[Board of County Commissioners Agenda/Work Meeting ] [00:00:05] IN COMPLIANCE WITH THE OPEN PUBLIC MEETINGS ACT OF THE STATE OF NEW JERSEY ON JANUARY 12TH, 2023, ADEQUATE NOTICE OF THIS MEETING WAS PROVIDED AS REQUIRED BY LAW. ADDITIONALLY, THIS MEETING IS BEING DIGITALLY RECORDED AND LIVE STREAMED ON THE SOMERSET COUNTY WEBSITE. FOR PUBLIC ACCESS, PLEASE EMAIL YOUR QUESTIONS TO COUNTY BOARD MEETING AT CO.SOMERSET.NJ.US. THE PUBLIC MAY PARTICIPATE IN THIS MEETING BY CALLING (908) 231-7075, DEPUTY DIRECTOR SINGLETERRY. SURE. PLEASE RISE FOR PLEDGE OF ALLEGIANCE. AS ASKED, CAN WE HAVE A MOMENT OF SILENCE FOR BILL CROSBY. HE WAS DID A LOT OF WORK FOR THE COUNTY. HE WAS ALSO A FORMER NORTH PLAINFIELD COUNCILMAN. THANK YOU. I WOULD LIKE TO WELCOME EVERYONE TO THE NOVEMBER 28TH, 2023 WORK SESSION OF THE SOMERSET COUNTY BOARD OF COMMISSIONERS. THIS AGENDA AND THE ITEMS ON IT ARE FOR DISCUSSION AND WILL BE CONSIDERED AT THE NEXT COMMISSIONER MEETING OF DECEMBER 12TH, 2023. NO ACTION WILL BE TAKEN AT THIS MEETING, UNLESS THE MEASURE AND ITS ADOPTION ARE NEEDED IN A MANNER NECESSARY TO CONTINUE COUNTY BUSINESS. ROLL CALL. COMMISSIONER DRAKE. HERE. COMMISSIONER MARANO. HERE. COMMISSIONER SOOY. HERE. DEPUTY DIRECTOR SINGLETERRY. HERE. DIRECTOR ROBINSON. OKAY. REPORTS. I GUESS ABOUT TWO WEEKS AGO, I ATTENDED THE RIBBON CUTTING OF FEEDING HANDS. THEY'RE A FOOD PANTRY THAT JUST OPENED UP IN A NEW LOCATION IN HILLSBOROUGH. I THINK THEY STARTED OFF IN A CHURCH IN SOMERVILLE. THEY'VE GROWN. THEY'VE GROWN A LOT IN THE LAST COUPLE OF YEARS, AND THEY'RE NOW IN HILLSBOROUGH. THEY HELP TO PROVIDE FOOD FOR THOUSANDS OF FAMILIES. I ALSO RECENTLY SPOKE AT THE AT THE VETERANS LUNCH, HOSTED BY ROBERT WOOD JOHNSON HOSPITAL, ABOUT THE WORK THE COUNTY'S VETERANS SERVICES DIVISION DOES ON BEHALF OF LOCAL VETERANS. SINCE 2019, THE COUNTY HAS HELPED LOCAL VETERANS OBTAIN ABOUT $14 MILLION WORTH OF BENEFITS. SO IF YOU KNOW ANY VETERAN WHO DOES NEED HELP OBTAINING BENEFITS, PLEASE DIRECT THEM TO THE COUNTY VETERANS SERVICES DIVISION. THAT'S MY REPORT. RIGHT. SO WE HAD THE LEAGUE OF MUNICIPALITIES, WHERE IT IS ACTUALLY THE LARGEST CONFERENCE IN THE STATE, WHERE WE HAVE COUNCIL MEMBERS, COUNTY COMMISSIONERS, AND ALL THE OTHER ELECTED AND PEOPLE THAT ARE PART OF THE FABRIC OF GOVERNMENT AND OUR PRIVATE SECTOR AS WELL, WHO WE COLLABORATE WITH IN ORDER TO BE SUCCESSFUL. WE GOT TO LEARN ABOUT EVERYTHING FROM ELECTRIC VEHICLES, WHICH HELPS OUR PUBLIC WORKS SITE, TRANSPORTATION. SMART CITIES WERE HIGHLIGHTED AND MORE IMPORTANTLY, THERE WERE GREAT