WE'VE NOTICED OVER THE LAST SEVERAL MONTHS THAT WE'RE SEEING MORE PEOPLE COME INTO THE SYSTEM WHO NEED THE SERVICES, WHO SOMETIMES HAVE A DIFFICULT, DIFFICULT TIME CONNECTING TO THOSE SERVICES FOR A VARIETY OF REASONS.
THIS IS AN ATTEMPT TO TRY TO WORK WITH THE LITERACY VOLUNTEERS OF SOMERSET COUNTY TO HAVE A LITERACY NAVIGATOR WHO WILL CONNECT THE VARIOUS SERVICES THAT ARE EITHER PUBLICLY FUNDED OR FUND OR DONE BY VOLUNTEERS TO BETTER CONNECT THEM SO THAT WE CAN PROVIDE MORE CONCISE STRATEGIC SERVICES THAT CONNECT THEM TO ENGLISH, CONNECT THEM TO THE OTHER SUPPORTIVE SERVICES THAT THEY MIGHT NEED, BUT ALSO CONNECT THEM TO OUR CAREER SERVICES.
SO ULTIMATELY, NOT ONLY WERE OUR COMMUNITY MEMBERS PROSPER, BUT SO WILL OUR SERVICES BY PROVIDING THEM MORE EFFICIENTLY AND MORE WIDELY.
SO THIS IS OUR ATTEMPT TO TRY TO KNIT THIS TOGETHER OVER THE NEXT 20 MONTHS.

IT HAS BEEN MY HONOR TO LEAD THE BOARD AS CHAIRWOMAN.
THE BOARD HAS FACILITATED OUR LGBTQ COMMUNITY TO CONNECT WITH COUNTY RESIDENTS, AND I'M THRILLED TO REPORT THAT, BE IT WORKING WITH THE SHERIFF'S OFFICE TO HEAL THE DIVIDE BETWEEN LAW ENFORCEMENT AND OUR COMMUNITY, THE HEALTH DEPARTMENT TO SHARE IMPORTANT MEDICAL RESOURCES WITH THE CLERK TO ASSIST THOSE THAT NEED TO UPDATE THEIR DOCUMENTS.
ALL HAVE BEEN PROFESSIONAL AND OPEN TO THE OFTENTIME UNIQUE NEEDS OF OUR COMMUNITY.
TO LEAD THIS WORK. I HEREBY TENDER MY RESIGNATION EFFECTIVE MAY 12TH OF THIS YEAR.
I WOULD BE REMISS IF I DID NOT RECOGNIZE COMMISSIONER MELONIE MARANO AS OUR LIAISON COMMISSIONER.
AND IT HAS BEEN MY HONOR TO SERVE AT YOUR PLEASURE.
THANK YOU, MICHELLE, FOR YOUR SERVICE.
I KNOW YOU MAY BE STEPPING DOWN FROM YOUR ROLE, BUT YOU'RE NOT STEPPING AWAY FROM THE WORK.
YEAH. I JUST WANT TO SAY THANK YOU TO MICHELLE.

