THANK YOU. WELCOME EVERYONE TO SEPTEMBER 24TH, 2024, WORK SESSION OF SOMERSET COUNTY BOARD OF COMMISSIONERS. THIS AGENDA AND THE ITEMS ON IT ARE FOR DISCUSSION AND WILL BE CONSIDERED AT THE NEXT COMMISSIONER MEETING, WHICH IS SCHEDULED FOR OCTOBER 8TH.

NO ACTION WILL BE TAKEN AT THIS MEETING UNLESS THE MEASURE AND ITS ADOPTION ARE NEEDED IN A MANNER NECESSARY TO CONTINUE COUNTY BUSINESS.

I'M GOING TO PASS OFF THE COMMISSIONER REPORTS TO DEPUTY DIRECTOR, AND I'LL GATHER MY THOUGHTS AND HAVE IT FOR THE 6:00.

SO, OF COURSE, WE HAD ALL OF OUR 9/11 CEREMONIES, THE ONE RIGHT HERE IN SOMERVILLE, AND WE HAVE ACTUAL BEAMS THAT ARE FROM THE TOWERS FOR OUR TIME TO REMEMBER MEMORIAL.

AND AT EVERY SINGLE YEAR, IT IS OUR TRADITION IN SOMERSET COUNTY TO START THE CEREMONY THE SAME TIME THAT THE FIRST PLANE STRUCK THE TOWER.

SO WE CONTINUE THAT TRADITION.

AND I ALSO ATTENDED BERNARDS TOWNSHIP AS WELL.

OVER IN HILLSBOROUGH, THERE WAS A CELEBRATION OF DANCE OVER AT THEIR IRON PEAK CENTER, AND IT WAS A PACKED HOUSE. SO WHAT I HAVE, I'VE NEVER ATTENDED AN EVENT LIKE THIS BEFORE, BUT THERE WERE THOUSANDS OF PEOPLE THERE, WONDERFUL LOCAL VENDORS, AND IT WAS A GREAT CELEBRATION FROM TO CELEBRATE THEIR CULTURE THROUGHOUT THE COMMUNITY.

SO I APPRECIATE THEM EXTENDING THE INVITATION AND INVITING ME TO SUCH A CELEBRATION.

AND TOMORROW WE ARE ACTUALLY MEETING AT ROBERT WOOD JOHNSON OVER AT THE HOSPITAL HERE, RIGHT OVER IN SOMMERVILLE.

AND IT'S GOING TO BE A COLLABORATION WITH THE SOMERSET COUNTY BUSINESS PARTNERSHIP FOR WOMEN IN BUSINESS.

AND I MISSED ONE THING FROM LAST WEEK.

I ACTUALLY STOPPED BY THE SENIOR CENTER OVER IN BRIDGEWATER AND WE CELEBRATED THE CENTENARIANS.

SO WE HAVE LOTS OF SENIOR CITIZENS IN OUR COMMUNITY THAT ARE LIVING WELL NORTH OF 100.

AND OF COURSE, EVERYONE WANTS TO KNOW WHAT THE SECRET OF THAT IS.

ACTUALLY SOMETHING THAT WE PRIDE OURSELVES ON WITH THESE CENTERS, PEOPLE THAT ACTUALLY GATHER ON A REGULAR BASIS AND HAVE PEOPLE IN THEIR LIVES.

SOMETIMES FAMILY ISN'T ALWAYS AVAILABLE.

PEOPLE MOVE AWAY, THINGS HAPPEN, AND THOSE MEMBERS OF OUR COMMUNITY BECOME OUR FAMILIES.

AND I SAW THAT HAPPEN RIGHT THERE IN BRIDGEWATER AND MANY OF OUR OTHER SENIOR CENTERS.

AND IT ACTUALLY CAN ADD UP TO 12 YEARS OF YOUR LIFE JUST HAVING THAT HUMAN CONNECTION.

SO IT WAS JUST A GREAT REMINDER FOR WHY WE HAVE THESE PROGRAMS. AND THE STAFF IS INCREDIBLE.

EVERY SINGLE TABLE THAT I HAD LUNCH WITH, I HOPPED AROUND A LITTLE BIT TO HEAR WHAT THEIR THOUGHTS WERE AND THE AMOUNT OF JOY THAT THEY HAD AND THE APPRECIATION FOR THE EMPLOYEES THERE.

