[*A portion of this video is without audio*]

[00:07:45]

ALL RIGHT, DIRECTOR. THANK YOU. SO IT'S BEEN A BUSY COUPLE OF WEEKS SINCE THE LAST MEETING.

I ATTENDED THE THIRD ANNUAL MIDDLEBROOK SYMPOSIUM HOSTED BY THE HERITAGE TRAIL ASSOCIATION.

IT WAS A SELLOUT CROWD AND THEY HAD DIGITAL VIEWERSHIP AS WELL, SO IT WAS AWESOME TO GIVE AN UPDATE ON SOMERSET COUNTY'S FIVE POINT PLAN AS WE PREPARE FOR THE 250TH ANNIVERSARY. AND I GOT TO SAY, PEOPLE WERE VERY WELL RECEIVED AND I GOT SO MANY COMPLIMENTS ON BEHALF OF WHAT SOMERSET COUNTY IS DOING.

AND SORRY TO THROW OTHER COUNTIES UNDER THE BUS, BUT I GOT A LOT OF MY COUNTY FILL IN THE BLANK IS DOING NOTHING AND YOU GUYS ARE AMAZING.

SO KUDOS TO EVERYBODY WHO'S MAKING THAT HAPPEN HERE ON OUR TEAM.

I ALSO WENT TO THE ALTERNATIVE INK GALA WITH COMMISSIONERS DRAKE AND SINGLETERRY, AND WE RECEIVED THIS LOVELY AWARD TO THE SOMERSET COUNTY BOARD OF COMMISSIONERS FOR OUTSTANDING SERVICE AND PHILANTHROPY TO THAT ORGANIZATION.

SO IT WAS A LOVELY EVENT. WE WERE VERY HONORED TO RECEIVE THE AWARD.

I'LL LEAVE IT IN THE COMMISSIONER'S OFFICE SO THAT THE CLERK CAN TAKE CARE OF PLACING THAT SOMEWHERE FOR US.

ALSO HAD A CHANCE TO WALK IN THE SAINT PATRICK'S DAY PARADE WITH COMMISSIONER SOOY AND COMMISSIONER DRAKE.

WE HAD A GREAT TIME. IT WAS BEAUTIFUL WEATHER AND JUST THE VIBE WAS SO POSITIVE THIS YEAR, EVERYBODY WAS JUST OUT AND READY TO ENJOY THE DAY.

SO GREAT JOB BY SOMERVILLE BOROUGH. ALSO ATTENDED THE INTERFAITH SERVICE THE SAME EVENING AT THE MASJID AL ALI MOSQUE IN FRANKLIN AS PART OF THEIR RAMADAN MONTH CONTINUES, THAT WAS A BEAUTIFUL EVENT.

ALSO GOT A CHANCE TO GO TO THE GOVERNOR'S MANSION TO CELEBRATE WOMEN'S HISTORY MONTH ALONG WITH OTHER NOTABLE WOMEN IN THE STATE OF NEW JERSEY , INCLUDING HIS MAJORITY FEMALE CABINET. SO THAT WAS A WONDERFUL THING THAT THE GOVERNOR AND FIRST LADY HOSTED.

AND LASTLY, AND NO OFFENSE TO THE GOVERNOR AND FIRST LADY, BUT THE HIGHLIGHT WAS THE AG DAY CELEBRATION AT AN ELEMENTARY SCHOOL IN FRANKLIN TOWNSHIP, WHERE OUR ONLY DAIRY FARMERS IN SOMERSET COUNTY,

[00:10:08]

MATT AND ERICA PUSCAS, BROUGHT AN 11 DAY OLD CALF, WHICH THEY SOUND LIKE THEY'RE SO CUTE AND CUDDLY.

I THINK IT WAS BORN AT 80 POUNDS, AND I THOUGHT ABOUT HOW HARD IT WAS TO DELIVER AN 8 POUNDER.

I CAN'T EVEN IMAGINE AN 80 POUNDER, BUT IT WAS THE MOST ADORABLE THING AND THE KIDS JUST LOVED THIS CALF.

AND SO HATS OFF TO THE WHOLE TEAM., PIO, KATE KATZER AND THE AG TEAM, MATT, YOU AND ALL THE PLANNING DIVISION THERE.

SO IT REALLY WAS A FUN DAY. SO A GREAT DAY AT THE FRANKLIN ELEMENTARY SCHOOL.

I THINK IT WAS THE WHAT'S THE SCHOOL ON JFK BOULEVARD YEAH. SO THE KIDS, THE KIDS WERE JUST SO ADORABLE.

GETTING BACK TO OTHER THINGS, PUBLIC WORKS. WE HAD A SHREDDING EVENT FIRST SATURDAY OF THIS MONTH 1,884 CARS.

SO THAT WAS A MAX OUT FOR SHREDDING AS EVERYBODY GETS THEIR TAX WORK READY.

THE LIBRARY COMMISSION MET, THEY INTRODUCED THEIR BUDGET.

THEY'RE PROBABLY LOOKING AT SOMEWHERE AROUND A 3% INCREASE IN THEIR THEIR LEVY, MOSTLY DUE TO SALARY INCREASES.

