IN COMPLIANCE WITH THE OPEN PUBLIC MEETINGS ACT OF THE STATE OF NEW JERSEY ON [ Board of County Commissioners Agenda/Work Meeting] [00:00:10] JANUARY 12TH, 2024 ADEQUATE NOTICE OF THIS MEETING WAS PROVIDED AS REQUIRED BY LAW. ADDITIONALLY, THIS MEETING IS BEING DIGITALLY RECORDED AND LIVE STREAMED ON THE SOMERSET COUNTY WEBSITE FOR PUBLIC ACCESS. PLEASE EMAIL YOUR QUESTIONS TO COUNTY BOARD MEETING@CO.SOMERSET.NJ.US. THE PUBLIC MAY PARTICIPATE IN THIS MEETING BY CALLING (908) 231-7075. DEPUTY DIRECTOR, PLEASE RISE FOR THE PLEDGE OF ALLEGIANCE. PLEASE STAY STANDING FOR ONE MOMENT, FOR A MOMENT OF SILENCE FOR PATRICE BROWN FROM OUR PLANNING DIVISION, WHICH WAS A BIG LOSS TO OUR COUNTY. THANK YOU. I WOULD LIKE TO WELCOME EVERYONE TO THE OCTOBER 22ND, 2024 WORK SESSION OF THE SOMERSET COUNTY BOARD OF COMMISSIONERS MEETING. THIS AGENDA AND THE ITEMS ON IT OR FOR DISCUSSION, AND WILL BE CONSIDERED AT THE NEXT COMMISSIONERS MEETING OF NOVEMBER 12TH, 2024. NO ACTION WILL BE TAKEN AT THIS MEETING UNLESS THE MEASURE IS ADOPTED ARE NEEDED AND MATTERS NECESSARY TO CONTINUE OUR COUNTY BUSINESS. ROLL CALL. SHE'LL BE HERE MOMENTARILY. A LITTLE BIT OF NEW JERSEY TRAFFIC. WE'LL START OFF WITH COMMISSIONER DRAKE. WE'LL GO IN THE BOARD ORDER. OKAY. SO I JUST WANT TO REPORT ON ONE IMPORTANT EVENT. WE, THE PLANNING BOARD, EXCUSE ME, ADOPTED THE CIRCULATION PLAN ELEMENT OF THE MASTER PLAN CALLED KEEP SOMERSET MOVING AS A TRANSPORTATION PLAN FOR THE YEAR 2045. SO THE NEW CIRCULATION ELEMENT OF THE COUNTY MASTER PLAN WAS ADOPTED BY THE COUNTY PLANNING BOARD ON OCTOBER 15TH. I WANT TO THANK WALTER LANE AND KEN AND OTHERS FROM THE FROM THE PLANNING DEPARTMENT WHO WORKED TIRELESSLY ON THIS GREAT PLAN. ALSO RECOGNIZE BERNIE LOVATO, WHO WAS OUR PLANNING BOARD CHAIR FOR HIS LEADERSHIP THROUGHOUT THE PROCESS. REALLY DIRECTING THIS PLAN. IT WAS ADOPTED AGAIN BY THE PLANNING BOARD ON THE 15TH OF OCTOBER. IT ALSO WAS FUNDED BY THE NORTH JERSEY TRANSPORTATION PLANNING AUTHORITY, WHICH COMMISSIONER SOOY SITS ON THE BOARD, BUT REALLY IS A GREAT PLANNING PARTNER FOR SOMERSET COUNTY. WE THANK THEM FOR THAT ASSISTANCE FINANCIALLY. BUT THE PLAN ITSELF WAS A VISION. THE VISION FOR THE PLAN IS TO CREATE A SAFE, COMFORTABLE, SUSTAINABLE, RESILIENT AND CONNECTED TRANSPORTATION SYSTEM THAT ADDRESSES CLIMATE CHANGE RISKS AND IS COORDINATED WITH LAND USE DECISION MAKING. THE PURPOSE IS TO KEEP SOMERSET COUNTY MOVING, ENHANCING MOBILITY FOR ALL USERS