[00:00:11]

PROVIDED AS REQUIRED BY LAW.

ADDITIONALLY, THIS MEETING IS BEING DIGITALLY RECORDED AND LIVE STREAMED ON THE SOMERSET COUNTY WEBSITE.

FOR PUBLIC ACCESS PLEASE EMAIL YOUR QUESTIONS TO COUNTY BOARD MEETING AT CO.SOMERSET.NJ.US.

THE PUBLIC MAY PARTICIPATE IN THIS MEETING BY CALLING (908) 231-7075.

DEPUTY DIRECTOR SOOY.

ALL RIGHT. PLEASE RISE FOR THE PLEDGE OF ALLEGIANCE.

I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS, ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL. AND A BRIEF PRAYER FOR EVERYONE AS WE APPROACH THE THANKSGIVING SEASON.

WE ARE VERY GRATEFUL IN SOMERSET COUNTY FOR ALL THOSE WHO ARE LESS FORTUNATE.

WE COME TOGETHER TO MAKE SURE TO PROVIDE THE BEST QUALITY OF LIFE POSSIBLE.

ALL RIGHT. I WOULD LIKE TO WELCOME EVERYONE TO THE NOVEMBER 26TH, 2024 WORK SESSION OF THE SOMERSET COUNTY BOARD OF COMMISSIONERS MEETING.

THE AGENDA AND THESE ITEMS ARE ON FOR DISCUSSION AND WILL BE CONSIDERED AT THE NEXT COMMISSIONERS MEETING ON DECEMBER 10TH, 2024.

NO ACTION WILL BE TAKEN AT THIS MEETING UNLESS THE MEASURE AND ITS ADOPTION ARE NEEDED IN A MANNER NECESSARY TO CONTINUE COUNTY BUSINESS.

ROLL CALL. COMMISSIONER DRAKE, HERE.

COMMISSIONER SINGLETERRY HERE.

COMMISSIONER MARANO HERE.

DEPUTY DIRECTOR SOOY HERE.

DIRECTOR ROBINSON.

AND DIRECTOR ROBINSON HAD A FAMILY EMERGENCY.

SO SENDING OUR PRAYERS.

AND LET'S START IN THE ORDER LISTED HERE WITH COMMISSIONER DRAKE FOR REPORTS.

SURE. THANK YOU.

MIC] AGAIN, ANOTHER STATE AGENCY RELATIVE TO NEW REGULATIONS ON CLIMATE CHANGE.

AND RESPECTING THAT HOUSING ELEVATIONS AND FLOODING.

RULES REGARDING STORMWATER MANAGEMENT.

HOW THOSE ALL COME INTO PLAY.

SO THAT WAS A CHALLENGE.

MIC] AND THEN JUST TWO SMALLER OTHER ISSUES.

THE SOMERSET COUNTY PARK COMMISSION GREEN OAK GOLF COURSE WILL BE CLOSING ON DECEMBER 15TH TO GOLFERS.

AND THEN THE FROM DECEMBER 6TH THROUGH DECEMBER 29TH AT THE EEC FROM 9 A.M.

TO 4:30 P.M..

IT'S REALLY INTENDED TO BE FUN FOR THE WHOLE FAMILY.

IT'S AN INDOOR EVENT. THERE'S A MULTI-ROOM DISPLAY OF OVER 40 DECORATED TREES WITH A WIDE VARIETY OF THEMES.

ALSO, THE BUILDING IS ADA ACCESSIBLE.

[00:05:05]

SO ONE OF THE THINGS WE'RE VOTING ON TONIGHT IS TO APPROVE A CONTRACT TO PROVIDE PUBLIC HEALTH SERVICES FOR MIDDLESEX BOROUGH.

SO I THINK THAT SPEAKS WELL OF OUR PUBLIC HEALTH DEPARTMENT THE FACT THAT TOWNS AND OTHER COUNTIES ARE INTERESTED IN CONTRACTING WITH US.

SO I THINK THAT'S THAT'S GOOD NEWS.

ALSO, THE DEPARTMENT OF PUBLIC HEALTH, OUR DEPARTMENT OF PUBLIC HEALTH LAUNCHED A VACCINE PROGRAM TO VACCINATE SCHOOL KIDS GOING INTO THE DIFFERENT SCHOOL DISTRICTS. I UNDERSTAND THAT AS OF FRIDAY, WE'VE VACCINATED ABOUT 165 KIDS.

SO THAT'S BEEN A VERY USEFUL PROGRAM SERVING ITS INTENDED PURPOSE.

LAST NIGHT I ATTENDED THE SOMERSET COUNTY VO-TECH BOARD MEETING.

THEY HAD THEIR THEIR AUDIT REPORT.