AND THEY HAD A 12% INCREASE IN THEIR HEALTH BENEFIT COSTS.

SO THAT'S DRIVING A LOT OF THAT INCREASE. THEY UNVEILED THEIR NEW WEBSITE, SO IF YOU GET A CHANCE TO TAKE A LOOK AT THAT IT IS EXCITING.

AND THEY CONTINUE TO SEARCH FOR A NEW ADMINISTRATOR.

AS YOU KNOW, THE ADMINISTRATOR BRIAN AUGER, IS RETIRING IN JULY.

THEY HAVE OVER 30 APPLICANTS ALREADY READY THAT HAVE BEEN POOLED FROM THE WHOLE UNITED STATES.

THE FINAL INTERVIEW TARGET IS FOR EARLY MAY SO THAT SOMEONE CAN HOPEFULLY JOB SHADOW BRIAN BEFORE HE DEPARTS IN JULY.

THE LGBTQ ADVISORY BOARD MET, THEY ARE IN THE PROCESS OF DEVELOPING A RESOURCE LIST FOR THE LGBTQ+ COMMUNITY, HEALTH CARE, ENTERTAINMENT, ECONOMIC DEVELOPMENT.

ET CETERA. SO THAT SHOULD BE SOMETHING VERY FRUITFUL, THAT AND PRODUCTIVE THAT COMES OUT OF THAT BOARD.

THEY'RE ALSO PARTNERING WITH THE DOWNTOWN SOMERVILLE ALLIANCE FOR THE PRIDE CELEBRATION IN JUNE.

SO RATHER THAN HAVE A SEPARATE EVENT IN A PARK, DO A CO-CELEBRATION WITH DGSA AND OUR OPEN SPACE ADVISORY BOARD MET, I'M GOING TO DO A HAPPY DANCE BECAUSE I LOVE WHEN TOM BOCCINO'S ON THE AGENDA.

HE HAS DONE A FABULOUS JOB WITH AN ACQUISITION THAT HAS TAKEN 20 YEARS.

YEAH. SO THIS IS VERY EXCITING. AND I'LL LET HIM DISCUSS MORE ABOUT THAT AS WE MOVE ON.

AND THAT CONCLUDES MY REPORT. THANK YOU. SORRY.

EXCUSED. OKAY. NO. OKAY. NO. NO WORRIES. THANKS.

I WAS LOOKING AT THE AGENDA, I SAYS OKAY. SARA.

I'M GLAD TO TAKE OVER THE REINS SARA. SO NO, CERTAINLY FEEL BETTER.

SO LAST FRIDAY, I ATTENDED A CLIMATE CHANGE CONFERENCE AT RUTGERS, AND IT WAS AN INCREDIBLE OPPORTUNITY TO SIT AND MEET AND TALK TO OTHER PEOPLE ABOUT CLIMATE CHANGE ISSUES. YOU KNOW, BUT I THINK WHAT BROUGHT IT ALL TO LIGHT IS THE RESEARCH THAT'S ONGOING, BOTH AT RUTGERS AND ACROSS THE COUNTRY WITH REGARD TO CLIMATE CHANGE, YOU KNOW, IT'S HARD TO COMPREHEND A SEA LEVEL CHANGE IN NEW JERSEY OF BETWEEN 2 AND 5FT. AND WHETHER YOU TALK ABOUT IT IN THE NEXT 50 YEARS OR THE NEXT HUNDRED YEARS, IT'S STILL PRETTY SIGNIFICANT WHEN YOU CONSIDER THAT MUCH OF THE JERSEY SHORE IS AT ELEVATION ONE AND TWO. SO, YOU KNOW, DO THE MATH.

BUT YOU KNOW, I THINK THERE WAS ALSO AN AGREEMENT THAT OUR WEATHER PATTERNS ARE CHANGING.

AND AGAIN, NOT TO BE A DEBBIE DOWNER, BUT LOOK, WE CAN ALL LOOK FORWARD TO HOTTER SUMMERS AND MORE FREQUENT AND SEVERE STORMS. SO THAT'S A BIT OF, YOU KNOW, STARTLING NEWS, BUT NEVERTHELESS I'LL BRING IT BACK TO A LIGHTER SIDE.

I DID SPEND IN ADVANCE OF NATIONAL AG DAY. I SPENT A GOOD DAY AT MIDDLEBUSH FARM.

I WANT TO THANK KATE KATZER FOR ORGANIZING IT, AS WELL AS SIENA AND TAYLOR AND AND MATT LOPER FOR ALL THE WORK SUPPORTING THAT EFFORT. THERE WAS A THERE'S A GREAT VIDEO YOU MIGHT WANT TO WATCH IT ON, ON ON OUR WEBSITE.

IT WAS ALL ABOUT THE MIDDLEBUSH FARM AND THE DAIRY OPERATION.

I'M TRYING TO PROMOTE IT TO GO VIRAL RIGHT NOW RIGHT NOW, IT HAS ABOUT 250 VIEWS, SO I'M HOPING I CAN BREAK 500 ON THAT.