DISCUSSIONS ON ALL THESE FANTASTIC IDEAS THAT GOVERNMENT DOES HAVE. BUT IT'S HEARING OTHER CITIES AND ELECTED OFFICIALS THAT HAVE IMPLEMENTED THE EMERGING AREAS AS WE START TO DEVELOP AND GROW OUR ECONOMY. SO IT WAS GREAT TO HAVE THOSE CONVERSATIONS AND WORK WITH OTHERS AND HEAR WHAT WERE SOME STRENGTHS AND WEAKNESSES, TO MAKE SURE THAT WE COULD AVOID ANY PROBLEMS AS WE ADOPT THEM AND ADVANCE THEM IN THE FUTURE. WE HAVE OUR SOMERSET COUNTY BUSINESS PARTNERSHIP MEETING TOMORROW MORNING AT 9 A.M., WHERE WE'LL BE DISCUSSING THE 2024 SLATE. AND ON THURSDAY, WE ACTUALLY HAVE THE GOVERNMENT AFFAIRS LUNCHEON OVER AT VERVE. AND WE'LL BE HIGHLIGHTING CHOOSE NEW JERSEY WITH THEIR CEO. IF YOU HAVE NOT HEARD OF CHOOSE NEW JERSEY, IT IS THE NONPROFIT ARM WHERE THEY'RE ABLE TO ACTUALLY SET MEETINGS WITH ANY COMPANIES THAT ARE LOOKING TO HAVE A SOFT LANDING IN THE STATE OF NEW JERSEY, VERY SIMILAR TO THE NJ, EDA, WHERE THEY HAVE DIFFERENT OPPORTUNITIES FOR SMALL BUSINESSES TO BENEFIT FROM. CHOOSE NEW JERSEY ACTUALLY HAS MORE FLEXIBILITY TO BE ABLE TO WORK WITH THOSE PRIVATE PARTNERS SINCE THEY ARE A NONPROFIT. AND THAT CONCLUDES MY REPORT. THANKS, COMMISSIONER. YEAH, I WAS ALSO AT THE LEAGUE OF MUNICIPALITIES. LOTS TO LEARN DOWN THERE. SO IT WAS A GREAT EVENT. ATTENDED THE VETERANS DAY CEREMONY IN HILLSBOROUGH. [00:05:01] THEY DID A WONDERFUL JOB THERE. SO AGAIN, THANK YOU TO ALL OUR VETERANS OUT THERE, AND ESPECIALLY THANKS TO OUR VETERANS SERVICES DEPARTMENT WHO DOES, AS THE DEPUTY DIRECTOR MENTIONED, A FABULOUS JOB. I ALSO ATTENDED THE INDIAN HEALTH CAMP DINNER IN BRIDGEWATER. THIS GROUP HAS BEEN AROUND FOR 25 YEARS, HELPING THE SOUTH ASIAN COMMUNITY WITH UNDERINSURED AND UNINSURED PERSONS FOR THEIR TOP TO BOTTOM HEALTH NEEDS, SO IT WAS REALLY QUITE ENLIGHTENING. THEY CALL THEM TENTS CAMPS, RATHER BECAUSE THEY MOVE FROM PLACE TO PLACE AND THEY'RE LOOKING FOR THAT PERMANENT HOME SOMEWHERE. SO A WONDERFUL EVENT OVER AT THE INDIAN TEMPLE IN BRIDGEWATER. ALSO RAN IN THE GREEN BROOK TURKEY TROT TO START MY THANKSGIVING DAY. AND HAPPY TO SAY I WAS SECOND IN MY AGE GROUP AND GENDER, BUT I THINK THERE WAS ONLY ABOUT FIVE PEOPLE THAT QUALIFIED FOR THAT, SO. BUT I'LL TAKE IT. FINISHED IT UP. OUR FIRST SATURDAY FOR RECYCLING IS COMING UP THIS WEEKEND. WE WILL HAVE ELECTRONIC WASTES OVER AT THE HILLSBOROUGH SITE AND THE FIRST SATURDAY COLLECTION IN THE BRIDGEWATER SITE. OUR UPCOMING EVENTS, THE VO-TECH WILL HAVE BREAKFAST WITH SANTA, SO MAYBE THE DEPUTY DIRECTOR WILL BRING HIS SON OVER THERE TO SEE SANTA OVER AT THE