A LITTLE BIT OF A BACKGROUND.
OUR SURROGATE'S OFFICE SURROGATE JALLOH IS LAUNCHING AN ONLINE PROBATE FILING AND OF COURSE, HIGHLIGHTING ONE OF OUR GEMSTONES WITH THE WELCOMING OF HORSES AT LORD STERLING STABLES.
ONE THING ON THE BACK, WHICH I'D LIKE TO HIGHLIGHT IS THAT WE ALSO HAVE A SECTION IN SPANISH.
SO FOR ANYONE THAT DOES NOT SPEAK ENGLISH AS A FIRST LANGUAGE OR IS LOOKING TO GET MORE INVOLVED AS THEY ARE SETTLING HERE IN THE BEST PLACE TO LIVE IN NEW JERSEY, WE DO TRY TO MAKE IT INCLUSIVE.
I HAD THE PLEASURE WITH COMMISSIONERS DRAKE AND COMMISSIONER SINGLETERRY TODAY TO TOUR THE VISIONS AND PATHWAYS FACILITY IN BRIDGEWATER TOWNSHIP. THEY DO EXTRAORDINARY WORK FOR SOME OF OUR YOUTH THAT ARE DISPLACED.
SO GREAT JOBS BY THEM AND ALL OF THEIR ASSOCIATED FACILITIES THAT THEY'RE DOING WORK WITH.
SO IT WAS GREAT TO SEE THEM APRIL 22ND.
SO IF ANYBODY CAN PARTICIPATE AND DONATE TO THE CAUSE, THAT WOULD BE WONDERFUL.
WE ALSO HAVE A FIFE AND DRUM CORPS THAT'S GOING TO BE PERFORMING A CONCERT THAT WEEKEND.
I ALSO HAVE AN UPCOMING EVENT ON MAY 11TH.
WE WILL HAVE OUR FAMILY FRIENDLY PICNIC AT DUKE ISLAND PARK FOR THE LGBT ADVISORY COMMITTEE.
IT'S TECHNICALLY A PUBLIC MEETING FOR US, BUT IT'S REALLY MORE OF A MEET AND GREET AND A BYOE.
[00:10:02]
BRING YOUR OWN CHAIR, BRING YOUR OWN FOOD, BRING YOUR OWN DRINK.BUT WE'LL SUPPLY THE CAMARADERIE.
AND WE ALSO HAVE MANY SERVICES THAT ARE AVAILABLE.
SO THAT'S MAY 11TH, FROM 5:30 TO 7:30 AT DUKE ISLAND PARK.
TIME AND DATE WILL BE ANNOUNCED.
BUT AS YOU RECALL, MARY JACOBS DID CLOSE FOR A BIT WHILE THEY DID SOME RENOVATION AT THAT BUILDING.
SO THAT SHOULD BE COMING UP VERY SOON, HOPEFULLY BY THE END OF THE MONTH.
IT WAS GOOD TO BE PART OF THE PATRIOT CELEBRATION.
CERTAINLY GOOD LUCK TO THE PATRIOTS THROUGH THAT GREAT SEASON THAT WE HAD LAST YEAR.
THOSE ARE SOON TO BE BLOOMING.
THAT'S AT THE RUDOLF VAN DER GOOT ROSE GARDEN AT COLONIAL PARK.
ALSO, ALL THE GOLF COURSES ARE OPEN, INCLUDING WARREN BROOK.
GOLF COURSE RESERVATION SYSTEM IS UP AND ACTIVE.
YOU CAN RESERVE YOUR TEE TIMES ONLINE SEVEN DAYS IN ADVANCE FOR ANY OF THE FIVE COUNTY COURSES AND ALSO RESERVATIONS FOR THE SUMMER CAMP AT THE ENVIRONMENTAL EDUCATION CENTER ARE NOW BEING TAKEN FOR THE SUMMER.
AND AS ALWAYS, HE DID A GREAT JOB AND THE STATE PLANNING COMMISSION COMMENTED THAT SOMERSET COUNTY IS REALLY THE MODEL FOR OTHERS TO FOLLOW AND HOW GREAT REGIONAL AND COLLABORATIVE PLANNING SHOULD BE AND THE GREAT WORK THAT WE DO AND CERTAINLY WITH THE PLANNING DEPARTMENT.
THANK YOU FOR ALL YOUR GREAT WORK THERE, WALTER.
THE OFFICE OF PLANNING POLICY AND ECONOMIC DEVELOPMENT CONTINUES TO ASSIST BEDMINSTER TOWNSHIP TO ADVANCE THE REPURPOSING OF THE AT&T CAMPUS AS A LIFE SCIENCE CENTER INNOVATION HUB.
SO REALLY, I THINK THAT'S DEMONSTRATES HOW COLLABORATIVE WORKING CLOSELY WITH THE MUNICIPALITY, WE CAN TAKE THESE PROPERTIES THAT WOULD OTHERWISE HAVE HAD A DIFFICULT TIME BEING REPURPOSED AND WE WERE ABLE TO HELP THEM DIRECTLY.
AND THEN I WANT TO REALLY EMPHASIZE THE HOUSING NAVIGATOR.
IT'S AN ONLINE APPLICATION PROCESS, ONLINE APPLICATION USING GIS.