BUT IT WAS DEFINITELY SOMETHING THAT YOU KNOW, JUST BEING THERE, BEING PART OF THAT WHOLE OPERATION, SEEING HOW, YOU KNOW, CERTAINLY HOW DIFFICULT, BUT HOW ENTHRALLED YOU KNOW, THRILLING IT IS FOR JUST LOOKING AT THE OPERATION AS BEING

[00:15:04]

OUR LAST DAIRY FARM IN SOMERSET COUNTY AND HOW IMPORTANT IT IS THAT WE MAINTAIN AGRICULTURE IN SOMERSET COUNTY.

BUT, YOU KNOW, I CHARACTERIZED IT YOU KNOW, IT'S CERTAINLY A IT'S A, YOU KNOW, A WORK OF LOVE THAT THEY, YOU KNOW, EVERY DAY THEY WAKE UP AT 5:30 IN THE MORNING TO MILK THE COWS.

AND THEN AT 4:00 IN THE AFTERNOON, THEY'RE MILKING THE COWS 24 /7 .

THE COWS, YOU KNOW, 60 OR MORE, GET MILKED EVERY DAY.

THEY PRODUCE OVER 500 GALLONS OF MILK EACH DAY.

AND, YOU KNOW, IT JUST IS SOMETHING THAT WE ALL, YOU KNOW, SOMETIMES TAKE FOR GRANTED WHEN YOU GO TO THE 7-ELEVEN OR THE GROCERY STORE AND YOU BUY A GALLON OF MILK. AND WHERE DOES IT COME FROM? WELL, IT'S COMING IN THIS CASE, A LOT OF THE CHEESE AND YOGURT THAT'S MADE FROM THIS MILK IS MADE PROCESSED RIGHT IN PERTH AMBOY. SO GOOD STUFF.

AND THEN I'LL JUST I'LL CONCLUDE WITH I WAS AT SAINT BALDRICK'S CELEBRATION ON SATURDAY.

I WANT TO COMMEND THE NORTH PLAINFIELD FIRE DEPARTMENT.

THIS IS THE 17TH YEAR THEY'VE HOSTED SAINT BALDRICK'S.

AND IF YOU CAN SEE FROM MY BEAUTIFUL HAIRCUT IT IS IT'S REALLY ABOUT SHAVING YOUR HEAD, BUT REALLY TO RESEMBLE OR TO BE PART OF THE UNDERSTANDING OF RESEARCH FOR CHILDHOOD CANCER. THEY RAISED OVER $60,000 THIS YEAR ALONE.

SEVERAL PEOPLE HAD INCREDIBLE NUMBERS, DIFFERENT AWARDS.

BUT AGAIN, EVERY YEAR THE RESEARCH IS USED TO HELP SUPPORT RESEARCH OR THE MONEY IS USED TO HELP SUPPORT RESEARCH IN CHILDHOOD CANCER.

SO AS WE LOOK AT YOU KNOW, THIS YEAR AND OTHERS THEY NOT ONLY ARE PARTICIPANTS WHO HAVE HAD PEOPLE EITHER IN THEIR FAMILIES THAT WERE AFFECTED BY CANCER, BOTH CHILDHOOD CANCER AND OTHER CANCERS, BUT ALSO JUST PEOPLE WHOSE FAMILIES ARE ASSOCIATED WITH CANCER.

AND SO YOU KNOW, I THINK AS WE LOOK AHEAD AND WE LOOK AT THE RESEARCH THAT IS NECESSARY FOR CANCER AND OTHER OTHER DISEASES ORGANIZATIONS LIKE SAINT BALDRICK'S REALLY BRINGS IT HOME AND STARTS IT OFF.

AND JUST A SHORT, I GUESS IT ALL STARTED, THE HISTORY STARTED FROM I GUESS THERE WERE FIVE ACCOUNTANTS OR LAWYERS AND THEY THEY DARED EACH OTHER TO SHAVE EACH OTHER'S HEADS.

AND THEY THEN REALIZED THEY SAID, WELL, IF WE'RE GOING TO SHAVE MY HEAD, I'LL RAISE MONEY, BUT WHERE DO I GIVE IT TO? AND THEY CREATED THE SAINT BALDRICK'S FOUNDATION AS AN ORGANIZATION, AS A NONPROFIT TO TO GIVE TO CHARITABLE CONTRIBUTIONS.

AND IT BECAME A, YOU KNOW, A GENERATION FOR CHILDHOOD CANCER.

SO THAT'S THE HISTORY OF SAINT BALDRICK'S. AND HOPEFULLY MY HAIR WILL BE GROWN BACK SOON.

ALL RIGHT. THANK YOU. THANK YOU. SO PAUL GRZELLA HAS GIVEN ME A FEW THINGS HERE TO WORK THROUGH.

SO AS SHANEL MENTIONED, THE 2025 SUMMER YOUTH WORK EXPERIENCE PROGRAM APPLICATIONS WERE RECENTLY RELEASED.

THIS IS BASICALLY AN OPPORTUNITY FOR A PAID INTERNSHIP FOR PEOPLE AGES 16 TO 24.