OF ALL TRAVEL MODES, AND INCORPORATES EQUITY THROUGHOUT THE PLANNING, PRIORITIZATION, PROJECT SELECTION, COMMUNITY OUTREACH, DESIGN, CONSTRUCTION AND MAINTENANCE OF ALL COUNTY PROJECTS. IT DID INVOLVE SIGNIFICANT PUBLIC INVOLVEMENT THROUGH BOTH ONLINE AND IN-PERSON EVENTS AND AS WELL AS DATA DATA GATHERING OPPORTUNITIES. THERE WERE OVER 1000 TOUCH POINTS THAT WERE ANALYZED EITHER THROUGH WRITTEN COMMENTS, COMMENTS ABOUT PUBLIC HEARINGS COMMENTS THAT WERE PINS ON A MAP, AND OTHER DATA COLLECTION TECHNIQUES AND WE HEARD A GREAT DEAL OF SUPPORT FOR IMPROVED ACCESS TO TRANSIT, AS WELL AS IMPROVEMENTS FOR WALKING, BIKING, HIKING, AND OTHER MODES OF TRANSPORTATION OTHER THAN OUR AUTOMOBILES. BUT WE ALSO HEARD A GREAT DEAL OF SUPPORT FOR IMPROVED ACCESS TO TRANSIT AND AS I SAID, IMPROVEMENT FOR BIKING, HIKING AND WALKING. THE PLAN LOOKED AT CURRENT AND FUTURE CONDITIONS BASED ON ISSUES LIKE CONGESTION AND ALSO CRASH DATA, BUT ALSO HOW TO INTEGRATE LAND USE PLANNING IN LINE WITH THE CONCEPT OF COMPLETE STREETS. THE PLAN WILL IMPROVE MULTI-MODAL MOBILITY AND TRAVEL THROUGHOUT THE COUNTY BY PROVIDING A PLAN FOR IDENTIFYING AND SELECTING PRIORITY TRANSPORTATION IMPROVEMENTS. AS PART OF THE PUBLIC HEARING THAT WAS HELD PRIOR TO ITS ADOPTION. THE PUBLIC COMMENT PERIOD WAS OPEN FROM AUGUST 20TH THROUGH SEPTEMBER 27TH, AND THE COUNTY RECEIVED A TOTAL OF 68 COMMENTS FROM THE GENERAL PUBLIC FROM SEVERAL MUNICIPALITIES, AS WELL AS OUR PLANNING PARTNERS, AS WELL AS THE SOMERSET COUNTY BUSINESS PARTNERSHIP AND RIDE WISE AND THOSE COMMENTS DEALT WITH THE NEEDS TO IMPROVE PUBLIC TRANSIT SERVICE IN THE COUNTY, INCLUDING COVERAGE FREQUENCY, OUR BUS STOP CONDITIONS, USE OF TECHNOLOGY TO SERVE CURRENT USERS AND MEET NEW AND CHANGING COMMUNITY TRANSPORTATION NEEDS. SOME COMMENTS ALSO ADDRESSED THE NEED FOR ADDING BIKE AND PEDESTRIAN INFRASTRUCTURE TO OFFER MORE MULTI-MODAL TRAVEL CHOICES, AND ONLY A FEW COMMENTS REQUIRED ACTUAL CHANGES TO [00:05:08] THE PLAN. THE CHANGES INCLUDED MODIFYING THE TIME FRAMES OF NUMEROUS PLANNING AND INFRASTRUCTURE PROJECTS AND ADDING A SAFETY. ADDING A STUDY TO ADDRESS THE NEEDS OF ROUTE 27 CORRIDOR AND UPDATING THE NEW JERSEY TRANSIT RIDERSHIP NUMBERS AND REALLY, LET'S SAY THE PURPOSE OF THE PLAN IS TO MAINTAIN AND ENHANCE THE COUNTYWIDE MULTIMODAL TRANSPORTATION NETWORK FOR THE MOVEMENT OF PEOPLE AND GOODS. IT ALSO CONSIDERS ALL THE NEEDS OF THE COUNTY'S TRANSPORTATION SYSTEM, USERS AND TRAVEL