A LITTLE BIT OF NEW JERSEY TRAFFIC.
WE'LL START OFF WITH COMMISSIONER DRAKE.
OKAY. SO I JUST WANT TO REPORT ON ONE IMPORTANT EVENT.
WE, THE PLANNING BOARD, EXCUSE ME, ADOPTED THE CIRCULATION PLAN ELEMENT OF THE MASTER PLAN CALLED KEEP SOMERSET MOVING AS A TRANSPORTATION PLAN FOR THE YEAR 2045. SO THE NEW CIRCULATION ELEMENT OF THE COUNTY MASTER PLAN WAS ADOPTED BY THE COUNTY PLANNING BOARD ON OCTOBER 15TH.
IT WAS ADOPTED AGAIN BY THE PLANNING BOARD ON THE 15TH OF OCTOBER.
IT ALSO WAS FUNDED BY THE NORTH JERSEY TRANSPORTATION PLANNING AUTHORITY, WHICH COMMISSIONER SOOY SITS ON THE BOARD, BUT REALLY IS A GREAT PLANNING PARTNER FOR SOMERSET COUNTY. WE THANK THEM FOR THAT ASSISTANCE FINANCIALLY.
BUT THE PLAN ITSELF WAS A VISION.
THE VISION FOR THE PLAN IS TO CREATE A SAFE, COMFORTABLE, SUSTAINABLE, RESILIENT AND CONNECTED TRANSPORTATION SYSTEM THAT ADDRESSES CLIMATE CHANGE RISKS AND IS COORDINATED WITH LAND USE DECISION MAKING.
THE PURPOSE IS TO KEEP SOMERSET COUNTY MOVING, ENHANCING MOBILITY FOR ALL USERS OF ALL TRAVEL MODES, AND INCORPORATES EQUITY THROUGHOUT THE PLANNING, PRIORITIZATION, PROJECT SELECTION, COMMUNITY OUTREACH, DESIGN, CONSTRUCTION AND MAINTENANCE OF ALL COUNTY PROJECTS.
THERE WERE OVER 1000 TOUCH POINTS THAT WERE ANALYZED EITHER THROUGH WRITTEN COMMENTS, COMMENTS ABOUT PUBLIC HEARINGS COMMENTS THAT WERE PINS ON A MAP, AND OTHER DATA COLLECTION TECHNIQUES AND WE HEARD A GREAT DEAL OF SUPPORT FOR IMPROVED ACCESS TO TRANSIT, AS WELL AS IMPROVEMENTS FOR WALKING, BIKING, HIKING, AND OTHER MODES OF TRANSPORTATION OTHER THAN OUR AUTOMOBILES.
THE PLAN LOOKED AT CURRENT AND FUTURE CONDITIONS BASED ON ISSUES LIKE CONGESTION AND ALSO CRASH DATA, BUT ALSO HOW TO INTEGRATE LAND USE PLANNING IN LINE WITH THE CONCEPT OF COMPLETE STREETS.
AS PART OF THE PUBLIC HEARING THAT WAS HELD PRIOR TO ITS ADOPTION.
THE PUBLIC COMMENT PERIOD WAS OPEN FROM AUGUST 20TH THROUGH SEPTEMBER 27TH, AND THE COUNTY RECEIVED A TOTAL OF 68 COMMENTS FROM THE GENERAL PUBLIC FROM SEVERAL MUNICIPALITIES, AS WELL AS OUR PLANNING PARTNERS, AS WELL AS THE SOMERSET COUNTY BUSINESS PARTNERSHIP AND RIDE WISE AND THOSE COMMENTS DEALT WITH THE NEEDS TO IMPROVE PUBLIC TRANSIT SERVICE IN THE COUNTY, INCLUDING COVERAGE FREQUENCY, OUR BUS STOP CONDITIONS, USE OF TECHNOLOGY TO SERVE CURRENT USERS AND MEET NEW AND CHANGING COMMUNITY TRANSPORTATION NEEDS.