VO-TECH. THAT'S COMING UP THIS WEEKEND, I BELIEVE IT IS. AND THE FOUR-H MARKET IS ON 12 NINE AND 1210 OVER AT THE FOUR-H HEADQUARTERS ON MILLTOWN ROAD IN BRIDGEWATER. AND THAT'S REALLY A FUN EVENT. THEY HAVE A LOT OF GREAT VENDORS THERE. OUR LGBT ADVISORY BOARD MET WE'LL BE MEETING OVER AT THE RIBBON CUTTING OF COMMUNITIES IN CONNECTION IN BERNARDSVILLE. THIS IS A NONPROFIT THAT HELPS WITH MENTAL HEALTH ISSUES AND RECOVERY THINGS. THEY SPECIFICALLY HAVE PROGRAMS. SOME OF THEIR PROGRAMS ARE SPECIFICALLY SET FOR THE LGBT COMMUNITY. SO THE ADVISORY BOARD MEMBERS WILL BE GOING TO THE RIBBON CUTTING WITH ME AS WELL THIS COMING THURSDAY. IT IS, I BELIEVE, IN BERNARDSVILLE. AND OUR OPEN SPACE ADVISORY TEAM MET AS WELL. WE HAVE LAUNCHED NEW SIGNAGE FOR OUR OPEN SPACE PARCELS, WHICH IS A REALLY EXCITING THING. WE WANT THE WORLD TO KNOW THAT SOMERSET COUNTY CARES THEIR OPEN SPACE DOLLARS ARE BEING SPENT WISELY. WE'RE PRESERVING THIS LAND, 80% OF THE LAND WE ARE PRESERVING, WE'RE KEEPING PRISTINE. THIS HELPS US WITH WATER REGULATION. IT HELPS US WITH THE ENVIRONMENT FOR ANIMALS AND PLANTS. OPEN SPACES JUST GIVE A BETTER FRAME OF MIND FOR YOUR MENTAL HEALTH IN THE LONG RUN AND CLEANER AIR. SO WE ARE VERY, VERY PROUD OF THE DECADES OF WORK THAT THIS COUNTY HAS DONE TO PRESERVE THAT LAND. AND WE WANT THE WORLD TO KNOW ABOUT IT. SO WE'RE STARTING A BIG SIGNAGE PROGRAM. WE LAUNCHED OUR FIRST SIGN THIS PAST WEEK OVER IN BEDMINSTER. AND THAT CONCLUDES MY REPORT. THANK YOU COMMISSIONER. SO GET INTO THE HOLIDAY SPIRIT AND VISIT THE 45TH FESTIVAL OF TREES FROM 9 A.M. TO 4:30 P.M. ON FRIDAY, DECEMBER 1ST THROUGH THE 28TH. CLOSED DURING THE HOLIDAYS. THE SOMERSET COUNTY PARK COMMISSION IS HOSTING THE DISPLAY AT THE ENVIRONMENTAL EDUCATION CENTER AT 190 LORD STIRLING ROAD IN BASKING RIDGE. THE EVENT IS A FEAST FOR THE EYES. IT FEATURES MULTI THEME AND MULTI ROOM TREE EXHIBITS WITH DAZZLING DECORATIONS. LIVE HOLIDAY MUSIC WILL BE PRESENTED ON WEEKENDS WITH BOTH PROFESSIONALS AND AMATEUR MUSICIANS. THE WHOLE FAMILY WILL CERTAINLY ENJOY THE EVENT. TWO WEEKS AGO, I HAD THE OPPORTUNITY TO ATTEND THE ADULT DAY CENTER OF SOMERSET COUNTY'S ANNUAL GALA EVENT. THEY HONORED SOME GREAT PEOPLE ACROSS SOMERSET COUNTY WHO PROVIDE SERVICES TO THE ADULT DAY CENTER AND, BY ASSOCIATION, SOMERSET COUNTY. OUR OWN MIKE FROST, DIRECTOR OF HUMAN SERVICES, RECEIVED A WELL-DESERVED RECOGNITION OF THE STEVE KALAFER AWARD FOR SOMERSET FOR COMMUNITY SERVICE FOR HIS 40 YEARS OF DEDICATION TO THE PEOPLE OF SOMERSET COUNTY. SO CONGRATULATIONS, MIKE. THAT WAS A