MODES, AND IS GOING TO BE USED TO GUIDE TRANSPORTATION, DECISION MAKING PLANS, POLICIES AS WELL AS PROJECTS. AND I'LL CONCLUDE WITH THE KEY TAKEAWAYS. WHAT WE HEARD WAS MORE TRANSIT. WE ALSO HEARD ENHANCED CONNECTIVITY FOR WALKING AND BICYCLING, NOT ONLY THE FIRST AND LAST MILE, BUT ALSO TRANSPORTATION MODES IN OUR DOWNTOWNS AND OUR SHOPPING DISTRICTS, AS WELL AS TO PARKS. ALSO, WE HEARD ABOUT IMPACTS OF HOW WE DEAL WITH INCREASED TRUCK TRAFFIC AND CONFLICTS AT RAIL CROSSINGS. WE ALSO NEED TO PREPARE FOR STORMS AND ADVERSE WEATHER EVENTS, AND ALSO IMPROVE INFORMATION IN THE TRAVEL TRAVELER EXPERIENCE, AND ALSO RECOGNIZE THE CHANGE IN DEMOGRAPHICS AND TRAVEL PATTERNS IN SOMERSET COUNTY. SO ONCE AGAIN, I WANT TO SAY CONGRATULATIONS NOT ONLY TO THE PLANNING BOARD RECOGNIZING BERNIE NAVARRO'S CONTRIBUTION TO THIS PLAN, BUT ALSO RECOGNIZING WALTER, LYNN AND KEN FOR ALL THE WORK THAT THEY DID ON THIS PLAN AS OUR CONSULTANTS THAT ALSO PUT TOGETHER. SO CERTAINLY A COMMENDABLE JOB, AND I LOOK FORWARD TO IMPLEMENTING THIS PLAN. THANK YOU. OH, OKAY. OH. THANK YOU. SO. YEAH. SO LAST WEEK I ATTENDED THE GROUNDBREAKING FOR IN MONTGOMERY TOWNSHIP FOR THEIR ALL INCLUSIVE PARK. THIS WAS PAID FOR IN PART BY A $350,000 GRANT FROM THE COUNTY'S RECREATIONAL OPEN SPACE PROGRAM. SO IT'S GREAT TO SEE THAT THEY'RE FINALLY GETTING THAT OFF THE GROUND AND GOING TO GET THAT DEVELOPED SHORTLY. ALSO LAST WEEK, I VISITED THE SOMERSET COUNTY VO-TECH SCHOOL. I SAW THE PROGRESS THEY'VE BEEN MAKING WITH THEIR NEW BUILDING FACILITIES. IT'S GOING TO BE ALL READY BY BY NEXT FALL TO HELP ACCOMMODATE HUNDREDS OF NEW STUDENTS. SO I'M GLAD TO SEE THAT THAT'S UNDERWAY AND ON TIME. ALSO, JUST A REMINDER, THE GREATER RARITAN WORKFORCE DEVELOPMENT BOARD, THEIR ONE STOP CAREER CENTER. THEY ARE HOSTING SEVERAL CAREER CAFES WHERE YOU CAN GO AND LEARN ABOUT ALL THEIR VARIOUS SERVICES RIGHT HERE IN SOMERVILLE ON 27 WARREN STREET THEIR NEXT THREE CAFE SESSIONS ARE ON SEPTEMBER 27TH, OCTOBER 25TH AND NOVEMBER 22ND FROM 2 TO 4PM AND THAT'S MY REPORT. THANKS. COMMISSIONER MARANO. THANK YOU, DEPUTY DIRECTOR. SO BUSY. COUPLE OF WEEKS. WE HAD A RECEPTION FOR THE NEW SOMERSET COUNTY ADMINISTRATOR AT RWJ SOMERSET. DEIDRA BLOUSE HAD A RECEPTION TO MEET HER. VERY WELL RECEIVED. TIGHTENING UP THAT RELATIONSHIP WITH RWA SOMERSET HOSPITAL AS THAT IS OUR ONLY HOSPITAL IN SOMERSET COUNTY. SO WE'RE GOING TO MAKE THOSE RELATIONSHIPS STRONG. ALSO ATTENDED THE RIBBON CUTTING