[INAUDIBLE] YEAH, I JUST WAS VERIFYING THAT WAS IT.
A PKF. O'CONNOR DAVIES IS THE COUNTY'S AUDITOR.
ANYONE ELSE WISHING TO COME FORWARD? BACK. HELLO.
SO I WAS HERE TWO WEEKS AGO AND I TALKED ABOUT THE VETERANS HEADSTONE CLEANING.
HUNTERDON COUNTY IS DOING THEIR FIRST ONE ON MAY 6TH OUT IN PITTSTOWN.
HOPEFULLY I'LL SEE SOMEBODY THERE FROM THE BOARD SO YOU CAN SEE WHAT WE DO.
[00:50:04]
BUT I DID BRING RICH'S INFORMATION.THE THE FOUNDER OF THE WHOLE WHAT'S IT CALLED HERE? BY MEMORIAL DAY.
THAT'S THE NAME OF THE WHOLE PROGRAM.
AND I BROUGHT SOME PICTURES, SOME STONES THAT I DID LAST YEAR, BEFORES AND AFTERS.
SO COULD I LEAVE THEM WITH HER? YES, MA'AM. THANK YOU SO MUCH.
MAYOR. GOOD EVENING, COMMISSIONERS.
MAYOR [INUDIBLE] 325 NORTH MAIN STREET FROM MANVILLE.
LAST TIME I WAS HERE, IT HIT ME WHEN I GOT HOME.
SO WE RE-ADOPTED THE RESOLUTION FOR THE 25 MILE AN HOUR SPEED LIMIT ON APRIL 10TH OF 2023.
SO I'D LIKE TO LEAVE YOU WITH THE COPY OF THE RESOLUTION.
AGAIN, IT JUST REITERATES OUR NEED FOR A LOWER SPEED IN MY TOWN.
I'VE NOTICED A BIG DIFFERENCE WITH THE CONSTRUCTION GOING ON.
HOWEVER, I WISH IT WAS DONE ALREADY BECAUSE.
THE BUSINESS DISTRICT'S KIND OF HURTING FROM IT.
SO THE SOONER IT GETS DONE, THE BETTER IT WILL BE FOR MY TOWN.
SO I LIKE TO GIVE THESE TO THE CLERK.
THERE'S SIX COPIES OF THE RESOLUTION.
WHAT'S THE STATUS OF THE COUNTY BUDGET? WHEN WILL IT BE ADOPTED? IT WILL BE INTRODUCED.
IT'S ON TARGET TO BE INTRODUCED AT MONDAY NIGHT'S MEETING.
OKAY. THEN IT GETS SENT DOWN TO THE STATE, AS YOU KNOW.
SO FINAL ADOPTION SHOULD BE IN LINE WHERE IT TRADITIONALLY IS IN THE JUNE TIME FRAME.
HOW'S IT LOOKING IN TERMS OF OVERALL? IS THERE GOING TO BE A BUDGET INCREASE? DECREASE? I'M NOT PREPARED TO COMMENT.
WELL, I JUST I'M CONCERNED FOR THE FINANCIAL FUTURE OF MY TOWN.
YOU ALL KNOW WHAT'S HAPPENED AFTER HURRICANE IDA DEVASTATED US.
WE'RE UNDER FINANCIAL AID FOR THE DCA TRANSITIONAL AID.
AND WHEN I DID SOME ANALYSIS AND I WOULD LIKE TO WORK WITH SOMEBODY IN THE COUNTY TO MAKE SURE THAT THESE NUMBERS ARE ARE ACCURATE GOING FORWARD, OVER THE LAST FIVE YEARS, EVERY YEAR WE GOT A COUNTY TAX INCREASE EVERY YEAR IN MANVILLE.
SO EVERYBODY WANTS TO MOVE TO.
MANVILLE IT SEEMS THE REAL ESTATE MARKET.
HOMES ARE SELLING IN A DAY NOW AND THEY'RE GETTING MULTIPLE BIDS OVER ASKING PRICE.
SO WITHIN THE LAST FIVE YEARS, COUNTY TAXES HAVE GONE UP ALMOST 15% IN MANVILLE.
AND I WANT TO MAKE SURE THAT YOU'RE AWARE OF THAT.
WE HAVE WE'RE UNDER FINANCIAL DISTRESS, SO TO SPEAK.
I'M TRYING TO STABILIZE TAXES IN TOWN.
BUT IT'S A COMPLEX CALCULATION ON HOW THE COUNTY RATES ARE DETERMINED.
SO I WOULD LIKE TO COME BACK AT A FUTURE MEETING OR WORK WITH ONE OF THE COMMISSIONERS UP HERE TO UNDERSTAND SO I CAN EXPLAIN TO THE RESIDENTS IN TOWN WHY THEIR TAXES ARE KEEP GOING UP. ONE OF THE PEOPLE YOU SHOULD TALK TO IS THE TAX ADMINISTRATOR, BECAUSE ONE OF THE THINGS THE COUNTY DOES DIFFERENT THAN A SCHOOL OR A MUNICIPALITY IS THERE'S AN EQUALIZATION TABLE.
SO WE HAVE TO EQUALIZE THE VALUE.
YOU UNDERSTAND THAT? I UNDERSTAND THAT. BUT MOST PEOPLE MOST PEOPLE DON'T, THAT, YOU KNOW, A VALUE OF A HOUSE DEPENDING ON THE LAST TIME A TOWN WAS REASSESSED.
SO THAT SOMETIMES IS AN EXPLANATION AS TO WHY A TAX IN A PARTICULAR TOWN MAY GO UP OR SEEN DIFFERENTLY OR FELT DIFFERENTLY IS DUE TO THE EQUALIZED TABLE.
SO THAT IS THE JOB OF THE TAX ADMINISTRATOR.
SO YOU MAY WANT TO MAKE AN INQUIRY OVER THERE AS TO WHAT YOUR EQUALIZED VALUE HAS BEEN OVER THOSE PAST FIVE YEARS, BECAUSE THIS YEAR ALONE, OUR RESIDENTIAL VALUES HAVE GONE UP 15%, PROBABLY ONE OF THE TOP IN THE COUNTY.
SO IT'LL GET EQUALIZED DIFFERENTLY THAN A TOWN WHERE, SAY, THEIR VALUES ONLY WENT UP 10%.

ANYONE ELSE WISHING TO COME FORWARD? SO THERE IS ONE QUESTION ON FACEBOOK.
PAMELA D BOOTH WANTED TO KNOW HOW MANY PEOPLE ARE RETIRING THAT WILL BE AT THE RETIREMENT DINNER THAT WAS APPROVED FOR $35,000.
THAT IS NOT JUST A RETIREMENT DINNER.
IT IS ALSO A SERVICE AWARD DINNER.
IT IS A DINNER WHERE WE HONOR OR RECOGNIZE WORKERS WHO HAVE PUT IN MILESTONES.
ON AVERAGE, 200 PLUS COUNTY EMPLOYEES OR FAMILY MEMBERS SHOW UP TO RECOGNIZE THAT IT IS REALLY THE ONLY RECOGNITION WE GIVE TO PEOPLE IN TERMS OF THEIR SERVICE OR THEIR YEARS OF SERVICE.
THAT DOES INCLUDE RETIREES THAT DO ESPECIALLY GET HONORED.
BUT THAT'S THE ANSWER TO HER QUESTION.
SEEING NOTHING ELSE. HEARING NOTHING ELSE.
IS THERE A MOTION TO CLOSE THE PUBLIC PORTION OF THIS MEETING? MOTION SECOND.
AYES HAVE IT.