APPLICATIONS FOR THE YOUTH ARE DUE ON MAY 12TH, AND APPLICATIONS FOR INTERESTED EMPLOYERS ARE DUE ON APRIL 8TH. AND LET'S SEE, A JOINT INITIATIVE FROM THE GREATER RARITAN WORKFORCE DEVELOPMENT BOARD AND THE NEW JERSEY MANUFACTURING EXTENSION PROGRAM. THIS IS A MANUFACTURING TRAINING PROGRAM DESIGNED FOR DISLOCATED WORKERS AND UNDEREMPLOYED INDIVIDUALS RESIDENTS OF HUNTINGTON, SOMERSET COUNTY TO GET AN OSHA TEN CERTIFICATE IN SAFETY STANDARDS AND RECEIVE A CERTIFICATION FOR CERTIFIED MANUFACTURING ASSOCIATE IN FUNDAMENTAL PRODUCTION KNOW HOW.

THIS IS A 12 HOUR OSHA ONLINE CLASS AND A 25 TO 30 HOUR ONLINE TRAINING PROGRAM.

LET'S SEE HERE. THERE IS GOING TO BE A PROGRAM ORIENTATION ON WEDNESDAY, APRIL 2ND, APRIL 16TH, APRIL 23RD, AND MAY 7TH. IF YOU HAVE ANY QUESTIONS, YOU CAN CALL (908) 203-6047.

AND RVCC HAS AN ASEPTIC MANUFACTURING PROGRAM CERTIFICATION PROGRAM.

IT'S AN IN-PERSON EVENING CLASS, 15 HOURS OF EXTENSIVE TRAINING.

IF YOU'RE INTERESTED IN PHARMACEUTICAL MANUFACTURING THERE'S A BASE COST OF $695, BUT THERE IS THERE ARE SCHOLARSHIPS AVAILABLE FOR SOMERSET COUNTY RESIDENTS, AND THE PROGRAM IS FROM APRIL 7TH THROUGH THE 11TH.

AND THE COUNTY'S DEPARTMENT OF HEALTH HAS COMPLETED ITS THREE YEAR STRATEGIC PLAN.

THE PLAN WAS ACTUALLY COMPLETED IN NOVEMBER OF 2024 HOWEVER, WITH COMMENTS, PUBLIC COMMENTS,

[00:20:05]

THE FINAL DOCUMENTATION HAS BEEN COMPLETED, YOU CAN VIEW IT ONLINE.

IT FOCUSES ON ENHANCING HEALTH EQUITY, ELEVATING STAFF ENGAGEMENT, IMPROVING THE DEPARTMENT'S OPERATIONAL EFFICIENCY, AND SECURING THE LONG TERM VIABILITY OF THE DEPARTMENT AND ITS PROGRAMS. OUR DEPARTMENT OF HEALTH IS ACCREDITED BY THE PUBLIC HEALTH ACCREDITATION BOARD, AND HAVING THIS STRATEGIC PLAN IS PART OF THAT ACCREDITATION PROCESS.

SO CONGRATULATIONS TO OUR DEPARTMENT OF HEALTH.

AND THAT'S MY REPORT. THANK YOU.

YEP.

OKAY. RESOLUTION 2 5-700 AUTHORIZING THE PURCHASE OF REAL PROPERTY KNOWN AS BLOCK 9 PORTION OF LOT 2.04, IN FRANKLIN TOWNSHIP, OWNED BY MARCUS KNOWLTON.

TOTAL ACQUISITION COSTS NOT TO EXCEED $669,900.

THIS IS A PIECE OF PROPERTY THAT IS IN THE CENTER OF LAND THAT'S CURRENTLY OWNED BY THE COUNTY.

WORK YOUR MAGIC IT'S LOCATED ON CANAL ROAD IN THE SOUTHERN PORTION OF FRANKLIN TOWNSHIP.

AND IT CURRENTLY IS IMPROVED WITH A RESIDENCE STORAGE BARN AND AND A SWIMMING POOL IN THE CENTER OF THE PROPERTY. THE COUNTY IS PROPOSING TO ACQUIRE 23.5 ACRES OF THAT PROPERTY, SUBDIVIDING OUT THE HOUSE ON 9 ACRES. SO THE COUNTY WOULD JUST BE ACQUIRING THE THE UNDEVELOPED, WOODED AND PARTIALLY FARMED PORTION OF THE PROPERTY.

AS COMMISSIONER MARANO SAID, THIS ONE WAS A LONG TIME COMING.

WE STARTED NEGOTIATING WITH THIS PROPERTY OWNER IN 2000.

SO IT'S BEEN 25 YEARS. SO HE WAS HE WAS A CHALLENGE, BUT HE WE WE PURCHASED PROPERTY ACROSS OLD GEORGETOWN ROAD FROM HIM SEVERAL YEARS AGO, AND HE HAS AGREED NOW TO SELL THIS PORTION OF THE PROPERTY AS WELL.

SO WE'RE PRETTY EXCITED TO KIND OF START CLOSING IN THAT LITTLE GAP.

COULD YOU SCROLL UP JUST A LITTLE, PLEASE? RIGHT.

SO YOU CAN KIND OF SEE HOW IT ALL FITS IN AND KIND OF MAKES ALL THE CONNECTIONS THERE.