OF THE NEW LORD STIRLING STABLES. I BELIEVE IT'S 16 NEW STALLS IN THE STABLES. SO THAT WAS VERY EXCITING GETTING THOSE HORSES BACK AND KEEPING OUR EQUINE HISTORY AND CULTURE HERE IN SOMERSET COUNTY. PAST WEEKEND WAS WEEKEND JOURNEY TO THE PAST, WHICH IS LIKE BEHIND IT'S NECK AND NECK WITH 4H FAIR OF MY FAVORITE WEEKS IN SOMERSET COUNTY. SO THIS TIME GOT TO GO TO A FEW SITES. I HAVEN'T BEEN TO THE LANE BROOK HALL HOUSE IN BRIDGEWATER, THE UKRAINIAN CEMETERY IN SOUTH BOUND BROOK, THE ANDREW TENNEY HOUSE IN BRANCHBURG, THE SIX MILE RUN REFORMED CHURCH IN FRANKLIN, THE WYCKOFF GARRETSON HOUSE IN FRANKLIN AND THEN IN BETWEEN ALL THAT, WE STOPPED AT NORRIS HILL FARMS TO SUPPORT OUR LOCAL FARMERS, GET SOME PUMPKINS AND HAVE MY NEW GRANDBABY GET HER PICTURE ON THE HAY BALE WITH THE PUMPKINS AND ALL THAT. SO GREAT WEEKEND THERE. IT WAS REALLY FUN. ALSO ATTENDED THE SPIRIT OF SOMERSET AWARDS DINNER AS A FORMER STS BOARD MEMBER. ALWAYS HAPPY TO GO TO THAT. SHOW SUPPORT FOR THOSE STRUGGLING WITH RECOVERY. SO GREAT EVENT THERE. CONGRATS TO MIKE FROST, OUR FORMER DIRECTOR OF HUMAN SERVICES, AND LINDA PORCARO OVER IN YOUTH SERVICES. SO AND THEY HAVE A NEW EXECUTIVE DIRECTOR THERE WHO SEEMS LIKE HE'S GOING TO BE DOING A GREAT JOB. YES. HE'S A VERY NICE MAN. [00:10:02] THE FAR HILLS STEEPLECHASE RACE WAS THIS PAST WEEKEND, WHICH IS ALWAYS A GREAT EVENT, AGAIN, SHOWCASING OUR EQUINE CULTURE HERE IN SOMERSET COUNTY AND OUR HISTORY THERE. ALWAYS A FUN EVENT. LOTS OF THINGS GOING ON THERE AND I BELIEVE OUR DIRECTOR WILL PROBABLY TALK ABOUT OUR NJAC MEETING WE HAD LAST NIGHT AND UPCOMING EVENTS. THE BIG ONE IS ELECTION DAY. SO EARLY VOTING STARTS SATURDAY. PLEASE REMEMBER TO VOTE. OUR LIBRARY COMMISSION MET. WE DO HAVE SOME NEWS. THE MARY JACOBS LIBRARY IS BEEN CLOSED VERY ABRUPTLY. THERE WAS AN AIR QUALITY PROBLEM THERE THAT HAS RESULTED IN IMMEDIATE CLOSURE OF THAT LIBRARY. IT IS CLOSED INDEFINITELY. SO THINGS THINGS MOVING ALONG THERE. SO MARY JACOBS IS CLOSED, BUT OBVIOUSLY ALL THE OTHER BRANCHES OF THE SOMERSET COUNTY LIBRARY SYSTEM ARE OPEN TO ROCKY HILL AND MONTGOMERY CARDHOLDERS. LET'S SEE WHAT ELSE IS GOING ON. THE LGBT ADVISORY BOARD MET. THE TEAM PUT TOGETHER A PRIDE VIDEO. WHAT DOES PRIDE MEAN TO ME IN SOMERSET COUNTY? IT'S A GREAT VIDEO. I ASKED OUR CONSTITUENT AID TO SEE IF WE CAN GET THAT TO BE ON THE DOCKET TO SHOW THE COMMISSIONERS AT A NOVEMBER MEETING, HOPEFULLY. A YOUNG STUDENT DID THE VIDEO, SO IT'S