THANK YOU. WELCOME, EVERYONE, TO THE AUGUST 8TH, 2020 THIRD MEETING FOR THE WORK SESSION OF SOMERSET COUNTY BOARD OF COMMISSIONERS. THIS AGENDA AND THE ITEMS ON IT ARE FOR DISCUSSION AND WILL BE CONSIDERED AT THE NEXT MEETING, WHICH IS SCHEDULED FOR AUGUST 22ND, 2023.

NO ACTION WILL BE TAKEN AT THIS MEETING UNLESS THE MEASURE AND ITS ADOPTION ARE NEEDED IN A MANNER NECESSARY TO CONTINUE COUNTY BUSINESS.

ROLL CALL, PLEASE.

I WOULD LIKE TO START MY COMMENTS BY.

AS WE HAD A MOMENT OF SILENCE FOR THE PASSING OF OUR LIEUTENANT GOVERNOR WHO LOST HER LIFE AFTER A BRIEF ILLNESS AT THE AGE OF 71.

MOST OF US HERE HAVE HAD AN OPPORTUNITY TO MEET HER, BE IN HER PRESENCE.

HAVE OUR LIVES CHANGED BY HER BEING A THOUGHTFUL LEADER, A TRAILBLAZER? AND WHEN YOU USE THE WORD OR TERM TRAILBLAZER.

SUCH AS IN LIEUTENANT GOVERNOR SHEILA OLIVER.

SHE WAS THE FIRST TO TO EMBARK ON SOME IMPORTANT POLITICAL FEATS.

WHICH MADE IT EASIER FOR THOSE WHO STAND ON HER SHOULDERS AND WHO CAME BEHIND HER.

WHO FOLLOWED IN HER FOOTSTEPS.

TO BE ABLE TO DO WHAT WE DO EACH AND EVERY DAY.

I'M CERTAINLY HONORED TO HAVE KNOWN HER.

AND ANY TIME THAT I CALLED UPON HER, I ASKED HER FOR ADVICE.

SHE WAS WILLING TO SHARE HER NUGGETS OF WISDOM, WILLING TO OFFER A HELPING HAND.

BEING THERE FOR THOSE.

WHETHER IT'S A FEMALE, A YOUNG PERSON, BUT BEING THERE FOR THE COMMUNITY AT LARGE.

SHE WAS INCREDIBLY WELL PREPARED FOR HER TRAILBLAZING ROLE.

A DAUGHTER OF NEWARK, NEW JERSEY, SHE ATTENDED THE LINCOLN UNIVERSITY IN PENNSYLVANIA, WHERE SHE GRADUATED CUM LAUDE WITH A BA IN SOCIOLOGY.

SHE WENT ON TO COLUMBIA UNIVERSITY IN THE IVY LEAGUE, WHERE SHE RECEIVED A MASTER'S DEGREE IN PLANNING AND ADMINISTRATION.

I THINK WE ALL HAVE HEARD.

AND. SEEING THE WORK THAT SHE HAS DONE IN THE COMMUNITY AND BEYOND AND HER RESUME.

IS IS LONG.

BUT MOST IMPORTANTLY, HER SERVICE IS A LIFE LIVED, A LEGACY THAT SHE LEAVES BEHIND FOR THE REST OF US TO TAKE NOTE OF. GOVERNOR PHIL MURPHY HAS DESCRIBED THE SELECTION OF SHEILA LAWLOR TO BE HIS RUNNING MATE AS THE BEST DECISION HE EVER MADE.

AND I THINK ALL OF US WOULD AGREE.

AS THE FIRST STATEWIDE EXECUTIVE BRANCH OFFICIAL TO DIE WHILE IN OFFICE.

LIEUTENANT GOVERNOR OLIVER ON THURSDAY WILL LIE IN A FLAG DRAPED COFFIN IN THE NEW JERSEY STATE CAPITOL IN TRENTON, THE FIRST TIME THIS HAS OCCURRED IN MEMORY.

ON FRIDAY, SHE WILL LIE IN STATE AT ESSEX COUNTY HISTORIC COURTHOUSE IN NEWARK.

HER FUNERAL SERVICE WILL BE HELD AT THE CATHEDRAL BASILICA OF THE SACRED HEART IN NEWARK ON SATURDAY AND THROUGHOUT THE STATE, INCLUDING IN SOMERSET COUNTY.

FLAGS ARE BEING FLOWN AT HALF STAFF FOR 30 DAYS BY ORDER OF GOVERNOR PHIL MURPHY.

RICHLY DESERVED HONOR.

AND EVEN THOUGH WE'RE MOURNING THE LOSS, WE CAN CELEBRATE THE LIFE THAT SHE LIVED.

AND EACH AND EVERY DAY WITH THE WORK THAT WE DO HERE IN SOMERSET COUNTY AND THROUGHOUT THE STATE OF NEW JERSEY.

THE COLLEGE'S BRANCHBURG CAMPUS.