GREAT EVENT [APPLAUSE]. AND TO BRING IT BACK TO THE FARM. THE AGRICULTURE DEVELOPMENT BOARD WILL BEGIN THEIR ANNUAL INSPECTIONS OF OVER 200 PRESERVED FARMS IN SOMERSET COUNTY. THIS INSPECTION IS REQUIRED, BUT REALLY BECOMES AN OPPORTUNITY TO REALLY SEE THE FARM AND DISCUSS ISSUES WITH THE FARMER. OUR RECORD KEEPING AND FOLLOW UP HAS BEEN NOTED BY THE STATE AS EXEMPLARY, AND THE AG DEVELOPMENT BOARD BECOMES A FACTOR. THESE REVIEWS BECOME A FACTOR DURING THE PURCHASE OF EASEMENTS ON OTHER PROPERTIES. SO GREAT WORK BY KATE KATZER FROM OUR PLANNING DEPARTMENT. LOOK FORWARD TO TAGGING ALONG WITH SOME OF THESE FARMS DURING THESE INSPECTIONS. AND THEN LAST WEEK, THE ENERGY COUNCIL MET AND WE HAD A PRODUCTIVE MEETING WITH A PRESENTATION REGARDING THE STATUS OF HYDROGEN, WHAT IS KNOWN AS THE HYDROGEN USERS [00:10:04] BUSINESS MODEL. RESEARCH CONTINUES ON THIS IMPORTANT TOPIC AS ONE WAY TO COMBAT CLIMATE CHANGE. IN THE SOMERSET COUNTY PLANNING BOARD, THE OFFICE OF PLANNING, POLICY AND ECONOMIC DEVELOPMENT IS FINALIZING THE DRAFT CIRCULATION MASTER PLAN. THE PLAN WILL CONTAIN RECOMMENDATIONS AND STRATEGIES TO ENHANCE SAFETY, RESILIENCY AND IMPROVE ALL MODES OF TRANSPORTATION, WITH AN EMPHASIS ON WALKING, BIKING AND MASS TRANSIT. ONCE THE FINAL DRAFT PLAN IS READY, THE PLAN WILL BE POSTED FOR PUBLIC REVIEW AND COMMENT WELL IN ADVANCE OF THE PUBLIC HEARING ON THE DRAFT FINAL. ON THE DRAFT PLAN, ONCE THE PUBLIC MEETING IS HELD, THERE WILL BE A 30 DAY PUBLIC COMMENT PERIOD AND THE COUNTY PLANNING BOARD WILL INITIATE THE PUBLIC ADOPTION PROCESS FOR THE CIRCULATION MASTER PLAN IN JANUARY OF 2024. SO THANK YOU, WALTER, FOR THAT, AS WELL AS TO KEN WEDEEN, WHO WORKS VERY HARD FOR THE COUNTY PLANNING DEPARTMENT, OUR SUPERVISING PLANNER. GREAT WORK BY HIM AS WELL ON THIS INCREDIBLE PLAN FOR THE CIRCULATION. SO THANK YOU. OKAY. WE HAVE A PRESENTATION FROM THE PROSECUTOR'S OFFICE. MR. PROSECUTOR. GOOD EVENING, EVERYONE, AND THANK YOU FOR HAVING US. AND THANK YOU FOR GETTING US ON BEFORE YOUR NORMAL BUSINESS. MR. DELGADO, THIS IS [INAUDIBLE] DELGADO FROM THE NEW JERSEY STATE ASSOCIATION OF CHIEFS OF POLICE, AND HE IS GOING TO PRESENT US WITH THE WITH THE AWARD OR THE ACCREDITATION, I SHOULD SAY. THANK YOU PROSECUTOR. IT IS INDEED, MY HONOR HERE TONIGHT TO RECOGNIZE THE SOMERSET COUNTY PROSECUTOR'S OFFICE. AND JUST TO ADD CONTEXT TO WHAT I'M ABOUT TO PRESENT HIM WITH, THERE'S ABOUT 54% OF ALL THE LAW ENFORCEMENT AGENCIES IN THE STATE OF NEW JERSEY THAT OUT OF THE ELIGIBLE PERCENTAGE, 54% HAVE ACTUALLY MADE IT ONCE THROUGH OUR