REALLY GOOD. I THINK YOU GUYS ARE GOING TO LIKE IT. BOARD MEMBERS ALSO STAFFED BOOTHS AT BOTH THE DIVERSITY FESTIVAL AND THE 4H FAIR, AND IT WAS VERY, VERY WELL RECEIVED. THEY PRODUCED HANDOUTS THAT HAVE FAMILIAR TERMS OF THE LGBT COMMUNITY. AGAIN, CREATING THAT BRIDGE WITH THE PUBLIC AND THAT COMMUNITY TO EDUCATE FOLKS. SENIOR AND DISABLED TRANSPORTATION MEETING HAD OUR QUARTERLY MEETING WHERE WE MET AND DISCUSSED SOME OF THE NEW APPS THAT ARE GOING INTO EFFECT THIS YEAR IN THE ESSENCE OF TIMES. I WON'T GO THROUGH THAT AGAIN, AS WE'VE DISCUSSED THAT IN THE PAST, BUT NEW APPS GOING INTO PLAY THAT WILL MAKE TRANSIT A LITTLE EASIER. GOING IN LINE WITH WHAT COMMISSIONER DRAKE IS TALKING ABOUT WITH OUR WITH OUR PLANNING FOR TRANSPORTATION AND THAT CONCLUDES MY REPORT. ALL RIGHT. THANK YOU. COMMISSIONER MARANO, AND FOR THE RECORD, WE DO HAVE DIRECTOR ROBINSON PRESENT. I'M GOING TO DO MY REPORT AND THEN PASS THE BATON OVER. SO JUST, YOU KNOW, ALSO EXTENDING OUR PRAYERS TO BERNIE NOVATO'S FAMILY. THAT WAS A BIG LOSS. HE DID SO MUCH TO WITH THE TOUR OF SOMERVILLE BIKE RACE HERE. ROBERT WOOD JOHNSON WE HAD THE MEET AND GREET FOR OUR CHIEF INTERIM ADMINISTRATIVE OFFICER, DEIDRA BLOUSE AT CHAR STEAKHOUSE. THERE WAS A HUGE TURNOUT. AND WE WELCOME HER WITH OPEN ARMS AS WE HAVE BEEN WORKING WITH HER OVER THE PAST FEW YEARS WITH OUR BUSINESS PARTNERSHIP IN A DIFFERENT CAPACITY. SO FAMILIAR FACE AND GOOD PARTNER TO WORK WITH. I ATTENDED THE DANDIYA CELEBRATIONS OVER AT RIDGE HIGH SCHOOL AND FRANKLIN TOWNSHIP HIGH SCHOOL. I DIDN'T KNOW YOU COULD FIT THIS MANY PEOPLE IN A GYMNASIUM. IT WAS ABSOLUTELY PACKED AND, YOU KNOW, PEOPLE JUST SEEING EVERYONE'S DIFFERENT OUTFITS AND CULTURES JUST BEING CARRIED OVER. AND THAT'S WHAT THE UNITED STATES IS ALL ABOUT. WE'RE A MELTING POT. SO TO SEE THOSE LIVE STRONG, IT'S A BEAUTIFUL THING. CENTRAL NEW JERSEY, WE HAD OUR MEETING FOR THE NEW JERSEY ASSOCIATION. ASSOCIATION OF COUNTIES LAST NIGHT, BUT IT WAS OVER AT OUR BUSINESS PARTNERSHIP HUB. IT WAS A NICE SPACE TO BE ABLE TO USE AND AS ADVERTISED, IT WAS A FANTASTIC VENUE TO BE ABLE TO HOST A DINNER AND A MEETING THERE, WHERE WE GOT TO EXCHANGE NOTES WITH OUR COMMISSIONERS FROM OTHER PARTS OF CENTRAL NEW JERSEY AND REALIZE DIFFERENT TRANSPORTATION AND OVERLAPPING COMMUNITY NEEDS THAT ARE NOT JUST EXCLUSIVE TO SOMERSET COUNTY, BUT ALSO, YOU KNOW, VARY THROUGHOUT THE REST OF THE CENTRAL NEW JERSEY REGION. DIRECTOR ROBINSON AND I, WE