WE CALL IT OUR THREE LEGGED DOG. LOOKS A LITTLE ODD, BUT BUT ONCE THAT'S ALL KIND OF COLORED GREEN, YOU'LL SEE HOW IT ALL COMES TOGETHER. SO THAT PRESERVES BASICALLY ALL OF THE VACANT LAND IN THAT PARTICULAR AREA.

THE REST ARE RESIDENTIALLY DEVELOPED LOTS. IT'S REALLY GREAT.

IT'S PRESERVING MORE WOODLAND. IT'S PROVIDING MORE ACCESS TO THE ROADS BETWEEN OUR OPEN SPACE AND THE ROADS.

IT'S CONNECTING OUR OPEN SPACE PIECES. IT BASICALLY CHECKS ALL THE BOXES OF WHAT WE'RE TRYING TO DO.

WE CHOSE NOT TO ACQUIRE THE ENTIRE PROPERTY BECAUSE THERE'S SOME QUESTION ABOUT WHETHER THE RESIDENCE IS HISTORIC.

AND SO WE FELT IT BEST THAT THE OWNER RETAIN THAT, AND HE WAS AMENABLE TO THAT, SO HE WILL TRY AND SELL THE PROPERTY, THAT PROPERTY SEPARATELY AND HOPEFULLY FIND SOMEBODY THAT MIGHT WANT TO DO SOME RESTORATION ON THE HOUSE.

SO ALWAYS FEEL GOOD WHEN WE'RE DOING SOMETHING IN SOUTHERN FRANKLIN.

IT'S THIS THE MILLSTONE VALLEY HAS BEEN KIND OF A SLOW START FOR US, BUT WE'VE BEEN DOING REALLY WELL.

MR. KNOWLTON OBVIOUSLY WAS A HUGE CONTRIBUTOR TO THAT, SO WE'RE VERY THANKFUL FOR THAT.

AND YEAH, THE PURCHASE PRICE WAS $638,000 FOR APPROXIMATELY 23.5 ACRES.

THANK YOU.

MIC] COMMISSIONER DRAKE. YES. COMMISSIONER SINGLETERRY. YES. COMMISSIONER SOOY.

DEPUTY DIRECTOR MARANO. DIRECTOR ROBINSON.

THERE WERE SEVEN BIDS ON THIS PROJECT, AND THE ESTIMATE WAS $8,130,269.

SO IT CAME IN ABOUT 10% BELOW ESTIMATE. WE'RE PAVING ABOUT 12.6 MILES OF ROADS.

I HAVE A LIST OF ROADS AWARDED. IT'S ALL. THIS IS ALL [INAUDIBLE] PAID. YEP, YEP.

OKAY. RESOLUTION 25-722 AWARD OF CONTRACT TO HUNTER RESEARCH FOR PHASE TWO OF ARCHEOLOGICAL EXPLORATION AT THE LORD STIRLING MANOR ARCHEOLOGICAL SITE, BERNARDS TOWNSHIP, SOMERSET COUNTY, NEW JERSEY .

TOTAL NOT TO EXCEED $339,321. AND I AM HAPPY TO PUT ON MY HISTORIC HAT FOR THE MOMENT.

AND JUST GIVE YOU A LITTLE BACKGROUND ON THIS PROJECT.

WE DID PHASE ONE WHERE WE DID SOME GROUND PENETRATING RADAR.

THERE WAS SOME INTERESTING ANOMALIES THEY FOUND WHICH HAS LED US INTO PHASE TWO.

PHASE TWO WILL INCLUDE A MAJOR COMPONENT OF PHASE TWO WILL ACTUALLY BE A COLLECTION SYSTEM, A COLLECTIONS ASSESSMENT, AND A CURATION OF ARTIFACTS.

SO THERE HAVE BEEN DIGS GOING ON UP THERE SINCE PROBABLY THE 1970S, BUT THEY WERE NEVER REALLY PROPERLY CATALOGED AND CURATED, AND WE REALLY WANT TO PULL ALL OF THAT TOGETHER.

SO THAT'S GOING TO TAKE A LOT OF WORK ON THE CONSULTANTS PART TO CATALOG EVERYTHING GET IT PROPERLY ARCHIVED, AND THEN REPORT ALL OF THAT TO THE STATE HISTORIC PRESERVATION OFFICE.

SO THAT'S A BIG COMPONENT OF THIS PROJECT AND IT'S QUITE A TIME CONSUMING PROJECT BECAUSE THEY'VE BEEN OUT THERE ON AND OFF FOR DECADES.

SO AND WE'RE REALLY HAPPY TO BE ABLE TO KIND OF PULL THAT COLLECTION TOGETHER, HAVE A REALLY GOOD HANDLE ON WHAT WE HAVE OUT THERE.

IF YOU'VE EVER BEEN TO THE 1770S FESTIVALS, THEY DO PUT SOME OF THE ARTIFACTS OUT ON DISPLAY.