THAT'S WHAT THAT'S WHY EVERYONE HERE WORKS COLLECTIVELY.

SO WE APPRECIATE EVERYTHING THAT GOES INTO IT.

DEPUTY DIRECTOR, I WANT TO START MY REMARKS TONIGHT WITH CONDOLENCES FOR A LONG TIME.

SOMERSET COUNTY EMPLOYEE GINNY MCCALL, WHO WAS THE ASSISTANT TO THE DIRECTOR OF PUBLIC HEALTH AND SAFETY, WORKED FOR THE COUNTY FOR OVER TWO DECADES. I REMEMBER HER WHEN I WAS IN THE LEADERSHIP SOMERSET PROGRAM BACK IN 2005.

SHE ASSISTED WITH THAT PROGRAM AS WELL.

SO OUR HEARTS GO OUT TO JENNY'S FAMILY AND THANKS TO HER FOR HER SERVICE TO SOMERSET COUNTY.

IT'S THE FALL. THINGS ARE GOING ON AGAIN NOW.

FIRST OF ALL, WHAT WENT TO THE HISPANIC CULTURAL FESTIVAL IN NORTH PLAINFIELD LAST SATURDAY? IT WAS. THE FOOD AND MUSIC WERE FANTASTIC.

THEN WENT OVER TO BRANCHBURG COUNTRY FAIR, THEN WENT OVER TO RVCC TO THE PLANETARIUM SHOW WHERE THEY HAD A HISPANIC HERITAGE MONTH CELEBRATION TALKING ABOUT MAYAN TEMPLES.

SO IT WAS A PRETTY GREAT DAY ON SATURDAY.

BEAUTIFUL WEATHER. GREAT ATTENDANCE AT THESE FAIRS.

ALSO WANT TO CONGRATULATE SOMERSET COUNTY TEACHER FROM MONTGOMERY TOWNSHIP MIDDLE SCHOOL, STEPHANIE LACKENBAUER WAS THE WINNER OF THE NEW JERSEY STATE TEACHER OF THE YEAR AWARD.

SO HATS OFF TO MONTGOMERY TOWNSHIP AND THEIR TEACHER.

SHE TEACHES CIVICS AND MINDFULNESS.

SO THAT'S A REAL NICE FEATHER IN SOMERSET COUNTY'S CAP.

WE ALSO HAD THE SOMERSET COUNTY BUSINESS PARTNERSHIP DINNER HONORING SEVERAL OF OUR DISTINGUISHED LEGACY AWARD WINNERS, INCLUDING THE FRANKLIN FOOD BANK AND THE SOMERSET COUNTY FOOD BANK, AS WELL AS SEVERAL OTHER INDIVIDUALS AND BUSINESSES.

SO THAT WAS VERY UPLIFTING EVENT.

AND THE COUNTY PARTNERED WITH THE SUMMER THE GOOD SHEPHERD LUTHERAN CHURCH THIS PAST WEEKEND.

FRIDAY AND SATURDAY WE HELD SOME WE HAD SOME BOOTHS THERE FOR SOME SERVICES THAT WE OFFER.

OUR HEALTH DEPARTMENT WAS GIVING AWAY FREE FLU SHOTS AT THE EVENT, WHICH WAS VERY POSITIVE.

AND THIS CHURCH HAS A RESOURCE FAIR FOR FOLKS TO COME IN, NO QUESTIONS ASKED.

THERE WAS FOOD AVAILABLE, HOUSEHOLD ITEMS. CLOTHING, TOYS.

IT WAS VERY WELL ATTENDED AND THERE WERE MANY SERVICES THERE AVAILABLE.

TALKING ABOUT RECOVERY SERVICES, HOUSING HELP.

AGAIN, THE VACCINATION HELP ZUFALL WAS THERE FOR MEDICAL INFORMATION.

SO IT WAS VERY, VERY POSITIVE EVENT, VERY WELL ATTENDED.

SO THANK YOU TO THE CHURCH FOR MAKING THAT HAPPEN WITH US AS WELL.

AND WE FORGOT TO MENTION THE BASILONE PARADE WHICH WAS VERY NICE.

GOT A CHANCE TO MEET LORETTA SWIT, WHO, YOU KNOW, MAJOR HOULIHAN ON THE SHOW.