IT WAS DEVELOPED BY [INAUDIBLE] AND OUR GIS SERVICES GROUP CONTINUES TO RECEIVE GREAT FEEDBACK FOR PROVIDING A NEW WAY TO SEARCH FOR SENIOR AND AFFORDABLE HOUSING OPPORTUNITIES. SO GO TO THAT GIS APPLICATION, THAT APP, AND IF YOU'RE LOOKING FOR AFFORDABLE HOUSING, THAT'S GOING TO TAKE YOU TO THE VARIOUS PLACES THROUGHOUT THE COUNTY WHERE THAT IS AVAILABLE.
AND THAT'S THE END OF MY REPORT.

THIS FUNDING OPPORTUNITY IS AVAILABLE TO ELIGIBLE ORGANIZATIONS WHO ARE IN COMPLIANCE WITH CERTIFICATION CRITERIA AS DEMONSTRATED BY STATE CERT OR BY SAMHSA ACCEPTANCE WITHIN THE PAST TWO YEARS.
NEW JERSEY IS MOVING TO CERTIFY THESE CENTERS.
THEY ARE LOOKING AT THAT FOR 2024.
AND IF THEY CERTIFY IF WE'RE SUCCESSFUL HERE AND THEY CERTIFY THE BILLABLE RATES FOR MEDICAID WILL BE PAID AT A PREFERRED RATE, IT'S REALLY QUITE SUBSTANTIAL. SO FINGERS CROSSED.

THANK YOU. COULD YOU GIVE A LITTLE BIT MORE DETAIL ON THE NJTPA? SURE.
WE DID A STUDY BACK SEVERAL YEARS AGO FOR THAT INTERSECTION.
THE TOWN ENDORSED IT AT THAT TIME.
WE DID A PUBLIC PRESENTATION LAST SUMMER.
THE TOWN THEN HELD THEIR OWN MEETING.
THEY DID A FORMAL RESOLUTION REQUEST, REMOVING THEIR LOCAL SUPPORT OF THE PROJECT.
AND ONE OF THE CONDITIONS TO THE NJTPA IS THAT THERE'S BUY IN OR LOCAL SUPPORT.
SO AS A RESULT, TO JUST CLOSE OUT THE PROJECT.
IS THERE A MOTION TO ADD THESE RESOLUTIONS? SO MOVED. SECOND.
ANY COMMENTS OR QUESTIONS? ROLL CALL, PLEASE.
YES. DEPUTY DIRECTOR SINGLETERRY.
YES. COME TO THE PUBLIC PORTION OF THIS MEETING COMING UP.
ANYONE WISHING TO SPEAK FIVE MINUTES.
NO YIELDING OF TIME. NO COMING UP A SECOND TIME.
IS THERE ANY MOTION TO OPEN TO PUBLIC? MOTION TO OPEN TO PUBLIC. SECOND.
AYES HAVE IT. ANYONE FROM THE PUBLIC WISHING TO SPEAK ON ANY TOPIC? GOOD EVENING. THIS MIC THAT WAS UNPLUGGED.
YEAH. YEAH. I DIDN'T WANT TO CROSS OVER TWO PEOPLE.
OKAY, WELL, GOOD EVENING, AND THANK YOU FOR YOUR OPENING REFLECTION.
OKAY, SO TONIGHT ON TONIGHT'S.
SAID IT OVER THERE. JOAN SCHILLER [INAUDIBLE] WARREN.
IN TONIGHT'S WORK SESSION, YOU HAVE AN APPROVAL FOR OVER $1,000 TO 22ND CENTURY TECHNOLOGIES IN VIRGINIA FOR COVID CLINICS.
ON TONIGHT'S REGULAR AGENDA, YOU WILL BE APPROVING TO THE SAME COMPANY OVER $9,000.
IN MARCH, YOU APPROVED $30,000 TO THE SAME COMPANY.
OKAY. NOW I REALLY ENCOURAGE YOU TO LOOK AT THEIR WEBSITE, 22ND CENTURY TECHNOLOGIES.
THERE'S NOTHING ON THEIR WEBSITE ABOUT COVID OR MEDICINE.
IT'S A THEY CALL THEMSELVES A MANAGEMENT AND TECHNOLOGY COMPANY.
SO MY TWO QUESTIONS ARE, WHY ARE WE SENDING OVER $40,000 TO THIS COMPANY IN VIRGINIA WHEN I'M SURE WE CAN HAVE THOSE SERVICES HERE IN NEW JERSEY? AND WHY THREE SEPARATE CONTRACTS WITHIN A MONTH? THANK YOU. UPA IS PROBABLY BEST TO ANSWER THAT SO SHE CAN EXPLAIN THE PROCUREMENT PROCESS ON HOW WE PICK THAT COMPANY. 22ND CENTURY TECHNOLOGIES IS A COMPANY THAT'S OFF OF THE NEW JERSEY STATE CONTRACT, SO THE STATE OF NEW JERSEY HAS AWARDED THEM A CONTRACT AND THEY ARE BASICALLY THE FUNCTION OF HOW WE GATHER NURSES.
THEY HAVE AWARDED THEM A STATE CONTRACT.
WE ALSO CAN'T GIVE PREFERENTIAL TREATMENT JUST TO A NEW JERSEY COMPANY.
IF THEY'RE QUALIFIED AND THEY RESPOND, THEN THEY'RE QUALIFIED.
ANYONE ELSE WISHING TO COME FORWARD.
DO WE HAVE ANYTHING ONLINE? WE DO NOT. ANYONE ON THE PHONE? NO. SEEING NONE AND HEARING NONE.
OTHERS TAKE A MOTION TO CLOSE THE PUBLIC PORTION.
MOTION. ALL IN FAVOR? AYE. AYES HAVE IT.