THE OSHA SAFETY TRAINING PROGRAM WILL OFFER INSIGHTS AND KNOWLEDGE FOCUSING ON WORKFORCE SAFETY SKILLS TO HELP KEEP PARTICIPANTS AND THEIR COLLEAGUES SAFE ON THE JOB.

ALSO THIS FALL, RV CC IS GOING TO BE LAUNCHING AN ADULT LEARNERS COLLEGE.

THESE WILL OFFER PLENTY OF EDUCATIONAL AND UPSKILLING OPPORTUNITIES FOR ADULT STUDENTS 25 YEARS OR OLDER WHO ARE LOOKING TO BEGIN OR COMPLETE THEIR COLLEGE DEGREE.

EXPLORE A NEW CAREER PATH, GET A PROMOTION AT WORK, BE THE FIRST MEMBER OF THEIR FAMILY TO ATTEND COLLEGE OR IMPROVE THEIR ENGLISH LANGUAGE SKILLS.

AND ON AUGUST 10TH, OUR VERY OWN PAUL GRZELLA IS GOING TO BE IN NORTH PLAINFIELD TO DISCUSS THE NEW LITERACY INITIATIVE THAT THE COUNTY HAS LAUNCHED WITH THE GREATER RARITAN WORKFORCE DEVELOPMENT BOARD.

HE'S GOING TO BE AT THE CHURCH OF THE HOLY CROSS, LOCATED AT 40 MERCER AVENUE, NORTH PLAINFIELD FROM 4 TO 5 P.M.

ON AUGUST 1ST, WE CELEBRATED NATIONAL NIGHT OUT.

SO SINCE WE HAD MANY CELEBRATIONS THROUGHOUT THE COUNTY, I ATTENDED REARDON'S AND THEN MANVILLE'S, AND IT WAS SO NICE TO SEE EVERYONE OUT IN THE COMMUNITY, WHETHER IT WAS THE LOCAL FIRE DEPARTMENT.

THERE WAS ACTUALLY A HORSE AT REARDON.

SO THE KIDS LOVE THAT.

AND, YOU KNOW, PLENTY OF FUN ACTIVITIES, FOOD AND JUST PEOPLE HAVING A GOOD TIME.

SOMERSET COUNTY HAD A WONDERFUL PRESENCE AT ALL OF THESE.

WHETHER IT WAS OUR SHERIFF'S OFFICERS, OUR LIBRARY OR ANY OF OUR OTHER ORGANIZATIONS WITHIN THE COUNTY, JUST MAKING SURE TO ADVERTISE OUR SERVICES AND PARTNERSHIPS THAT WE CAN DO EVEN FURTHER.

ON AUGUST 5TH, I WAS ACTUALLY IN PLAINFIELD, NEW JERSEY, WHERE THEY CELEBRATED ECUADOR'S INDEPENDENCE DAY, AND THEY INVITED ME AS THAT'S PART OF MY HERITAGE, WHICH I LIKE TO PROUDLY CELEBRATE.

AND IT WAS NICE TO SEE MANY OF OUR LOCAL BUSINESS OWNERS AND STAKEHOLDERS IN THE COMMUNITY THAT LOVE THIS COUNTRY SO MUCH AND THEIR HERITAGE ALONG SIDE OF THAT.

AND, YOU KNOW, WHETHER IT'S DIFFERENT FLAVORS AND YOU KNOW, FROM THE FOODS WE HAVE IN OUR DOWNTOWNS AND TO DIFFERENT LOCAL BUSINESSES, THEY ARE VERY PROUD. AND IT WAS, YOU KNOW, AN HONOR TO BE THERE.

AND THE LAST THING I WENT TO THE BURNSVILLE FARMERS MARKET IN THE SOMERSET COUNTY BUSINESS PARTNERSHIP HAS BEEN ADVERTISING AT DIFFERENT FARMERS MARKETS.

THEY ACTUALLY MENTIONED COMMISSIONER DRAKE RUNNING INTO YOU OVER AT THE ONE AT DUKE FARMS. SO IT'S IT'S NICE TO SEE THAT PEOPLE ARE REALLY GOING OUT INTO THE COMMUNITY TO MAKE SURE THAT PEOPLE KNOW THAT THIS ORGANIZATION EXISTS AND HOW IT CAN BETTER THEM AS WELL.

THAT CONCLUDES MY REPORT.

I WAS AT THE NORTH COUNTY FOR NATIONAL NIGHT OUT, TWO BERNARDS TOWNSHIP AND BERNARDSVILLE AND BOUNDBROOK.

SO THANKS TO ALL OF OUR EMERGENCY RESPONDERS FOR ALL THAT THEY DO.

AND IT WAS IT REALLY WAS A LOT OF FUN.

SPEAKING OF FUN, STOP BY CAMP SAW ONE OF OUR AARP PROJECTS THAT WE'VE BEEN WORKING ON LAST YEAR AND THIS YEAR THESE CAMPERS ARE HAVING SUCH A GREAT TIME. SO HATS OFF TO THE YMCA FOR ALL THAT THEY DO THERE FOR THESE CHILDREN.