I DIDN'T KNOW WHAT TO EXPECT.

HERE. SHE IS A HOLLYWOOD STAR, AND SHE WAS MOST DELIGHTFUL, DOWN TO EARTH PERSON.

SPENT SO MUCH TIME WITH US JUST CHATTING AND SO APPRECIATIVE OF THE ROLE SHE PLAYED TO SUPPORT WOMEN WHO SERVE IN THE MILITARY AND ALL THAT THEY DO, AND THE GOOD WORKS THAT THEY DO TO HELP OTHERS IN IN THE MILITARY.

SO THAT WAS A GREAT DAY.

UPCOMING, WE'VE GOT THE ROBOCON, THE ROBOTICS CONVENTION OVER AT BRIDGEWATER MALL ON SATURDAY, WHICH SHOULD BE REALLY INTERESTING.

STUDENTS ARE GOING TO BE COMING OUT THERE SHOWING THEIR WORKS AND WHAT THEY CAN DO.

THIS SUNDAY IS OUR DIVERSITY FESTIVAL RIGHT HERE AT THE COURTHOUSE FROM 12 TO 4.

WE'VE GOT A BUNCH OF GREAT BANDS LINED UP AND DANCERS AND CRAFTS AND CULTURE.

IT'S A SPECTACULAR DAY.

AND ON OCTOBER 6TH IS OUR 1770S FESTIVAL TAKING PLACE.

I DIDN'T KNOW IF COMMISSIONER DRAKE DID.

I STEAL YOUR THUNDER ON THAT ONE? BECAUSE THAT'S A PARK COMMISSION THING.

AND A LITTLE OTHER HOUSEKEEPING HERE.

OUR PUBLIC WORKS TODAY WE FINISHED THE MILLING AND PAVING.

I BELIEVE WE FINISHED TODAY.

IN BRANCHBURG AT THE STUTTAFORD DRIVE.

THAT'S COMPLETED TODAY.

WE ALSO COMPLETED OUR SLURRY SEAL.

SO SLURRY SEAL IS A COATING THAT WE'RE PUTTING ON STREETS.

THAT IS ONE THIRD THE COST OF MILLING AND PAVING.

IT EXTENDS THE LIFE OF OUR ROADS, WHICH IS OBVIOUSLY ECONOMICALLY BENEFICIAL BUT ALSO ENVIRONMENTALLY FRIENDLY.

SO THIS IS A WONDERFUL PROJECT.

WE FINISHED SLURRY SEAL, SIX MILES OF ROAD IN HILLSBOROUGH AND IN BEDMINSTER TOWNSHIP, SO THAT'S REAL NICE TO SEE THAT DONE.

AND WE I ALSO ATTENDED THE FIRST PUBLIC OFFICIALS BRIEFING ON AN UPCOMING FEDERAL PROJECT THAT WILL BE TAKING PLACE IN FRANKLIN TOWNSHIP FOR HAMILTON STREET TO MAKE SAFETY IMPROVEMENTS FOR PEDESTRIANS AND DRIVERS.

SO THIS IS VERY PRELIMINARY STAGES RIGHT NOW.

WE DON'T EXPECT CONSTRUCTION UNTIL 2029.

BUT THIS IS SOMETHING THAT'S IN THE PLANS.

NOW. WE SEE THE NEED AND WE'RE ADDRESSING THAT.

LAST ON MY AGENDA HERE IS THE LGBT ADVISORY BOARD MET AND WE MET AT THE UNITY HOUSE, WHICH IS WE WANT IT TO BE THE UNITY HOUSE.

RIGHT NOW. IT'S PART OF VISIONS AND PATHWAYS.

IT'S A HOME IN BRIDGEWATER TOWNSHIP THAT VISIONS AND PATHWAYS IS TRYING VERY HARD TO RAISE MONEY TO SUPPORT THIS NEW CONCEPT THAT WOULD BE FOR YOUNG ADULTS IN THE LGBT COMMUNITY THAT NEED A SAFE PLACE TO STAY BECAUSE THEY'VE BEEN DISLOCATED FROM

SUICIDE IS THE 11TH LEADING CAUSE OF DEATH IN THE UNITED STATES, THE SECOND LEADING CAUSE OF DEATH FOR AGES 10 TO 14.