PROGRAM. NOW, FOR THOSE THAT HAVE MADE IT AS A SOMERSET COUNTY PROSECUTOR, HAS IS THE THIRD TIME THEY FALL INTO A VERY ELITE GROUP OF LAW ENFORCEMENT AGENCIES. THAT'S LESS THAN 19% THAT HAVE ACTUALLY MAINTAINED THAT LONGEVITY AND COMMITMENT TO ADHERING TO BEST PRACTICES, NOT ONLY AT THE STATE, BUT AT THE NATIONAL LEVEL. SO IF YOU INDULGE ME FOR TWO MINUTES, I'D LIKE TO SHARE WITH YOU THE SIGNIFICANCE OF THE ACHIEVEMENT. SO THE SOMERSET COUNTY PROSECUTOR'S OFFICE HAS ONCE AGAIN MADE A COMMITMENT TO ADHERE TO BEST PRACTICES THAT THE STATE AND NATIONAL LEVEL IN A HIGHLY REGARDED STATEWIDE LAW ENFORCEMENT ACCREDITATION PROGRAM. THIS PROGRAM, ADMINISTERED THROUGH NEW JERSEY STATE ASSOCIATION OF CHIEFS OF POLICE AND THE NEW JERSEY LAW ENFORCEMENT ACCREDITATION COMMISSION, HAS HELPED TO TRANSPARENTLY DEMONSTRATE THE PROFESSIONALISM AND PREPAREDNESS OF STATE'S LAW ENFORCEMENT AGENCIES. THE NEW JERSEY STATE ASSOCIATION OF CHIEFS OF POLICE LAW ENFORCEMENT ACCREDITATION PROGRAM IS PURPOSEFULLY DESIGNED TO ENHANCE PROFESSIONALISM AND TRANSPARENCY IN THE STATE'S LAW ENFORCEMENT SYSTEM DURING THESE UNIQUELY CHALLENGING TIMES AND THE THREAT TO OUR HEALTH AND SAFETY. ENCOURAGING LAW ENFORCEMENT AGENCIES TO FOLLOW STANDARDIZED PRACTICES AND POLICIES TO POTENTIALLY LIFE SAVING AND COST EFFECTIVE INVESTMENT OF TIME AND RESOURCES. ACCREDITATION GIVES AN AGENCY A PREPAREDNESS PLAN AND A VERIFICATION OF EXCELLENCE. ACCREDITATION STATUS REPRESENTS A SIGNIFICANT PROFESSIONAL ACHIEVEMENT, AS IN THE CASE OF THE SOMERSET COUNTY PROSECUTOR'S OFFICE, A VERY ELITE GROUP OF LAW ENFORCEMENT AGENCIES WITH 19% LESS THAN 19% IN THE ENTIRE STATE. SO, IN CLOSING, I'D LIKE TO SHARE WITH YOU THAT IT IS THE OPINION OF THE ASSESSMENT TEAM THAT THE SOMERSET COUNTY PROSECUTOR'S OFFICE IS A HIGHLY PROFESSIONAL AND COMMITTED AGENCY, WHICH EXEMPLIFIES ALL OF THE TENETS OF LAW ENFORCEMENT ACCREDITATION. THEREFORE, IT IS INDEED MY HONOR, I SAY AGAIN ON BEHALF OF THE NEW JERSEY STATE ASSOCIATION OF CHIEFS OF POLICE AND NEW JERSEY LAW ENFORCEMENT ACCREDITATION COMMISSION TO CONGRATULATE PROSECUTOR JOHN MCDONNELL, THE MEMBERS AND STAFF OF THE SOMERSET COUNTY PROSECUTORS, THE COMMISSIONERS AND THOSE LAW ENFORCEMENT AGENCIES AND CITIZENS THAT THEY SO PROUDLY SERVE FOR ACHIEVING STATE ACCREDITATION, JOINING A VERY EXCLUSIVE GROUP OF LAW ENFORCEMENT AGENCIES THAT HAVE MADE THIS IMPORTANT COMMITMENT TO EXCELLENCE IN POLICING. SO TO ALL INDEED, CONGRATULATIONS. CONGRATULATIONS, PROSECUTOR [APPLAUSE]. YOU JUST HOLD THAT FOR ONE SECOND. THANK YOU AGAIN FOR