THE AUDITOR WAS THERE, THEY'RE IN COMPLIANCE WITH EVERYTHING.

THEY'VE GOT A HEALTHY SURPLUS.

SO FINANCIALLY THEY'RE IN GOOD SHAPE.

AND LET'S SEE I THOUGHT PAUL WOULD BE HAPPY TO HEAR THIS.

SUSTAINABLE JERSEY FOR SCHOOLS PRESENTED SOMERSET COUNTY VO-TECH WITH A BRONZE CERTIFICATION FOR SUSTAINABILITY.

SO I KNOW THAT'S SOMETHING THEY HAVE SOMETHING SIMILAR FOR MUNICIPALITIES THAT GET CERTAIN CERTIFICATIONS FOR SUSTAINABILITY INITIATIVES. SO IT LOOKS LIKE THE VO-TECH SCHOOL HAS DONE SOMETHING SIMILAR AND IS BEING RECOGNIZED FOR COMPLIANT, COMPLYING WITH BEST PRACTICES FOR ENVIRONMENTAL AND SUSTAINABILITY ISSUES. SO I WAS GLAD TO HEAR THAT.

AND THAT IS MY REPORT.

HOPE EVERYONE HAS A GREAT THANKSGIVING.

HAD A CHANCE TO GET DOWN TO THE LEAGUE OF MUNICIPALITIES TOO AND ATTEND SOME SEMINARS AND LEGISLATIVE UPDATES ON TAX LAWS.

THE STATE [INAUDIBLE] FARMLAND UPDATES, OUR 250TH ANNIVERSARY PLANNING UPDATE SEMINAR, INCORPORATING EVS INTO OUR FLEETS, AND OF COURSE HAD A CHANCE TO GO ON THE TRADE SHOW FLOOR, WHICH WE JUST RECENTLY PASSED A RESOLUTION TO PUT UP AN RFP FOR SOME STORMWATER WORK. SO IT WAS VERY INTERESTING.

AND TO SEE ORGANIC CLEANSERS FOR SOME OF OUR DEGREASERS ON OUR TRUCKS.

DID YOU TEST IT YET, MARCIA? NOT YET. OH, COME ON, I'LL HAVE IT TO YOU TOMORROW.

YES. I'M EXCITED.

BUT IT WAS VERY, VERY GOOD.

IT'S ALWAYS VERY ENLIGHTENING.

AND WE DO MAKE A LOT OF CONNECTIONS DOWN THERE WITH OTHER ELECTED OFFICIALS AND GOVERNMENT WORKERS.

ALSO HAD AN OPPORTUNITY TO ATTEND THE SOMERSET COUNTY AGRICULTURAL BOARD ANNUAL MEETING AND DINNER AT SUDAN FARMS. RICK SUDAN HOSTED AND THANKS TO HIM, AND IT WAS VERY WELL ATTENDED.

WE ACTUALLY HEARD FROM THE SECRETARY OF AGRICULTURE WHO CAME TO SPEAK AS WELL.

COMING UP IS SMALL BUSINESS SATURDAY.

I WANT TO ENCOURAGE EVERYBODY TO REMEMBER YOUR SMALL BUSINESSES WHEN YOU DO YOUR SHOPPING.

AMAZON DOESN'T NEED YOUR MONEY.

THEY REALLY DON'T. BUT THESE LITTLE MOM AND POPS DO.

SO PLEASE SUPPORT THEM BECAUSE IT'S GOOD FOR THE HEALTH OF ALL OF US TO HAVE A HEALTHY BUSINESS COMMUNITY.

JUST SOME HIGHLIGHTS FROM OUR ENGINEERING DEPARTMENT.

VERY EXCITED. TODAY IS THE FIRST DAY THAT RIVER ROAD AND HILLSBOROUGH REOPENED.

IT'S BEEN CLOSED FOR SEVERAL MONTHS NOW.

SINCE MARCH, I BELIEVE.

625 LINEAR FEET OF ROADWAY IMPROVEMENTS.

THEY WIDENED THE ROAD FROM 22FT TO 28FT.

AND THEY ALSO PUT IN A RETAINING WALL.

AND THIS WILL PREVENT THE EROSION THAT CONTINUES TO HAPPEN ON THAT ROAD.

SO A VERY PROACTIVE PROJECT.

IT'S BEEN IN THE WORKS FOR QUITE SOME TIME WITH THE PLANNING.

AND GOOD TO SAY THAT TODAY WAS THE FIRST DAY THAT THE ROAD REOPENED.

SO GOOD JOB FROM ENGINEERING AND THE TEAMS THAT THEY HAVE COME WITH TO DO THAT CONTRACT WORK.

WE'RE ALSO MOVING ALONG FOR EASTON AVENUE.