SOMERSET COUNTY HAS SEEN A RECENT INCREASE IN SUICIDE DEATHS, SPECIFICALLY IN MALES AGES 15 TO 45.

SHAIN IS DEADLY AND STIGMA KILLS.

IT'S A PICKLEBALL TOURNAMENT, AND IT'S ON SEPTEMBER 28TH AT 9 A.M.

AT NORTH BRANCH PARK AT THE BRAND NEW PICKLEBALL COURTS ON NORTH BRANCH PARK.

TEAM TEAMS ARE DESIGNED TO BE COED TEAMS. SIGNUPS ARE REQUIRED AT THE COUNTY PARK COMMISSION WEBSITE.

REGISTRATION TO PARTICIPATE IN THE $40 PER TEAM.

ANOTHER SERVICE THAT THE HANDYMAN KINGDOM PROGRAM PROVIDES, WHICH IS A TEAM BUILDING EFFORT, AND THEY BUILD EXTERIOR RAMPS FOR THOSE WHO ARE DISABLED.

SO THERE'S A PROCESS TO HAVE HANDYMEN COME AND BUILD A RAMP FOR YOU.

IF YOU'RE A DISABLED PERSON, YOU HAVE TO QUALIFY.

OBVIOUSLY, YOUR DOCTOR HAS TO ACKNOWLEDGE THAT YOU NEED THE RAMP, BUT YOU CERTAINLY CAN PARTICIPATE AND HELP BUILD RAMPS FOR THOSE.

THAT'S THE WHOLE PROCESS AGAIN.

AND THEN FINALLY THERE'S A FEW.

THERE'S A CALL OUT FOR ASSISTANCE, FOR MEDICARE ASSISTANCE, PEOPLE THAT PARTICIPATE IN LOCAL COUNCILORS THAT BECOME SHIPPED MEDICARE COUNSELORS.

NO EXPERIENCE IS NECESSARY, BUT NEED TO BE TRAINED TO HELP RESOURCE FIND THE RESOURCES FOR THOSE LOOKING FOR ASSISTANCE WITH MEDICARE, HELPING OLDER FOLKS IN OUR COMMUNITY. SCHIP IS A LOCAL STATE HEALTH INSURANCE ASSISTANCE PROGRAM, AND IT PROVIDES UNBIASED HELP TO MEDICARE BENEFICIARIES, THEIR FAMILIES, AND CAREGIVERS. WHETHER YOU'RE NEW TO MEDICARE OR REVIEWING MEDICARE PLAN OPTIONS OR HAVE QUESTIONS ON HOW TO USE MEDICARE.

CHIP CAN HELP YOU IN THEIR COUNTY PROGRAMS. HELP SUPPORTED BY THE STATE.

AND FINALLY, THE SOMERSET COUNTY OFFICE OF VOLUNTEER SERVICES IS LOOKING FOR VOLUNTEERS FOR THIS YEAR'S LEAF CLEANUP PROJECT.

THIS IS A ONE DAY EVENT.

THIS YEAR WILL BE HELD ON NOVEMBER 23RD, AND EACH YEAR INDIVIDUALS ARE GATHERED TOGETHER IN GROUPS AND THEY GO OUT AND LOOK FOR FOLKS, ELDERLY AND DISABLED HOMEOWNERS WHO NEED OUR ASSISTANCE IN YARD PROJECTS, PRIMARILY RAKING LEAVES.

SO HAVING THAT CAMARADERIE IS A GOOD THING.

IT'S A GREAT OPPORTUNITY FOR CHURCH GROUPS, SPORTS TEAMS, GIRL SCOUTS AND SCOUT GROUPS TO RAISE FUNDS AND HIGH SCHOOL TEAMS AND OFFERING REALLY ASSISTANCE IN THE CLEANUP PROGRAM.

HE CREATED THE ENERGY COUNCIL.

I WAS A MEMBER OF SINCE THAT TIME.

I NOW SERVE AS A LIAISON TO THE ENERGY COUNCIL.

BUT WE WANTED TO GIVE A REPORT.

AND PART OF THE PART OF THE CHARGE OF THE ENERGY COUNCIL IS TO REPORT REGULARLY BACK TO THE THEN COUNTY FREEHOLDERS.