HAVING US. I JUST WANTED TO INTRODUCE SOME OF THE PEOPLE THAT MADE THIS POSSIBLE. SOME OF THEM, YOU KNOW, TOM WHITE IS IN THE BACK, OUR ADMINISTRATOR, WHO ALWAYS APPEARS BEFORE YOU. AND HE'LL BE HERE AS WE GO HOME TO HAVE DINNER. HE'LL BE WORKING HARD STILL. FRANCISCO ROMAN IS OUR NEW IS, OUR NEW CHIEF OF DETECTIVES REPLACED JOHN FODOR, WHO, YOU KNOW, AND YOU'RE GOING TO GET TO KNOW FRANK VERY WELL GOING FORWARD. MACKENZIE CARUSO IS ONE OF OUR SPECIAL AIDES, AND SHE WORKS VERY CLOSELY WITH OUR DETECTIVE BUREAU. AND JOE GRASSO WAS ONE OF THE MANAGERS OF THE ACCREDITATION PROCESS WHO REALLY DID ALL THE HARD WORK ON THIS, ALONG WITH CAPTAIN JUSTIN BERGER, WHO'S JUST SITTING THERE TAKING THE PICTURES OF US. BUT THEY DID. THEY DID AN INCREDIBLE JOB. WE'RE VERY, VERY PROUD OF THE AWARD. AND EVERY TIME I COME HERE, I ALWAYS WANT TO EXPRESS MY THANKS TO THE COMMISSIONERS FOR THE SUPPORT THAT YOU GIVE US, THAT WE ACTUALLY HAVE THE RESOURCES, THE TIME AND THE TALENT [00:15:05] TO GET THIS, TO GET THIS ACCREDITATION. AND IT'S IN NO SMALL PART BECAUSE OF THE CONFIDENCE AND THE SUPPORT THAT YOU GIVE US. SO THANK YOU VERY MUCH. ALL RIGHT. THANK YOU. THANK YOU. THAT'S ALL YOURS NOW [APPLAUSE]. ALL RIGHT. PLEASE STATE YOUR NAME AND ADDRESS FOR THE RECORD. MOTION TO OPEN PUBLIC COMMENT. SO MOVED, SECOND. ALL IN FAVOR? AYE AYE. COMMISSIONERS WE HAD. OH, DON'T LOOK CONCERNED. WE HAD A CALL EARLIER FROM HARRY BOSCH LAGER ON CANAL ROAD ABOUT TREES HE HAD CONCERNS ABOUT. SO WE'LL SEND OUR CREWS OUT THERE TOMORROW TO EVALUATE OUR PORTION OF CANAL ROAD. AND THEN ANYTHING THAT'S OFF OUR PORTION, WE'LL REACH OUT TO FRANKLIN TOWNSHIP. OKAY. THANK YOU. ANY MORE PUBLIC COMMENT? NONE OTHER THAT I'M AWARE OF. OKAY. OH, MAYOR. MAYOR RICHARD [INAUDIBLE] 325 NORTH MAIN STREET, BOROUGH OF MANVILLE. IT'S GOOD TO BE BACK. I'M HERE TONIGHT TO ASK FOR YOUR HELP. MY SMALL BUSINESS COMMUNITY TOOK IT ON THE CHIN WITH THIS ROAD DIET PROJECT, ALBEIT THAT THE ROAD NEEDED THIS WORK TO BE DONE. I'M ASKING IF THERE'S ANYTHING THAT YOU COULD SUGGEST IN TERMS OF FREE ADVERTISING. PARTNERING WITH THE SOMERSET COUNTY BUSINESS PARTNERSHIP, WHO WERE A MEMBER OF TO HELP THESE SMALL BUSINESSES GET SOME EXTRA ACTIVITY AROUND THE HOLIDAY SEASON. I GOT AN EMAIL TODAY, AND THAT'S WHY I'M HERE, BECAUSE I GOT A LOT OF COMPLAINTS FROM THE SMALL BUSINESS PEOPLE. THEY WERE HURT PRETTY BAD, ESPECIALLY WITH THE DAYTIME PAVING. THAT SHOULD HAVE REALLY BEEN DONE AT NIGHT. ONE BUSINESS WAS OFF 50% OF REVENUE FOR THE WEEK, SO THEY DID. THEY DID TAKE A SIGNIFICANT HIT. AND