>> ZACH. [OVERLAPPING]

>> YES.

>> BEFORE THERE YOU GO. THIS QUESTION DOESN'T HAVE TO DO WITH WHAT YOU JUST TALKED ABOUT.

IT'S GOING BACK TO WHAT SAM TALKED ABOUT FOR THE OPIOID SETTLEMENT, AND I'M SPRINGING THIS ON YOU SO YOU CAN GET BACK TO ME AT ANOTHER TIME IF YOU DON'T KNOW THE ANSWER RIGHT AWAY,

[00:20:02]

BUT WE HAVE SEVERAL INSERTIONS OF REVENUE THAT ARE TOTALING A NICE SIZE OF MONEY.

DO WE HAVE SPECIFIC THINGS THAT WE ARE DOING WITH THOSE MONIES, OR DO THEY GET ASSIGNED TO CERTAIN POOLS, OR HOW DOES THAT WORK AT SETTLEMENT? [OVERLAPPING]

>> I FIRST IS SAYING THAT SOMERSET COUNTY IS WAY AHEAD OF THE STATE AND NATIONAL CURVE ON ACTUALLY GETTING A PLAN TOGETHER AND GETTING THIS MONEY OUT INTO THE COMMUNITIES.

WE ARE FUNDING MULTIPLE INITIATIVES RIGHT NOW THAT WE SOLICITED SERVICES THROUGH OUR RFP SOBER LIVING.

>> IS THAT SOBER LIVING, LIKE A SOBER LIVING HOUSE, OR IS SOBER LIVING PROGRAM?

>> SOBER LIVING IS CERTAINLY ONE OF THE PRIORITIES FOR USE FOR THIS MONEY.

RIGHT NOW, WE ARE CONTRACTING WITH ONE OF OUR SUBSTANCE USE PROVIDERS FOR THEM TO CONNECT PEOPLE AND PAY FOR SOBER LIVING IN THE COMMUNITY TO ADMINISTER THAT.

WE ARE LOOKING TO USE THAT MONEY RIGHT NOW TO EXPAND HARM REDUCTION THROUGH RICHARD HALL AND ACTUALLY HAVING SERVICES THAT GO DIRECTLY OUT INTO THE COMMUNITY.

WE ARE USING IT.

WE ARE LOOKING TO GET A LOT MORE OUT. IT DOESN'T DO ANY GOOD.

HOWEVER, THERE IS A TENSION IN BETWEEN THAT THIS IS MONEY THAT ACCUMULATES YEAR-OVER-YEAR AND CAN BE USED FOR CAPITAL PURCHASES.

IF WE SAY, WE WOULD LIKE TO BUY A SOBER LIVING HOUSE, WE COULD ALLOW IT TO ACCUMULATE TO THAT POINT, SO THERE'S THE TENSION IN BETWEEN REALLY WANTING TO GET THIS MONEY OUT ON THE GROUND, BECAUSE AS WE JUST HEARD, WE ARE IN A PUBLIC HEALTH CRISIS, AND PEOPLE ARE DYING.

WE CERTAINLY FEEL THAT, AND I WOULD JUST SAY I CAN SPEAK FOR MYSELF AND FOR LISA FEDERICO, THAT WE VERY MUCH FEEL THE RESPONSIBILITY THAT THIS MONEY WAS GIVEN TO US INSTEAD OF TO THE FAMILIES THAT LOST THEIR LOVED ONES, SO WE'RE EXPLORING WAYS TO BE ABLE TO GET THIS MONEY OUT DIRECTLY IN SMALLER AMOUNTS TO COMMUNITY GROUPS, SUCH AS NOT AN EASY FIX TO REALLY ALLOW THE COMMUNITIES THAT SUFFERED THESE LOSSES TO DEVELOP PROGRAMMING, TO ADDRESS IT.

>> COMMISSIONER MARANO, I'M JUST GOING TO PIGGYBACK ON THAT BECAUSE ZACH AND I JUST WAS RECENTLY TALKING AND WE THOUGHT IT WOULD BE NICE THAT LISA WOULD COME TO DO A SHORT PRESENTATION BY SEPTEMBER, I THINK WE HAD TALKED ABOUT, BECAUSE OF THE WORK THAT SHE REALLY HAS BEEN DOING WITH THESE FUNDS AND REALLY MAKING SURE YOU FULLY SEE WHAT'S BEEN PUT IN PLACE TO DATE AND THEN GET SOME FEEDBACK TO GO FOR.