NOW COUNTY COMMISSIONERS ON THE STATUS OF ENERGY COUNCIL WORK AND PROVIDING RECOMMENDATIONS TO THE COUNTY COMMISSIONERS.

BUT I THOUGHT IT WAS TIMELY THAT WE BRING THIS DISCUSSION TODAY, BECAUSE THIS IS THE WEEK THAT WE'RE CELEBRATING CLIMATE WEEK HERE IN THE UNITED STATES.

BIG CELEBRATIONS GOING ON IN NEW YORK CITY.

AS I MENTIONED EARLIER, A LITTLE BIT OF ACTIVITY WE WERE DOING IN NEPTUNE FARMS, BUT WE WANTED TO BRING THIS RIGHT TO SOMERSET COUNTY AND REALLY JUST SORT OF KICK IT OFF AND HAVE A PRESENTATION ON THAT.

NO, I MUST SAY, I PREFACE IT BY SAYING I'VE BEEN ON THE ENERGY COUNCIL.

I THINK WE GO TO THE NEXT SLIDE SINCE, WHAT, 2007? SO IT'S BEEN A WHILE, MANY YEARS.

BUT I HAVE TO SAY THAT THE MISSION OF IT, WHICH IS A BIT OF ADVOCACY, IT'S A BIT OF RESEARCH AND BEING A THINK TANK AND HELPING TO ADVISE THE COMMISSIONERS ON THINGS RELATED TO POLICIES.

THAT'S WHERE IT BEGINS.

AND IT'S HARD ON A BEAUTIFUL SEPTEMBER EVENING TO TALK ABOUT CLIMATE CHANGE AND KIND OF CLIMATE REALITY.

BUT IF WE REALLY GO TO THE NEXT SLIDE AND THIS THIS IS COURTESY OF BILL AMON, THOSE THAT KNOW BILL AMON, HE'S BEEN ONE OF THE LEADING ENGINEERS IN ENERGY FOR HIS WHOLE LIFE.

AND HE REALLY WANTED TO MAKE SURE THAT WE AT LEAST START THE DISCUSSION BY INDICATING THAT NEW JERSEY, UNFORTUNATELY, ALONG WITH MASSACHUSETTS AND DELAWARE, ARE THE THREE ON THE NORTHEAST THAT HAVE CHANGED THE MOST IN TERMS OF TEMPERATURE WARMING.

IT'S ALMOST APPROACHING.

IT'S FOUR. IT'S OVER FOUR DEGREES SINCE THE EARLY 1900S, AND IT'S ABOUT 3.7 DEGREES IN THE LAST 30 YEARS.

SO NEW JERSEY REALLY IS ON THE CUSP OF REALLY HAVING TO REACT TO IT.

AND WHAT DOES THAT MEAN? IT WILL. IT MEANS INCREASED FLOODING.

IT MEANS INCREASED SEVERE STORMS. AND IT MEANS INCREASED ENERGY CONSUMPTION TO MODERATE THE CHANGE IN TEMPERATURE.

SO THAT'S COUPLED WITH THE NEXT SLIDE, WHICH IS THE THIRD OF THE BILLS AND THAT THERE'S MONEY ASSOCIATED WITH IT.

THERE'S A COST TO HAVING THAT EXPERIENCE.

AND OF COURSE HOW DO WE MITIGATE THIS.

AND THIS REALLY NOW SPEAKS TO WHAT THE ENERGY COUNCIL IS TRYING TO DO IS RAISE PUBLIC AWARENESS, RAISE COMMISSIONER ROSZEL AWARENESS ON ENERGY EFFICIENCY, THE LITTLE THINGS THAT CAN BE DONE.

AND TO SOME DEGREE, WHEN I WAS ACTUALLY LOOKING THIS EVENING AT SOME OF THE THINGS THAT THE ENERGY COUNCIL HAS DONE OVER THE YEARS IS THAT WE HAVE ACTUALLY THINGS THAT ARE POSTED ON THE WEBSITE, THE COUNTY WEBSITE, WHICH INCLUDES ENERGY SAVING TIPS, AND WE HAVE BROCHURES, WE HAVE INFOGRAPHICS.

WE ACTUALLY HAVE A REALLY COOL TOOL.

WHEN I WAS LOOKING AT IT, IT'S REALLY VERY PERTINENT.