THE PLAN. THE CHANGES INCLUDED MODIFYING THE TIME FRAMES OF NUMEROUS PLANNING AND INFRASTRUCTURE PROJECTS AND ADDING A SAFETY.ADDING A STUDY TO ADDRESS THE NEEDS OF ROUTE 27 CORRIDOR AND UPDATING THE NEW JERSEY TRANSIT RIDERSHIP NUMBERS AND REALLY, LET'S SAY THE PURPOSE OF THE PLAN IS TO MAINTAIN AND ENHANCE THE COUNTYWIDE MULTIMODAL TRANSPORTATION NETWORK FOR THE MOVEMENT OF PEOPLE AND GOODS.
IT ALSO CONSIDERS ALL THE NEEDS OF THE COUNTY'S TRANSPORTATION SYSTEM, USERS AND TRAVEL MODES, AND IS GOING TO BE USED TO GUIDE TRANSPORTATION, DECISION MAKING PLANS, POLICIES AS WELL AS PROJECTS.
AND I'LL CONCLUDE WITH THE KEY TAKEAWAYS.
WHAT WE HEARD WAS MORE TRANSIT.
WE ALSO HEARD ENHANCED CONNECTIVITY FOR WALKING AND BICYCLING, NOT ONLY THE FIRST AND LAST MILE, BUT ALSO TRANSPORTATION MODES IN OUR DOWNTOWNS AND OUR SHOPPING DISTRICTS, AS WELL AS TO PARKS.
WE ALSO NEED TO PREPARE FOR STORMS AND ADVERSE WEATHER EVENTS, AND ALSO IMPROVE INFORMATION IN THE TRAVEL TRAVELER EXPERIENCE, AND ALSO RECOGNIZE THE CHANGE IN DEMOGRAPHICS AND TRAVEL PATTERNS IN SOMERSET COUNTY.
SO ONCE AGAIN, I WANT TO SAY CONGRATULATIONS NOT ONLY TO THE PLANNING BOARD RECOGNIZING BERNIE NAVARRO'S CONTRIBUTION TO THIS PLAN, BUT ALSO RECOGNIZING WALTER, LYNN AND KEN FOR ALL THE WORK THAT THEY DID ON THIS PLAN AS OUR CONSULTANTS THAT ALSO PUT TOGETHER.
SO CERTAINLY A COMMENDABLE JOB, AND I LOOK FORWARD TO IMPLEMENTING THIS PLAN.

ALSO LAST WEEK, I VISITED THE SOMERSET COUNTY VO-TECH SCHOOL.
I SAW THE PROGRESS THEY'VE BEEN MAKING WITH THEIR NEW BUILDING FACILITIES.
IT'S GOING TO BE ALL READY BY BY NEXT FALL TO HELP ACCOMMODATE HUNDREDS OF NEW STUDENTS.
SO I'M GLAD TO SEE THAT THAT'S UNDERWAY AND ON TIME.
THEY ARE HOSTING SEVERAL CAREER CAFES WHERE YOU CAN GO AND LEARN ABOUT ALL THEIR VARIOUS SERVICES RIGHT HERE IN SOMERVILLE ON 27 WARREN STREET THEIR NEXT THREE CAFE SESSIONS ARE ON SEPTEMBER 27TH, OCTOBER 25TH AND NOVEMBER 22ND FROM 2 TO 4PM AND THAT'S MY REPORT.

I HAVEN'T BEEN TO THE LANE BROOK HALL HOUSE IN BRIDGEWATER, THE UKRAINIAN CEMETERY IN SOUTH BOUND BROOK, THE ANDREW TENNEY HOUSE IN BRANCHBURG, THE SIX MILE RUN REFORMED CHURCH IN FRANKLIN, THE WYCKOFF GARRETSON HOUSE IN FRANKLIN AND THEN IN BETWEEN ALL THAT, WE STOPPED AT NORRIS HILL FARMS TO SUPPORT OUR LOCAL FARMERS, GET SOME PUMPKINS AND HAVE MY NEW GRANDBABY GET HER PICTURE ON THE HAY BALE WITH THE PUMPKINS AND ALL THAT.

THE FAR HILLS STEEPLECHASE RACE WAS THIS PAST WEEKEND, WHICH IS ALWAYS A GREAT EVENT, AGAIN, SHOWCASING OUR EQUINE CULTURE HERE IN SOMERSET COUNTY AND OUR HISTORY THERE.LOTS OF THINGS GOING ON THERE AND I BELIEVE OUR DIRECTOR WILL PROBABLY TALK ABOUT OUR NJAC MEETING WE HAD LAST NIGHT AND UPCOMING EVENTS. THE BIG ONE IS ELECTION DAY.
SO EARLY VOTING STARTS SATURDAY.
THE MARY JACOBS LIBRARY IS BEEN CLOSED VERY ABRUPTLY.
THERE WAS AN AIR QUALITY PROBLEM THERE THAT HAS RESULTED IN IMMEDIATE CLOSURE OF THAT LIBRARY.

IT WAS A NICE SPACE TO BE ABLE TO USE AND AS ADVERTISED, IT WAS A FANTASTIC VENUE TO BE ABLE TO HOST A DINNER AND A MEETING THERE, WHERE WE GOT TO EXCHANGE NOTES WITH OUR COMMISSIONERS FROM OTHER PARTS OF CENTRAL NEW JERSEY AND REALIZE DIFFERENT TRANSPORTATION AND OVERLAPPING COMMUNITY NEEDS THAT ARE NOT JUST EXCLUSIVE TO SOMERSET COUNTY, BUT ALSO, YOU KNOW, VARY THROUGHOUT THE REST OF THE CENTRAL NEW JERSEY REGION.