THAT PROJECT IS A FEDERALLY FUNDED PROJECT.

NOTHING'S GOING TO HAPPEN.

NO SHOVELS ON THE GROUND WITH, YOU KNOW, TOMORROW OR ANYTHING.

THIS IS A LONG TERM PLANNING APPROACH, AND WE'RE JUST STILL COLLECTING INFORMATION FROM STAKEHOLDERS ON THE IMPROVEMENTS TO THAT ROADWAY.

SOMERSET STREET IN NORTH PLAINFIELD.

DOUG, HOW HAPPY ARE YOU? THE BRIDGE PROJECT IS OPEN 77 DAYS EARLY.

WE CAN GET DOWN SOMERSET STREET TO DO OUR SMALL BUSINESS SHOPPING ON SATURDAY.

I FOR ONE AM VERY HAPPY BECAUSE I COMMUTE THAT WAY.

SO EXCELLENT JOB BY THE TEAM GETTING A PROJECT DONE EARLY ON SUCH A HEAVILY TRAFFICKED ROAD RIGHT OFF OF 22.

AMAZING WORK. THANK YOU FOR ALL YOU GUYS ARE DOING.

AND LASTLY, WE HAD A BRIDGE IN THE BRANCHBURG HILLSBOROUGH CONNECTION THERE WOODFERN ROAD THAT WAS JUST COMPLETED AS WELL.

SOME TREE DAMAGE CAME DOWN IN ONE OF THE STORMS, SO THAT'S BEEN REPAIRED AND COMPLETED SO WE CAN GET EASIER ACCESS TO GET HOME FOR THE HOLIDAYS.

PUBLIC WORKS. WE HAD OUR HOUSEHOLD HAZARDOUS WASTE EVENT ON OCTOBER 19TH.

763 VEHICLES KEPT OUT 52,150 POUNDS OF HAZARDOUS WASTE FROM OUR LANDFILLS.

[00:10:07]

SO THANK YOU, MELISSA AND YOUR CREW FOR ALL YOUR WORK THERE.

AND OUR SHREDDING EVENT HAD 709 CARS.

SO THAT IS THE LAST SHRED SHREDDING EVENT FOR THE SEASON.

THE NEXT ONE WILL NOT TAKE PLACE UNTIL PROBABLY Q2 OF 25.

AND THAT CONCLUDES MY REPORT.

AND I TOO WENT TO THE LEAGUE OF MUNICIPALITIES, IF YOU HAVEN'T HEARD ABOUT THAT.

SOME OF THE TOPICS THAT REALLY STOOD OUT TO ME, THIS BIG SCARY THING CALLED AI, IF YOU'VE USED GOOGLE, YOU'VE USED AI.

THAT WAS THE FIRST FORM OF IT.

SO IT IS A TOOL, NOT AS SOMETHING THAT WE'RE SEEKING TO USE AS REPLACEMENTS, AND WE GREATLY APPRECIATE OUR WORKFORCE, BUT IT CAN DEFINITELY MAKE THOSE MUNDANE TASKS A LOT EASIER, ESPECIALLY WITH ALL THE RECORDS THAT WE KEEP.

SO THINGS TO KEEP IN MIND FOR THE FUTURE OF COUNTY GOVERNMENT.

AND, YOU KNOW, AS WE EVOLVE ALONGSIDE OF THE PRIVATE SECTOR.

AND I TOO LIKE SEEING ALL THE EV TRUCKS ON THE FLOOR.

SO AND FOR, FOR EVERYTHING THAT REALLY MAKES OUR WORLD RUN, WHETHER IT'S RECYCLING AND ALL EVERYTHING TO DO WITH OUR PUBLIC WORKS DEPARTMENT.

THOSE BIG TRUCKS THAT KEEP EVERYTHING CLEAN, THERE'S EV OPTIONS FOR ALL OF THOSE.

AND THOSE ACTUALLY TAKE WAY MORE ENERGY AND TYPICALLY FUEL.

SO IT'S GREAT TO SEE THOSE ALTERNATIVES.

UNDER COMMUNICATIONS, ACTUALLY, BEFORE WE MOVE TO COMMUNICATIONS, WE DID HAVE A BUSINESS PARTNERSHIP MEETING TODAY TOO, AND WE HAD PRESIDENT MCDONOUGH.

AND SOME OF OUR BOARD MEMBERS FROM THE COLLEGE, AND WHAT THEY'RE DOING IS THEY'RE TAKING A BIT OF A LISTENING TOUR TO HEAR WHAT DIFFERENT MEMBERS OF OUR COMMUNITY WANT.

SO AS WE START TO, YOU KNOW, GROW OUR COLLEGE, OUR RANKINGS ARE PHENOMENAL.