BUT THERE IS SO MUCH MORE THAN THAT, AND WE JUST WANT TO MAKE SURE IT'S BEING PROPERLY CURATED, STORED PROPERLY, ARCHIVED PROPERLY, AND MADE AVAILABLE FOR THE PUBLIC TO USE AND HOPEFULLY BE A PART OF THIS PROJECT.

SO THAT'S KIND OF THE BIGGER COMPONENT. THERE WILL BE ADDITIONAL ADDITIONAL ARCHEOLOGICAL EXPLORATION, BUT THEY ALSO ARE WORKING TOWARDS DEVELOPING A FIELD SCHOOL.

SO WE'RE WORKING WITH DR. RICHARD WHITE AT MONMOUTH UNIVERSITY.

[00:35:02]

HE HAS DONE THIS ON OTHER SITES IN THE COUNTY, AND HE AND MR. HUNTER ARE VERY EXCITED ABOUT PUTTING TOGETHER A FIELD SCHOOL.

AND APPARENTLY THERE ARE A NUMBER OF STUDENTS THAT ARE ALREADY VERY INTERESTED IN PARTICIPATING IN THIS.

WE SAID, LET'S AWARD THE CONTRACT FIRST, THEN WE'LL DO IT.

BUT THERE'S A LOT OF INTEREST IN IT, AND WE REALLY THINK THAT THAT COULD BE A DRAW TO THIS SITE.

YOU KNOW, WE GET SOME GET SOME OF THE YOUNGER POPULATION INVOLVED, GET THEM EXCITED, HOPEFULLY GET MORE PEOPLE EXCITED AND THEN WORK THAT INTO THE 1770S FESTIVAL AND THE OTHER FESTIVALS THAT ALREADY HAPPEN UP THERE.

SO THIS IS JUST KIND OF A GREAT ADDITION TO WHAT WE'RE TRYING TO DO UP AT THAT, UP AT THE MANOR SITE, SO.

THEY HAVEN'T DONE ANY DIGGING YET. THEY'VE REALLY JUST BEEN GOING ON ON THE GROUND PENETRATING RADAR.

SO THERE, THERE WILL PROBABLY BE ADDITIONAL DIGGING AND EXCAVATING THAT'S GOING ON DEPENDING ON WHAT'S FOUND.

AND THAT WILL BE PART OF THE FIELD SCHOOL. AND THEN POSSIBLY IF THAT GOES WELL, WE WOULD LOOK AT CONTINUING THE FIELD SCHOOL BECAUSE AGAIN, THAT'S YOU KNOW, THE STUDENTS WOULD BE OUT THERE LEARNING. THEY'D BE HELPING US KIND OF IMPLEMENT WHAT WE'RE DOING OUT THERE.

BUT IT COULD BE AN ONGOING PROJECT. AND WE HAVE WE'VE TALKED TO THEM ABOUT KIND OF FUTURE PROJECTS AFTER THAT WHAT COULD COME AS FAR AS YOU KNOW, CURATING. IS THERE ANY POSSIBLE USE TO HOUSE FOR ANY KIND OF DISPLAYS OR ANY PROGRAMING? SO THAT'S KIND OF IN THE FUTURE, ONCE WE KIND OF GET A HANDLE ON WHAT'S ACTUALLY OUT THERE.

SO WE SEE THIS AS A LONG TERM PROJECT, AN ONGOING PROJECT.

AND I THINK THE LONGER IT GOES, I THINK THE MORE MORE ATTENTION IT'S GOING TO GET.

SO WE'RE REALLY EXCITED. ARE YOU GOING TO PUT ME ON THE SPOT? WILLIAM ALEXANDER, HE WAS ONE OF WASHINGTON'S GENERALS.

YES. AND LORD STIRLING MANOR IS ONE OF OUR SITES FOR THE INTERPRETIVE PLAN.

SO THIS ALL PLAYS INTO WHAT WE'RE DOING FOR THE 250TH.

AND WE REALLY THINK THAT THE TIMING WAS GREAT FOR THIS, THAT WE CAN WORK THAT ADDITIONAL WORK INTO OUR INTERPRETIVE PLAN, TOO SO SOME SIGNAGE, SOME, YOU KNOW, INTERACTIVE TYPE THINGS.

SO IT'S REALLY EXCITING. WE'RE VERY EXCITED ABOUT THIS, DR.

HUNTER IS PROBABLY MORE EXCITED THAN WE ARE, BUT HE'S HE'S FANTASTIC.

DR. WHITE IS AMAZING. I DON'T KNOW IF, DID YOU GET TO SPEAK WITH HIM AT THE SYMPOSIUM? YEAH.

YEAH. AND WE'RE HOPING TO WORK WITH HIM A LITTLE BIT MORE AT WASHINGTON VALLEY PARK, ALSO AT THE MIDDLEBROOK ENCAMPMENT.

SO HE'S JUST REALLY HE'S REALLY EXCITED TO BE WORKING WITH US.

YOU KNOW, THIS IS THE FIRST REAL FORMAL INTERACTION WE'VE HAD WITH HIM. HE'S ALWAYS BEEN THERE, BUT THIS WILL BE NICE TO REALLY WORK DIRECTLY WITH HIM.

HE'S HE'S A GREAT GUY AND HE REALLY KNOWS HIS STUFF, SO.