ALSO SPEAKING OF FUN, WAS THE BRIDGEWATER WOMEN'S KICKBALL LEAGUE INVITED ME TO THROW OUT THE FIRST PITCH.

I SHOULDN'T SAY THROW, I GUESS I ROLLED IT AND I WISH I DIDN'T HAVE SO MANY GOVERNMENT RESPONSIBILITIES BECAUSE THIS LOOKS LIKE SOMETHING I COULD GET INTO.

BUT OVER 40 LEAGUE FOR WOMEN, I DEFINITELY QUALIFY AND THEY HAD A GREAT TIME.

SO CONGRATULATIONS TO THE CHAMPIONSHIP TEAM THAT WON THAT NIGHT.

AND LAST PART OF FUN.

NO EMISSIONS COMING OUT OF THERE.

AND AS WE GROW, OUR FLEET WILL GROW OUR EVS AS WELL.

ALSO EXCITING WITH TRANSPORTATION, THEY HAVE STARTED A NIXLE ALERT SYSTEM TO GIVE YOU REAL TIME INFORMATION ABOUT TRANSPORTATION UPDATES AND CHANGES. LASTLY, WITH TRANSPORTATION, AUGUST 22ND IN THIS ROOM AT 10:30 IS OUR OPEN PUBLIC HEARING REGARDING PUBLIC TRANSIT DOLLARS THAT WE RECEIVE FROM STATE CASINO REVENUES.

SO BACK IN THE 70S, WHEN THEY STARTED THE CASINOS, THEY PROMISED THAT THERE WOULD BE HELP FOR SENIORS.

THAT'S PART OF THE FUNDING THAT COMES FROM CASINO GAMING TAXES THAT COMES INTO THE COUNTY TO HELP OUR PUBLIC TRANSPORTATION, CULTURAL AND HERITAGE.

JUST LET EVERYBODY KNOW THE GRANT PROGRAM IS NOW OPEN FOR OUR LOCAL ARTS AND LOCAL HISTORIC GRANTS, SO PLEASE CHECK THE WEBSITE.

THEY HAD A GREAT CONCERT ON SUNDAY NIGHT.

THEY'RE GOING TO PLAY THE ELTON JOHN BEST OF ELTON JOHN NEXT WEEK.

GOT RAINED OUT ABOUT THREE WEEKS AGO OR FOUR WEEKS AGO IN ONE OF THOSE BIG STORMS. BUT THEY'RE GOING TO BE HERE BACK NEXT SUNDAY AT 6:30 AT DUKE ISLAND PARK.

ALSO LAST NIGHT, I WAS HONORED TO BE AT THE PURPLE HEART RECIPIENTS EVENT IN HILLSBOROUGH IS REALLY A SPECIAL EVENT FOR HONORING THE VETERANS WHO RECEIVED A PURPLE HEART.

AND THAT CERTAINLY SOMETHING THAT WE SHOULD ALL BE VERY GRATEFUL FOR.

I HEARD A LOT OF STORIES ABOUT THEIR EVENTS AND HOW THEY ACTUALLY WERE INJURED, SO CERTAINLY GOD BLESS THEM WITH THAT.

ALSO, A RECENT MEETING OF THE ENERGY COUNCIL, WE HAD A DISCUSSION OF ELECTRIC VEHICLES, WHICH I KNOW IS FRONT AND CENTER.

A LOT OF PEOPLE'S INTEREST.

MORE AND MORE YOU SEE ELECTRIC VEHICLES ON THE ROAD, VARIETY OF TYPES, YOU KNOW, A WHOLE GROWING FLEET OF ELECTRIC VEHICLES, INCLUDING SOME THAT WE'RE CONTINUING TO ACQUIRE AT THE COUNTY.

BUT STILL TO THIS DAY, THERE'S LACK OF PUBLIC CHARGING IS SORT OF THE DRIVING FORCE.

AND SOME OF THE DISCUSSION WE FOUND OUT IS SOME ESTIMATES ARE SUGGESTING THAT WE STILL NEED AROUND 10 TO 20% OR 20 TIMES MORE OF THE CHARGING STATIONS WE CURRENTLY HAVE IN ORDER TO EVEN COMPETE WITH WHAT'S OFTEN REFERRED TO AS RANGE ANXIETY.

PEOPLE WORRY THAT THEIR ELECTRIC CAR WILL RUN OUT OF CHARGE, BUT YOU STILL SEE THEM GROWING.

BUT A LOT OF THE PUBLIC FACING CHARGING STATIONS.

WE STILL NEED TO CONTINUE TO LOOK AT INVESTING.

BUT I WANT TO THANK THE PLANNING DEPARTMENT FOR CONTINUING TO LOOK AT THAT ISSUE INTENTLY AND HOW THE COUNTY CAN BE PART OF THAT WHOLE SOLUTION.

AND ALSO WANT TO CONCUR WITH THE FOUR H FAIR STARTING TOMORROW.