BUT THERE'S EVEN A SELF-ASSESSMENT HOME ENERGY AUDIT THAT YOU CAN DO WITHOUT EVEN GOING THROUGH THE MECHANISMS OF THE BIG ENERGY AUDITS.

THERE'S STILL THINGS IN THE CHECKLIST THAT YOU CAN LOOK AT AND DO AND IMPLEMENT.

AND I MENTIONED THAT BECAUSE WE JUST TALKED APPLAUDED RVCC FOR BEING NUMBER ONE IN THE NATION AND COMMUNITY COLLEGES IN SUSTAINABILITY AND WATER MANAGEMENT. THAT ALL STARTED WITH A CHANGE IN ATTITUDE.

THAT ALL STARTED WITH PEOPLE BEHIND THE SCENES SAYING, WE WANT TO DO SOMETHING, WE WANT TO BUY GREEN POWER.

WE WANT TO CHANGE OUR OPERATIONS IN OUR BUILDINGS.

SO IT REALLY, SINCE THE CLIMATE CHANGE CAN BE REALLY LAID AT OUR DOORSTEP, THAT WE ARE PART OF THE PROBLEM.

IT'S REALLY HUMAN DRIVEN IMPACT ON THE ENVIRONMENT AND THE GLOBAL ATMOSPHERE.

HUMANS ARE GOING TO BE PART OF THE SOLUTION, AND THAT'S WHY IT REALLY LEADS TO THE NEXT SLIDE, WHICH IS REALLY, I THINK, THE MOST SIGNIFICANT THINGS THAT THE SPOTLIGHT FROM THE ENERGY COUNCIL REALLY SHINES BACK ON THE COMMISSIONERS, BECAUSE THERE'S TWO THINGS THAT HAVE NOW SHAPED WHAT WALTER CAN DO IN ALL HIS WORK, AND THAT IS THE CLIMATE CHANGE KIND OF AWARENESS, THE POLICY RESOLUTION THAT TALKED ABOUT, LET'S TRY AND COOL DOWN.

LET'S TRY AND GET TO NET ZERO EMISSION.

LET'S TRY TO MAKE SURE THAT WE'RE MAKING SURE THAT EVERYBODY IS BENEFITING FROM THOSE CHANGES AND THE SOCIAL EQUITY APPROACH.

AND THEN COUPLED WITH THAT, WHAT CAN WE SPECIFICALLY DO WITH OUR COUNTY BUILDINGS THAT WE CAN LEAD BY AS A MODEL? AND THAT REALLY LED TO THE SUSTAINABLE FACILITIES POLICY THAT THE COMMISSIONERS HAVE ADOPTED, WHICH TALK ABOUT BOTH NEW CONSTRUCTION, WHICH I'M AN ARCHITECT, SO I KNOW I'M PART OF THE PROBLEM, JUST LIKE CARS ARE PART OF THE PROBLEM.

OUR INDUSTRY HAS BEEN PART OF THE PROBLEM OF ADDING TO THE CO2 EMISSIONS IN THE ATMOSPHERE.

AND SO WE HAVE POLICIES NOW THAT REALLY LOOK TO DOING AS MATT'S HERE SOMEWHERE.

I KNOW LEED SILVER OF LOOKING AT LANDSCAPE, LOOKING AT BUILDING UP THE ECOSYSTEM MINIMIZING.

SO WE'VE EMBEDDED THAT IN ANY NEW OR UPDATED COUNTY PLANNING, COUNTY MASTER PLAN DOCUMENTS, MOST PARTICULARLY IN THE PRESERVATION PLAN.

SO THERE ARE STRATEGIES IN THE PRESERVATION PLAN THAT TALK ABOUT CARBON SEQUESTRATION, BUYING ADDITIONAL LANDS FOR FLOOD AND FLOOD MITIGATION, FLOOD STORAGE AND HABITAT PROTECTION AS WELL AS IN THE OPEN SPACE PLAN AND THE HISTORIC PLAN.

TALK ABOUT CLIMATE STRATEGIES, HOW WE CAN DEAL WITH SOME OF THESE ISSUES.

WE ALSO HAVE IN THE SOON TO BE ADOPTED CIRCULATION PLAN.