YEAH. ABSOLUTELY. SO THAT'S IT. THANK YOU. THAT'S A TOUGH ACT TO FOLLOW ON THIS ONE 25-723 AMENDING R25-425, TO CORRECT ACCOUNT STRINGS FOR SUBCONTRACT AGREEMENTS WITH SUBSTANCE USE AGENCIES AND THE COUNTY COMPREHENSIVE ALCOHOL AND DRUG USE CONTRACT 25-540-ADA-0 FOR THE PERIOD OF JANUARY 1ST, 2025 THROUGH DECEMBER 31ST, 2025. COMMISSIONER SINGLETERRY. COMMISSIONER SOOY HAS AGREED.

DEPUTY DIRECTOR MARANO. DIRECTOR ROBINSON.

GOOD EVENING. I'LL BE VERY QUICK. MY NAME IS GREG GIACCHINO.

I'M STEPHANIE LESNICK AND WE'RE BOTH FROM BERNARDSVILLE IN BERNARDSVILLE.

ADDRESS 46 SOMERSET AVENUE, BERNARDSVILLE. 19 STERLING ROAD, BERNARDSVILLE.

WE WOULD JUST LIKE TO ONCE AGAIN THANK ALL THE COMMISSIONERS FOR ALL OF YOUR SUPPORT AND ALL THE OTHER FOLKS WHO WORK IN THE IN THE OFFICES. WE ARE HERE TO CORDIALLY INVITE ALL OF YOU.

NOT MANY CAN COME BUT OUR PROM THIS YEAR IS ON MAY 2ND, 06:00.

DINNER DANCING. IF YOU CAN COME FOR JUST A LITTLE BIT, WE WOULD APPRECIATE IT.

AND WE AGAIN, WE THANK YOU VERY, SO MUCH FOR YOUR SUPPORT AND WE TRULY APPRECIATE IT.

SO THIS IS FOR THE INTERGENERATIONAL PROM AT BERNARDS HIGH SCHOOL.

IT IS A DINNER DANCE THAT IS FREE FOR THE SENIORS WITHIN THE SOMERSET HILLS SCHOOL DISTRICT TO COME AND HAVE A REALLY GOOD TIME.

THE STUDENTS OF THE KEY CLUB REALLY DO ALL OF THE ORGANIZING WITHIN THE SCHOOL, AND VOLUNTEERS FROM ALL GRADE LEVELS ARE INVOLVED IN PUTTING THIS AMAZING EVENING TOGETHER, AND WE WOULD LOVE IT IF YOU COULD JOIN US.

I HAVE INVITATIONS FOR YOU ALL. I'LL LEAVE THAT WITH YOU.

THANK YOU SO MUCH, COLLEEN.

THANK YOU. THANK YOU EVERYONE.

I THINK IT'S PERFECT TIMING BECAUSE THE PARK COMMISSION HAS BEEN WORKING ON THE REQUEST IN THE PAST, WHERE PROM GOERS WANTED TO GO TO THE COUNTY PARKS TO TAKE PICTURES.

SO THEY'RE WORKING ON A POLICY WHERE PROM GOERS COULD GO TO THE DIFFERENT COUNTY PARKS TO TAKE PICTURES BEFORE THEY GO INTO THEIR PROM FESTIVITIES. BUT AGAIN, THANK YOU FOR THE INVITATION AND THE INTERGENERATIONAL COLLABORATION ON PROMS WITH THE SENIORS IN THE HIGH SCHOOL AND THE SENIORS IN THE COMMUNITY.

SO THANK YOU FOR THAT GREAT WORK.

COMMISSIONERS ON THE BOARD. I'M HERE TONIGHT TO SAY THANK YOU TO ADMINISTRATOR MAHR AND COMMISSIONER SOOY FOR GETTING BACK TO ME SO PROMPTLY ON MY ISSUE WITH SOLAR PANELS ON MY LIBRARY ROOF. I HOPE TO GET THEM OFF SOON SO THAT WE CAN FIX THE LEAKS IN THE BUILDING.

IT'S REALLY BECOMING AN ISSUE, AND PLEASE KEEP ME POSTED ON WHAT I NEED TO DO TO ACTUALLY GET THOSE PANELS REMOVED.

I THINK THEY WENT ON THE ROOF IN 2011 AND WE HAVE A 15 YEAR CONTRACT, SO WE WOULD PROBABLY LIKE TO BREAK THE LAST YEAR OF THE CONTRACT TO GET THE PANELS TOTALLY OFF THE ROOF, BECAUSE I HEARD THEY DON'T DO SO WELL ON FLAT ROOFS, BUT OUR ROOF IS BEYOND THE THE LIFE OF THE ROOF RIGHT NOW AND SO UN FORTUNATE WE JUST CAN'T WAIT ANOTHER YEAR, WE NEED TO GET THEM OFF.

ON ANOTHER NOTE, I WOULD LIKE TO KNOW WHAT'S THE STATUS OF THE LOCAL SAFETY ACTION PLAN FOR THE COUNTY IN TERMS OF LIKE LOOKING AT THE ROADWAYS IN SOMERSET COUNTY FOR SAFETY? BECAUSE I JUST WANTED TO BRING TO YOUR ATTENTION.