BUT HOW DO WE GET MORE STUDENTS TO REALLY KEEP BUYING IN AND SAY, THIS IS A GREAT ALTERNATIVE TO A FOUR YEAR SCHOOL? AND WITH PRICES INCREASING ON THE PRIVATE SIDE, PEOPLE ARE STARTING TO SAY, HEY, MAYBE I SHOULD LOOK AT RARITAN VALLEY COMMUNITY COLLEGE BETWEEN HUNTERDON, SOMERSET COUNTY AND PEOPLE COMMUTING IN FOR ONE OF THE BEST COMMUNITY COLLEGES.

AND WHAT'S NICE IS THAT THEY'RE ASKING OUR BUSINESS COMMUNITY, AS THAT'S THE PIPELINE FOR THEIR WORKFORCE.

SO WHETHER IT WAS, YOU KNOW, VAN CLEEF ENGINEERING, WHO RECEIVES PIPELINES OF THEIR INTERNS COMING FROM THERE, OR DIFFERENT LAW FIRMS AND MEMBERS THAT SERVE ON OUR BOARD, WE REALLY SEE THE THE IMPACT OF THE SOMERSET COUNTY BUSINESS PARTNERSHIP IN FULL EFFECT, BECAUSE WE'RE SEEING THE PIPELINE FROM THE, YOU KNOW, OUR EDUCATION PARTNERS AND, YOU KNOW, STRAIGHT TO OUR WORKFORCE DEVELOPMENT AND THE PRIVATE SECTOR EMPLOYEES THAT ARE JUST VERY HAPPY WITH THE HIGH QUALITY EDUCATION BECAUSE THESE KIDS, THEY'RE THEY'RE BRIGHT, THEY'RE EAGER.

AND THAT'S EXACTLY WHAT EVERYONE IS LOOKING FOR.

AND IT'S VERY HARD TO FIND.

SO KUDOS TO THEM.

AND THANK YOU FOR LISTENING.

MOVING ON TO COMMUNICATIONS.

MONMOUTH COUNTY BOARD OF COMMISSIONERS RESOLUTION URGING THE STATE OF NEW JERSEY TO REJECT, TO REJECT THE ADOPTION OF THE PROPOSED PROTECTING AGAINST CLIMATE THREAT PACT, RESILIENT ENVIRONMENTS AND LANDSCAPE REAL RULES.

MOVING ON TO OPEN SPACE ACQUISITIONS.

DO WE HAVE TOM BOCCINO? RESOLUTION 24-2300 AUTHORIZING THE PURCHASE OF REAL PROPERTY KNOWN AS BLOCK 174, LOT 170, IN THE TOWNSHIP OF HILLSBORO, OWNED BY DENNIS J. SALISKI AND CONSTANCE KANE, TOTAL ACQUISITION COSTS NOT TO EXCEED $210,000.

WE HAVE THE MAP.

SO THIS IS ABOUT 5.01 ACRES, IT'S HIGHLIGHTED IN THE YELLOW CROSSHATCH ON THE MAP THERE.

ALL OF THE DARK GREEN IS LAND, THAT'S PART OF THE SOURLAND MOUNTAIN PRESERVE THAT'S OWNED BY THE COUNTY AS OPEN SPACE.

YOU'LL SEE THAT THE LOT IN THE INSET, IT'S ADJACENT TO LAND THAT WE ALREADY OWN.

THE LOT IS VACANT, WOODED, HAS SECTION OF A TRIBUTARY TO THE ROCK BROOK TRAVERSING IT.

AND THE BENEFITS OF THIS ARE PRESERVING THE WOODED CHARACTER AND HABITAT OF THE AREA.

THE IDEA IS TO KEEP THE SOURLAND MOUNTAIN AS WOODED AND CONTIGUOUSLY WOODED AS POSSIBLE, TO BENEFIT THE MIGRATORY BIRDS AND THE FLORA AND FAUNA THAT RELY ON THAT CONTIGUOUS WOODLAND.

JUST CONTINUING TO FILL IN THE SOURLAND MOUNTAIN PRESERVE WITH SMALL PARCELS WHERE WE CAN GET THEM.

IT'S ALSO HELPING TO PROTECT THE STREAM, CREATING BUFFERS ALONG THAT TRIBUTARY.

[00:15:02]

IT ALSO HELPS CREATE SOME BUFFERS BETWEEN THE PARK LAND AND SOME OF THE ADJACENT SMALLER RESIDENCES IN THE AREA.

THE MORE BUFFER WE CAN HAVE OF NATURAL AREA, I THINK THAT WORKS WELL FOR EVERYBODY.

IT'S A VERY GOOD DEAL.

OKAY. ALL RIGHT. THANK YOU SO MUCH.