>> THAT'S GREAT. BECAUSE THE OPIOID FUNDS, ONE AND DONE OR WILL THESE GO ON MULTIPLE YEARS? [OVERLAPPING]

>> CYCLE. [OVERLAPPING]

>> THERE WAS A GLOBAL SETTLEMENT THAT DEPENDED ON WHICH GROUP SETTLED.

ONE WAS FOR A 10-YEAR PERIOD, ONE WAS FOR A LONGER PERIOD.

THIS IS MONEY THAT IS GET SPREAD OUT.

THE FIRST THING THAT WE DID WITH THE MONEY WAS WE HIRED WHAT WAS CALLED A RESOURCE NAVIGATOR.

ONE OF THE BIGGEST CHALLENGES TO SOMEONE IN ADDICTION IS YOU SPEND A LOT OF TIME ON THE PHONE TO TRY TO FIND THINGS AND THE FRUSTRATION BUILDS, AND THEN THEY GIVE UP.

MIKE FROST ADVOCATED WITH LISA THAT IF WE HIRED SOMEBODY WHO COULD TAKE THE INFORMATION, AND THEN DO ALL THE HEAVY WORK BEHIND THE SCENE, AND THEN GET BACK TO IT AND SCHEDULE APPOINTMENTS AND DO THINGS, SO THAT WAS ONE BIG THING THAT WE DID RIGHT OFF THE BAT.

THERE'S A REPORT THAT EVERYONE PUBLISHES IN THE STATE.

COMPARATIVELY, ZACH IS ABSOLUTELY CORRECT WHEN YOU LOOK AT WHAT OTHER MUNICIPALITIES AND OTHER COUNTIES ARE DOING, THEY ARE STILL DOING A LOT OF, WE'RE PLANNING, WE'RE THINKING ABOUT IT, AND WE'RE IN TWO YEARS NOW OF RECEIVING MONEY.

SAMANTHA MENTIONED SOME OF THEM IN HER SPECIAL ASSORTMENT.

WE'RE ACTUALLY DOING REAL PROGRAMS WITH IT AND PUTTING IT OUT.

SOME OF IT IS THE HARM PREVENTION THAT WE'RE DOING, WHERE WE'RE GOING OUT INTO THE COMMUNITY AND TRYING TO MEET PEOPLE AT THE POINT OF CONTACT WHERE SOME OF THAT MONEY IS SUPPORTED BY THAT.

THERE'S STILL SOME MONEY LEFT DISCRETIONARY.

SOME OF IT WAS JUST LITERATURE, JUST NOT EVERYONE HAS A COMPUTER AND SOMETIMES READING A PAMPHLET OR ROLLING OVER AND GRABBING A PAMPHLET IS BETTER UNTIL WE'VE DONE SOME OF THAT ALSO.

>> DOES ANY OF THIS MONEY GO TOWARDS THE HELP SPAN? [OVERLAPPING]

>> NO. [OVERLAPPING]

>> OKAY. [OVERLAPPING]

>> BECAUSE NOT NECESSARILY BECAUSE THAT WAS. [OVERLAPPING]

>> BASIS, BUT WE DEFINITELY, WE TAPPED IT FOR ABOUT A LITTLE LESS THAN HALF OF THE START UP FUNDS. [OVERLAPPING]

[00:25:02]

>> CORRECT. BUT THAT WAS ALREADY A PROGRAM ALREADY IN PLACE AND FUNDED.

THE PURPOSE OF THE OPIOID MONEY WAS NOT TO REPLACE MONEY THAT WE ALREADY COMMITTED TO PROGRAMS, WAS TO EXPAND PROGRAMS AND ENHANCE IT, SO THE HELP SPAN WAS PRETTY MUCH IN PLACE.

SOME OF THE ADD-ONS TO IT, YES.

BUT IT'S REALLY DESIGNED FOR NEWER PROGRAMS.