I'M ACTUALLY HERE TONIGHT TO ASK FOR A LITTLE BIT OF MONEY, A LITTLE BUDGET STIPEND.

NO MORE THAN $50,000 IN THE COUNTY BUDGET. MANVILLE STILL NEEDS SOME TRAFFIC CALMING ON COUNTY ROAD 533.

[01:00:01]

I'VE BEEN WORKING WITH MY POLICE DEPARTMENT AND VAN CLEEF ENGINEERING TO TRY TO MAKE THE ROAD AS SAFE AS POSSIBLE, BECAUSE I DO WANT TO SIGN UP FOR VISION ZERO.

NO MORE FATALITIES. WE JUST HAD TWO PEOPLE HIT RECENTLY.

PEDESTRIANS CROSSING. WE HAVE ISSUES. I WANT TO MEET WITH COUNTY ENGINEERING TO GO OVER EVERYTHING THAT THE POLICE DEPARTMENT SUGGESTS, AND VAN CLEEF SUGGESTS IT'S NOT A WHOLE LOT. IT'S NOT A BIG ASK.

I'M THINKING WE COULD DO THIS FOR UNDER $50,000, PROBABLY, MAYBE EVEN UNDER $25,000 TO SEE, JUST TO MAKE IT BETTER AND MORE SAFE. ALL RIGHT, COMMISSIONER DRAKE, I SENT YOU AN EMAIL.

THE WATERSHED INSTITUTE WOULD LIKE YOU TO PARTICIPATE IN THE MULTI JURISDICTIONAL SHANEL WATERSHED IMPROVEMENT PLANS FOR MS 4.

ALL RIGHT. AND ONE LAST THING. I'M VERY EXCITED ABOUT THIS, MAY 17TH, WE'RE HAVING A REVOLUTIONARY WAR ENACTMENT IN MANVILLE AT OUR LIBRARY IN HONOR OF OUR 250TH CELEBRATION OF THE NATION.

AND, YOU KNOW, THE MIDDLEBROOK ENCAMPMENT WAS RIGHT THERE, THERE'S A HISTORICAL MARKER THAT THEY PUT UP.

AND I'M REALLY LOOKING FORWARD TO THAT BECAUSE I THINK IT'S, YOU KNOW, PATRIOTISM IS WHAT IT'S ALL ABOUT THESE DAYS.

SO I THANK YOU. PLEASE HELP US WITH THE MAIN STREET ISSUE, THOUGH.

I THINK IT JUST NEEDS A LITTLE BIT MORE TO MAKE IT MORE SAFE.

THANK YOU. MAYOR IF YOU JUST MAKE SURE WE GET THE TIME.

YOU SAID MAY 17TH AND AT THE LIBRARY. SO 10 TO 4, 10 TO 4.

DO NOW. THE WATERSHED INSTITUTES AFTER A LIKE A SHARED SERVICE WHERE EVERYONE PARTICIPATES IN THEIR CHARGE BASED ON THEIR IMPERVIOUS COVER, WHICH MANVILLE WANTS TO PARTICIPATE IN. SO IT'S GOOD FOR IT'S GOOD FOR EVERYONE.

SO I THINK IT'S APRIL 9TH. ALL RIGHT. THANK YOU.

THANKS FOR AND I'LL BE BACK AT SOME POINT. ALL RIGHT.

ANYONE ELSE FROM THE PUBLIC WISHING TO COME FORWARD? ANY EMAILS, PHONE CALLS? I HAVE NONE. ALL RIGHT.

HEARING NONE AND SEEING NONE. IS THERE A MOTION TO CLOSE THE PUBLIC PORTION OF THIS MEETING? MOTION SECOND.

ALL IN FAVOR? AYE. AYES HAVE IT. ALL RIGHT. WE ARE LETTING OUR GUESTS IN.

AND WHILE THEY'RE COMING IN, I'D LIKE TO PUBLICLY THANK ALL THE DIVISION AND OR DEPARTMENTS WHO HAVE BEEN DEALING WITH AN INCREASE IN VOLUME IN SUPPORT OR REQUESTS FOR SERVICES AS A RESULT OF THE CUTS AND OR HOW WOULD I SAY THE RECOMMENDED CUTS, CONGRESSIONAL, $880 BILLION CUTS.

AND HOW IT IMPACTS NEW JERSEY ALONE WHILE PEOPLE ARE WAITING WITH WAITING WITH BATED BREATH AS TO WHAT'S GOING TO HAPPEN AT THE FEDERAL LEVEL, BUT MORE IMPORTANTLY, AND SPECIFICALLY HOW IT IMPACTS NEW JERSEY ANS.

SO THANK YOU TO ALL THE DIVISIONS AND DEPARTMENTS THAT HAVE BEEN DEALING WITH THE INCREASED VOLUME, MAYBE IN CALLS, INQUIRIES AND OR REQUESTS FOR SERVICES.

SO THANK YOU TO YOU AND YOUR STAFF. WE HAVE A FULL HOUSE.