THIS IS ONE HERE IT SAYS IS LOOKING TERRIFIC. AND I THINK IT'S GOING TO BE A GREAT IMPROVEMENT TO THE TOWN. HOWEVER, SINCE CONSTRUCTION HAS STARTED I HAVE BEEN DOWN AROUND 13% IN REVENUE. THIS HAS TRANSLATED INTO OVER $100,000 IN LOSS OF SALES VERSUS LAST YEAR. [00:45:03] SO FROM A BUSINESS STANDPOINT, I WOULD LIKE TO KNOW HOW MUCH LONGER THIS WILL BE EXPECTED. SO I KNOW THE PROJECT'S GETTING COMPLETED, BUT IF THERE'S ANYTHING THAT THE COMMISSIONERS CAN DO TO BRING SOME MORE ATTENTION TO MANVILLE NOW THAT THE STREET IS REPAVED AND SAFER PEDESTRIAN CROSSINGS TO GIVE SOME FREE ADVERTISING, SAY TO THESE SMALL BUSINESSES I GOT I TOOK A LOT OF COMPLAINTS ON KNOW I'M ON THE FRONT LINES. SO I GET IT. I LIKE TO ADVERTISE GRUB [INAUDIBLE] ALL THE TIME. IT'S ONE OF MY FAVORITES TOO. SO, MAYOR, IF EVERYONE DOESN'T MIND ME JUMPING IN HERE BECAUSE OF THE BUSINESS PARTNERSHIP ROLE, WE ACTUALLY HAVE A MEETING TOMORROW AT 9 A.M. AND WE HAVE THESE WONDERFUL KIOSKS. ONE IS ACTUALLY AT THE BRIDGEWATER MALL AND WE ROTATE THEM. SO SINCE YOU ALREADY ARE MEMBERS OF THE BUSINESS PARTNERSHIP, WHICH WE THANK YOU FOR, WE ARE MORE THAN HAPPY TO SET UP A MEETING TO MAKE SURE THAT MANVILLE, WHETHER THERE'S A DIFFERENT APPROACH FOR US TO HIGHLIGHT YOU GUYS EVEN MORE FOR YOUR BUSINESS OWNERS, OR IF THERE'S ANY NEW BUSINESS OWNERS THAT MIGHT BE MISSING FROM THAT LIST, TO MAKE SURE THAT WE'RE UPDATED ON EVERYTHING, I ENCOURAGE IT. AND IF YOU HAVE ANY RECOMMENDATIONS FROM THE BUSINESS OWNERS, WE CAN DO SOMETHING THAT'S SPECIFICALLY MANVILLE CENTRIC AS WELL IN TERMS OF A DISCUSSION, TO HAVE A MEETING OF THE MINDS. I WOULD APPRECIATE ANY HELP YOU CAN GIVE MY COMMUNITY IN TERMS OF SMALL BUSINESS OWNERS, BECAUSE THE ROAD DIET DEFINITELY HAD AN IMPACT. SOME PARKING WAS LOST. THERE WAS A LOT OF DAYS WHERE THEY COULDN'T PARK. SO THAT'S WHY I'M HERE. I'M ASKING FOR SOME HELP, WHICH I THINK I'LL GET, I HOPE. THEY'RE CLOSE TO BEING DONE WITH PAVING NOW, RIGHT? YEAH. THE PAVING IS DONE, EXCEPT FOR SOME OF THE INTERSECTIONS. THE TRAFFIC LIGHTS NEED TO GO UP, AND I THINK IT'S GOING TO BE A GOOD SPRING IN MANVILLE. SO I'M LOOKING FORWARD TO A RESURGENCE. ALL RIGHT. IT SHOULD BE AND I THINK WE'LL ALL BE STOPPING BY GRUB [INAUDIBLE]. YEAH. ALL RIGHT. I THANK YOU FOR THAT. AND I'LL BE BACK NEXT MONTH PROBABLY TO WISH YOU ALL A MERRY CHRISTMAS. THANK YOU. MAYOR, HAVE A GOOD NIGHT. GOOD NIGHT. ANYMORE PUBLIC COMMENT? THERE ARE NONE. OKAY. MOTION TO CLOSE. MOTION. SECOND. ALL IN FAVOR? AYE. * This transcript was compiled from uncorrected Closed Captioning.