SHOT OUR FIRST PODCAST OVER AT THE HUB AND, YOU KNOW, STAY TUNED. WE DID HAVE A LITTLE CLIP THAT I SAW ON SOCIAL MEDIA, SO IT SHOULD BE RELEASED SHORTLY AND THAT WAS A PRETTY GREAT EXPERIENCE AND I HOPE MANY OTHER MEMBERS OF OUR COMMUNITY CAN SEE THAT AS A HUGE TECH INVESTMENT THAT WAS MADE BY THE COUNTY TO BE USED AND, YOU KNOW, THERE'S VERY MODEST FEES FOR EVERYTHING THAT YOU HAVE TO OFFER AT THE HUB THERE AND WE'RE VERY PROUD OF IT. SO RVCC WE HAD THE FISCAL YEAR 2025 BUDGET MEETING. COMMISSIONER SINGLETERRY AND I SAT IN ON THAT WITH SOME OF OUR OTHER COLLEAGUES, AND IT WAS A VERY POSITIVE PRESENTATION BY PRESIDENT MCDONOUGH AND HIS TEAM. AND JUST FURTHER, JUST RELATIONSHIPS WITH OUR VO-TECH SCHOOL AS WE START TO BUILD WITH THAT INVESTMENT FOR THE $27 MILLION THAT WE'RE ABLE TO BRING [00:15:07] BACK AND, YOU KNOW, HELP REINVEST WITHIN OUR EDUCATION, PARTICULARLY WITHIN BIOTECH AND ALL THOSE AREAS WHERE WE'LL HAVE A 50% INCREASE FOR OUR STUDENT BODY BY THE TIME THAT'S COMPLETED AND IT GIVES THOSE KIDS A GREAT OPPORTUNITY TO BE ABLE TO HAVE AN ASSOCIATE'S DEGREE. WHEN YOU GRADUATE FROM HIGH SCHOOL FOR THEIR ACADEMY PROGRAM, FROM THE VO-TECH SCHOOL AND MANY MORE PROGRAMS THAT ARE JUST GROWING AND WE HAD OUR RIBBON CUTTING FOR THE PENDRY OVER AT NATIRAR AND WHAT THAT ALSO DOES, IT MAKES IT A DOUBLE FOR SOMERSET COUNTY. SO WE'RE VERY EXCITED TO, YOU KNOW, SEE THAT BEING USED AND IT IS THE BEST HOTEL IN NEW JERSEY IN TERMS OF THE PREMIUM QUALITY AND DIRECTOR. I'LL PASS THE BATON OVER. THANK YOU, DEPUTY DIRECTOR SOOY. JUST PIGGYBACKING OFF OF NATIRAR HOTEL. ASK ME IN ABOUT TWO WEEKS, AND I'LL TELL YOU HOW MY STAY WAS. I'M GOING TO TAKE ADVANTAGE OF A STAY THERE AND ENJOY THE AMENITIES MORE, PARTICULARLY THE SPA. WE ALSO, AS YOU CAN SEE, WE'RE DONNING OUR PINK AS WE'RE CLOSING OUT THE MONTH OF OCTOBER FOR BREAST CANCER AWARENESS MONTH, BUT ALSO TO KEEP AT THE FOREFRONT AS WE HAVE NOT HAD RAIN SINCE THE WEEKEND OF OCTOBER 3RD, I BELIEVE THIS IS FIRE PREVENTION AND OR FIRE AWARENESS MONTH, SO KEEP THAT IN MIND. ALSO, I AM EXCITED TO REPORT THAT OUR FIRST ANNUAL VETERANS JOB WELLNESS AND RESOURCE FAIR WAS A SUCCESS. THANK YOU TO ALL THE STAFF WHO PUT IN THE HARD WORK BEHIND THE SCENES. OUR VSO OFFICE WITH PETER NEMEC AND JEANNE O'BRIEN. SHELLEY BELL. BRIAN. WITH FACILITIES, WITH THE AUDIO VISUAL. TYLER BEING THERE, TAKING PICTURES AND THERE'S ONE OTHER PERSON I'M MISSING, PAUL GRZELLA AND I THINK THERE'S ONE