THERE'S A WHOLE EMPHASIS ON REDUCING GREENHOUSE GAS EMISSIONS, SO IMPROVING TRANSIT SERVICES, INCREASING THE OPPORTUNITIES FOR BIKING AND WALKING IN THE COUNTY, CALLING FOR A FLEET TRANSITION PLAN, AND HELPING THE ADOPTION OF ELECTRIC VEHICLES.

WE ALSO LAUNCHED AN UPDATE WITH THE OFFICE OF EMERGENCY MANAGEMENT AND PARTNERSHIP WITH THEM TO UPDATE THE COUNTY'S HAZARD MITIGATION PLAN, AS WELL AS A STUDY WITH NJIT TO LOOK AT FUTURE FLOODING IMPACTS FROM CLIMATE CHANGE.

DURING THOSE PROCESSES WILL IDENTIFY POTENTIAL LAND USE CHANGES AND OTHER POLICIES THAT MAKE US MORE RESILIENT.

GOING FORWARD.

WE ARE EXPLORING LEED FOR CITIES AND COMMUNITIES DESIGNATION FOR THE COUNTY.

IF WE ARE ABLE TO SUCCESSFULLY DO THAT, WE WILL BE THE FIRST COUNTY IN NEW JERSEY TO HAVE THAT DESIGNATION.

THE NEW MULTI-USE FACILITY IS DESIGNED TO MEET LEED CERTIFICATION STANDARDS.

SO ANOTHER EXAMPLE OF LEADING BY EXAMPLE SHOWING THE TOWNS THAT IF WE CAN DESIGN BUILDINGS THIS WAY TO BE ENERGY EFFICIENCY LEED, YOU CAN AS WELL.

WE'VE INITIATED ENERGY AUDITS AT VARIOUS COUNTY FACILITIES TO HELP REDUCE ENERGY COSTS AND REDUCE OUR GREENHOUSE GAS EMISSIONS, AND WE SECURED FUNDING FROM THE NORTH JERSEY TRANSPORTATION PLANNING AUTHORITY TO UNDERTAKE AN EV TRANSITION PLAN FOR THE COUNTY.

LOOKING AT HOW WE CAN TRANSITION OUR FLEET TO ELECTRIC VEHICLES, AS WELL AS OPTIMAL LOCATIONS FOR PUBLIC CHARGING INFRASTRUCTURE ON COUNTY FACILITIES, AS WELL AS FOR OUR TOWNS TO MAKE SURE THEY CREATE THOSE CHARGING OPPORTUNITIES IN THE RIGHT PLACES.

TO CREATE THE SEAMLESS NETWORK FOR PEOPLE TO BE ABLE TO CHARGE IN THE COUNTY.

SO THAT'S JUST A FEW OF THE THINGS WE'VE BEEN DOING TO ADVANCE OUR EFFORTS TO ADDRESS CLIMATE CHANGE IN THE COUNTY.

WHEREAS TO CALL ATTENTION TO THE NEED TO URGENT AND IMMEDIATE CHANGES IN PUBLIC POLICY AND ENGAGEMENT, THE WEEK OF SEPTEMBER 22ND THROUGH THE 29TH HAS BEEN DESIGNATED AS CLIMATE WEEK. AND WHEREAS, THE SOMERSET COUNTY BOARD OF COUNTY COMMISSIONERS IS COMMITTED TO TAKING ACTION TO AMELIORATE CLIMATE CHANGE NOT ONLY ON GLOBAL ISSUES, BUT ALSO BECAUSE IT HAS SEVERELY IMPACTED THE RESIDENTS OF SOMERSET COUNTY WITH MASSIVE AND DEADLY STORMS SUCH AS FLOYD IN 1999, IRENE IN 2011, SANDY IN 2012, AND IDA IN 2021.

AND WHEREAS IN 2021, SOMERSET COUNTY BECAME THE FIRST COUNTY IN THE STATE OF NEW JERSEY TO ADOPT A CLIMATE CHANGE POLICY STATEMENT THAT COMMITTED TO PROTECTING THE ENVIRONMENT THROUGH CARBON REDUCTIONS.

RECOGNIZING THE OUTSIZED IMPACT OF CLIMATE CHANGE ON OVERBURDENED COMMUNITIES, AND PARTNERING WITH STAKEHOLDERS TO ENCOURAGE GREENHOUSE GAS REDUCTION POLICIES.