>> THANK YOU. WE'LL COME BACK. [OVERLAPPING]

>> IN SEPTEMBER, WE'LL GO OVER IT, BUT I WAS JUST CURIOUS BECAUSE THEY OVERLAPPED. [OVERLAPPING]

>> THAT'S A GOOD QUESTION. THANK YOU. [OVERLAPPING]

>> THANK YOU. [OVERLAPPING]

>> THERE'S A REPORT I CAN TRY TO GET YOU THAT GETS PUBLISHED QUARTERLY. [OVERLAPPING]

>> THAT'D BE GREAT. [OVERLAPPING]

>> YEAH. [OVERLAPPING]

>> THANK YOU.

>> THEN YOU'LL BE HAPPY WHAT WE'RE DOING COMPARED TO OTHER PEOPLE.

>> OH, I'M ALWAYS HAPPY WITH WHAT WE'RE DOING.

I HAVE COMPLETE CONFIDENCE IN OUR STAFF.

THIS YEAR, WE'RE PROUD TO ANNOUNCE THAT SOMERSET COUNTY WITH ITS VIBRANT LATINO POPULATION OF 56,000, WILL HAVE TWO NOMINATIONS IN THE TOP 50 LATINOS LIST.

WE HOPE THESE NOMINEES WILL RECEIVE CITATION AWARDS FROM YOU GUYS.

IN 2023, WE HOSTED AN EVENT IN NEW BRUNSWICK WHERE ALL THE LATINOS FROM THROUGHOUT THE STATE CAME AND WE CELEBRATED THE TOP LATINOS.

LAST YEAR, WE HAD THE PRESENCE OF A TEACHER FROM YOUR COUNTY TO HELP US, AND SHE TOOK 15 STUDENTS TO HELP US IN THAT EVENT.

WE'RE EXCITED TO ANNOUNCE THAT AN INTERNATIONAL PANEL OF JUDGES WILL BE EVALUATING THE NOMINEES BIOS IN ORDER TO DETERMINE WHICH LATINO THROUGHOUT THE STATE IS THE TOP ONE.

I'M HERE TO ASK YOU GUYS TO CONSIDER BEING PART OF THIS AS WE HAVE INVITED CAMDEN COUNTY, BERGEN COUNTY, HUDSON COUNTY, AND ALL THE OTHER COUNTIES THAT HAVE A HIGH LATINO POPULATION.

WE WANT TO INVITE SOMERSET COUNTY TO ALSO BROADCAST THE COMMISSIONER MEETINGS IN SPANISH SIMULTANEOUSLY.

WE PROVIDE THIS SERVICE OFF SITE, AND WE PROVIDED ON SOCIAL MEDIA.

SO IT'S VERY AN EXCELLENT WAY FOR THE COMMISSIONERS TO ENGAGE THE LATINO COMMUNITY, WHICH AT TIMES IS REALLY LEFT OUT.

IN OTHER PARTS OF THE STATE, THE LATINO COMMUNITY HAS BECOME A BIG ECONOMIC FORCE.

[00:40:01]

IN THE UNITED STATES, THE LATINO COMMUNITY IS THE FIFTH LARGEST GDP IN THE WORLD.

IF YOU PUT TOGETHER ALL THE LATINO COMMUNITY IN THE US IS THE FIFTH LARGEST ECONOMY IN THE WORLD, BEATING GERMANY, FRANCE, AND CANADA.

INCLUDING THE LATINO COMMUNITY WOULD RENDER OR HELP SOMERSET COUNTY WITH JOBS, WITH ECONOMIC GROWTH IN BUSINESS. THANK YOU.

>> THANK YOU. IF YOU CAN GIVE THAT INFORMATION TO OUR CLERK, YOU'LL MAKE SURE THAT THE COMMISSIONER IS GOOD.

>> I HAVE ONE FOR EACH OF YOU.

>> SHE'LL MAKE SURE WE GET IT, AND THANK YOU FOR BEING HERE.

IS THERE ANYONE ELSE FROM THE PUBLIC WISHING TO COME FORWARD?

>> THERE ARE NOT.

>> THERE ARE NOT. AT THIS TIME, I ENTERTAIN A MOTION TO CLOSE THE PUBLIC PORTION OF THIS MEETING?

>> MOTION MOVED.

>> SECOND.

>> ALL IN FAVOR?

>> AYES HAVE IT. WE WILL MOVE RIGHT INTO OUR REGULAR MEETING.