MORE KATHLEEN FROM THE ADMINISTRATOR'S OFFICE, BUT NO, WITH ALL THE EMPLOYERS THAT WERE THERE, ALL THE VETERANS THAT WERE THERE TO GET RESOURCES AND INFORMATION TO BETTER HELP THEM TO CONTINUE WITH PRODUCTIVE LIVES, EVEN IN AFTER LEAVING SERVICE. ALSO WE AGAIN, IT WAS MENTIONED THAT WE HAD OUR NEW JERSEY ASSOCIATION OF COUNTIES MEETING FOR CENTRAL JERSEY COUNTIES. HUNTERDON, MIDDLESEX, SOMERSET AND UNION COUNTY, WHICH WE DO AT LEAST TWICE A YEAR FOR THE CENTRAL COUNTIES. BUT WE ALSO HAVE OUR MONTHLY MEETING WHERE WE DO SHARE IDEAS. WE TALK ABOUT DIFFERENT LEGISLATION. HOW CAN WE AS A BLOCK. WHICH IS REPRESENTATION FROM BOTH PARTIES. BEING ABLE TO MOVE THE NEEDLE FORWARD AND CONTINUE GREAT LEADERSHIP FOR THE STATE OF NEW JERSEY. WE TALK ABOUT BEST PRACTICES AND CERTAINLY ONE THING IS ON EVERYBODY'S MIND IS SPENDING THAT ART MONEY AND PREPARING FOR THE 250TH CELEBRATION OF OUR NATION. WE IT WAS ALREADY TALKED ABOUT THE ELECTION COMING UP. VOTE BY MAIL HAS ALREADY BEGUN. EARLY VOTING BEGINS ON SATURDAY THE 26TH. THE POLLS ARE OPEN AT YOUR VOTING CENTERS FROM 10AM TO 8PM AND ON SUNDAY, NOVEMBER 3RD IS 10AM TO 6PM AND FOR THOSE WHO HAVEN'T REQUESTED A MAIL IN BALLOT EARLY IN PERSON, VOTING STARTS SATURDAY AND GOES THROUGH NOVEMBER 3RD. WE HAD THE RED RIBBON WEEK COMING UP. NATIONAL RED RIBBON WEEK STARTS TOMORROW. WE INVITE EVERYONE TO JOIN US IN LEARNING MORE ABOUT THE DANGERS OF SUBSTANCE ABUSE, AND ASK THEM TO PLEDGE TO LIVE SUBSTANCE FREE AND SO, AGAIN, BEING ABLE TO SUPPORT STS WHEN THEY HAD THEIR SPIRIT OF SOMERSET, I DID NOT GET OUTBIDDED ON ONE OF THE GOLF OUTINGS, SO I GOT A TELEPHONE CALL. SO I ACTUALLY WON A FOURSOME AT RARITAN VALLEY GOLF CLUB WITH LUNCH. SO I'LL BE LOOKING FORWARD TO NEXT SEASON TO BE ABLE TO UTILIZE THAT AND THEN I'LL CLOSE WITH DEFINITELY. BERNIE NOVATO LEFT HIS MARK HERE IN SOMERSET COUNTY. EVERYWHERE YOU GO. HIS THUMBPRINT IS THERE. SO WHEN YOU THINK OF DOWNTOWN SOMERVILLE, WHEN YOU THINK ABOUT REDEVELOPMENT, WHEN YOU THINK ABOUT PLANNING IT GOES WITHOUT SAYING. YOU CAN'T DO IT WITHOUT THINKING ABOUT BERNIE. SO AGAIN, OUR HEARTS AND PRAYERS GO OUT TO HIS FAMILY. BUT DEFINITELY HE LEFT HIS MARK AND THE LEGACY LIVES ON AND THE THINGS THAT WE DO HERE IN SOMERSET COUNTY. MISS MARK. ALL RIGHT, WE'LL MOVE RIGHT ALONG. [00:20:03] NEW BUSINESS. RESOLUTION 24-2100. AUTHORIZATION TO RELEASE A PERFORMANCE BOND # B 1149342. IN THE AMOUNT OF $2,903 TO MATSON CONSTRUCTION INCORPORATED.
